Under the general supervision of the Education Director, the school liaison will develop and coordinate all aspects of the Education Demonstration grant and the 93-638 Johnson O’Malley program for the Flandreau Santee Sioux Tribe. The School Liaison will develop and coordinate cultural, educational, and recreational activities for Native students and professional development opportunities for students, parent committees, school board and administration. The school liaison will serve as a mentor advising students in college/career preparation, academic support and holistic wellness.

The Flandreau Santee Sioux Tribe is seeking Motivational/Educational Speakers or Cultural/ Language Presenters for its Demonstration Education Project. Speakers will address K-12 school aged children in a school assembly format.

Description of Work: Consultants will present to students who attend the Flandreau Public School system in Flandreau, South Dakota.

Minimum Qualifications: • Must be a high school graduate. Must have completed a minimum of two (2) years of college in Education, Social Work, Family Studies, Child Development or closely related field highly preferred. A combination of education and experience may be considered.

• Must have administrative experience with coordinating, planning, organizing and implementing meetings and programs for a diverse audience.

• Must have proficient computer skills with the ability to maintain computer records and data.

• Must have experience in preparing written reports.

• Must be able to work occasional evening and weekends.

Must submit to a background check and pre-employment drug and alcohol screening.

Preference in filling vacancies is given to qualified Indian candidates in accordance with Indian Preference Act of 1934 (Title 25, USC, Section 472). Visitors to be Heard: Jeff Symens, Valley Fibercom, spoke to Council of a grant the company received to install fiber for broadband services for a large portion of rural Moody County beginning in 2021. He also indicated Valley Fibercom may seek a franchise in the city of Flandreau upon completion of the rural project in order to provide internet and cable television services to residents within city limits.

David Henderson, resident at the Flandreau City Park, addressed Council regarding Ordinance 594, stating that he feels homeowners in the park should not be denied access to their property and should be able to access even though barricades are in place. Due to the fact that the second reading of Ordinance 594 is an agenda item, a motion was made by Unger and seconded by Sutton to move the agenda item from Old Business and discuss the matter during the Visitors to be Heard portion of the meeting. The following members voted aye: Bjerke, Pesall, Sutton, Tufty, Unger, and Whitman. Nays: None.

Absent: None. Motion carried.

Second reading of Ordinance 594, An Ordinance that Amends Title 7 Offenses, was conducted with the addition of the following language following the first reading: “It shall be unlawful for any person to enter, cross the boundaries of, or remain in any restricted area under this Section without the express permission of either the Chief of Police of the Chief of the Fire Department”. Motion by Unger and seconded by Sutton to further amend the amended language of Ordinance 594, Section C, to read: “Notwithstanding the previous sentence, for an owner of private property within a restricted area as described in this Ordinance, the owner of the property may continue to access their property while it is so restricted unless the City Council has issued a determination prohibiting private owners from accessing their property.” (The rest of Ordinance 594, Section C, remains the same) The following members voted aye: Pesall, Sutton, and Unger. Nays: Bjerke, Tufty, and Whitman. Absent: None. Mayor Bonrud voted to break the tie: Nay. Motion defeated. Motion by Unger and seconded

by Sutton to approve Ordinance 594, An Ordinance that Amends Title 7 Offenses, based on the amendments discussed at the January 20th Council meeting. The following members voted aye: Bjerke, Pesall, Tufty, Unger, and Whitman. Nays: Sutton. Absent: None. Motion carried.

Macy Williams, representing the Happy Youngsters 4-H Club, shared with Council that the club would like to offer funding thru their community service projects to assist in the cost of replacing a door at the William J. Janklow Community City with a handicap accessible door, enabling those that use the facility to enter more easily. Council requested that the club provide a written proposal of their request.

David Miller, South Dakota Municipal League Code Enforcement Officer, who conducted the property maintenance code compliance survey in December 2019, presented information to Council regarding his contract proposal for code enforcement for the City. He indicated he provides an impartial review of property violations and works closely with law enforcement, the fire department and City Attorney as needed. He shared his enforcement strategy and system and highlighted Council’s role in the process. Also shared was media notification and reasons for non-compliance. Aldermen Unger and Whitman, as well as FDC President Carleen Wild spoke in favor of contracting with Mr. Miller. The contract with Mr. Miller will be placed on the agenda for the next Council meeting.

The Mayor reported that he had visited the Hunkake Café, the new restaurant at the corner of 2nd Avenue and Wind Steet, and encouraged those present to support the new business and visit as well.

The City Administrator shared that the Police Department has received seven new defibrillators for the patrol cars thru the Helmsley Trust; the old defibrillators will be moved elsewhere in the community. A joint public hearing with Planning and Zoning will be held at the February 18th Council meeting regarding the change to Title 12 Zoning for conditional uses in the Central Commercial District. Auto read water meter replacement is progressing well; 41 meters were installed in the month of January. In addition, the City has contracted for the auto read interface for billing. Pederson informed Council that the Flandreau Santee Sioux Tribe has applied for rebates thru MRES Bright Energy Solutions totaling $19,662.00.

Motion by Pesall and seconded by Sutton to approve the Administrative Reports. The following members voted aye: Bjerke, Pesall, Sutton, Tufty, Unger, and Whitman. Nays: None. Absent: None. Motion carried.

Old Business: None (Second reading of Ordinance 594 was moved to Visitors to be Heard) New Business: Motion by Whitman seconded by Tufty to approve Pay Request Two (2) from Bob’s Electric in the amount of $13,900.95 for the Meter Cut-Over Project, Phase 4 Electric Improvements Project. The following members voted aye: Bjerke, Pesall, Sutton, Tufty, Unger, and Whitman. Nays: None. Absent: None. Motion carried.

Council Comments: Alderman Sutton shared that the Legislative Cracker Barrel will be held this Saturday, February 8th at 8:00 a.m.; the event is sponsored by the Flandreau Development Corporation. All are invited to attend.
