The ideal candidate for the Chief position possesses a solid educational background and experience with small town policing, demonstrated ability in leading teams, and building and maintaining the relationships within the community and other law enforcement and governmental agencies. Additionally, candidates should have knowledge and /or experience in the following areas: preventive and proactive measures in law enforcement, domestic violence and abuse, child protection, substance awareness and abuse programs, and other community education outreach.

POSITION SUMMARY: The Clerk of Courts position is multi-focused requiring a wide range of responsibilities key to the court system. The employee will fulfill Court Administrator and Magistrate job duties. The employee serves as Clerk of civil, criminal, juvenile, traffic, small claims, and appellate courts. Receptionist, secretarial, legal assistant, and public relation duties are also requirements of this position. Is responsible for budgets, record keeping, report writing, drafting pleadings, docketing cases, processing and filing all civil, criminal, juvenile, traffic, small claims, and appeal actions filed with Tribal Court. The Clerk of Courts is responsible for the scheduling of hearings, preparing and maintaining court calendars and notification of all parties in all civil, criminal, juvenile, traffic, small claims, and appeal actions.

This position performs Court Magistrate duties, prepares and distributes child support payments to agencies or individuals on a monthly basis. Responsible for issuing various tribal licenses, collecting fees and fines ordered by the Court.

Job Description: The Flandreau Santee Sioux Tribe is accepting applications for one Full time Tribal Victim Advocate. This position will be responsible for assisting and providing support services for Native American families due to domestic violence, sexual assault or stalking. Duties included are: Crisis Intervention services, short term relocation assistance, assisting clients with goalsetting, budgeting, job hunting skills, etc. Making appropriate referrals for clients, locate and secure permanent housing, maintaining all required paperwork, client files, data, and following up with clients. Applicant must have excellent documenting skills for reporting in a timely manner.

Education & Qualifications:

EDUCATION AND/OR EXPERIENCE: Must have a high school diploma, paralegal training, or experience preferred. A minimum of two (2) years prior secretarial experience. Knowledge of legal terminology. Knowledge of typewriter keyboards. Must be able to type 50-70 wpm.

Must know English grammar, spelling, and punctuation in order to correct obvious errors in material being typed. Computer skills required, specifically proficient in Microsoft Windows products. Knowledge of fax and copy machine operation and troubleshooting. Prior administrative experience preferred. Must be physically and mentally able to carry out the demanding duties of the office. Must be a Notary Public licensed in the State of South Dakota or able to obtain a license.

Bachelor Degree with background in the Human Services Field. One (1) year experience in the field highly preferred. Experience working with Native Americans in human services field, preferably

working with women and children.

The City Council of the City of Flandreau, South Dakota, met in regular session on Monday, February 1st, 2021 at 6:30 p.m. at the William J. Janklow Community Center, Flandreau, SD. Present: Mayor Dan Sutton. Aldermen: Brad Bjerke, Mark Ekern, Mike Fargen, Bob Pesall, and Jason Unger. Absent: Karen Tufty. Also present were City Administrator Jeff Pederson; and Kyle Haug, Parlly Property Trust.

The proposed agenda was reviewed. Motion by Pesall and seconded by Ekern to adopt the proposed agenda. The following members voted aye: Bjerke, Ekern, Fargen, Pesall, and Unger. Nays: None. Absent: Tufty. Motion carried.

Motion by Bjerke and seconded by Fargen to approve the minutes of January 18th, 2021. The following members voted aye: Bjerke, Ekern, Fargen, Pesall, and Unger. Nays: None.

Visitors to be Heard: Macy Williams, representing Happy Youngsters 4-H Club, shared with Council an update of their fundraising efforts for the purchase and installation of a handicap accessible door at the William J. Janklow Community Center. The Club has received $1,500 from Sioux Valley Energy and a donation from Skroch Funeral Chapel of $100. They have approximately half of the funds needed for the project with additional fundraisers in the coming weeks.

After those fundraisers are complete and an updated estimate for the project is received, they will be requesting funds from the City for the remaining funds needed. City Administrator Pederson shared that Missouri River Energy Services has a Community Event Sponsorship Program that will match 50% of what the City contributes toward the project.

Mayor Sutton informed Council that the first meeting of the Fire Station Design Committee and JLG Architects went well; meetings will take place every other Tuesday as the design process continues. The monthly meeting with the City, FDC and FSST took place today; a main topic of conversation was opportunities available and ideas to “brand” our community. A representative from the SD Department of Tourism was present to share ideas. FSST continues to work in Pierre regarding recreational marijuana and the associated planning. FDC is working on promoting and selling Southview Heights lots and has recently purchased additional property to sell or lease in the near future. A survey of the lots purchased for the new Fire Station will take place this week in order to work toward dividing the shared lot.

City Administrator Pederson shared that the dam project presentation will take place at the first meeting in March for the 30% design study. He suggested meeting in Council Chambers at the City Office and stream the presentation via Granicus. He has been looking for additional funding sources for the dam project. He and Randy Wilts met with Banner and Associates to make plans to open the area on the west side of the Cemetery by the tree line in order to make lots available for sale. A new road and water line will be installed by the Street and Parks Department.

Motion by Fargen and seconded by Unger to approve the Administrative Reports. The following members voted aye: Bjerke, Ekern, Fargen, Pesall, and Unger. Nays: None. Absent: Tufty. Motion carried.

Old Business: Kyle Haug, Parlly Property Trust, shared his proposal to purchase the Japanese Garden Pavilion and renovate and restore the structure to its original state. He shared a written plan for building acquisition and renovation, including costs and timelines. More discussion and research will take place prior to Council taking any action.

New Business: Motion by Bjerke and seconded by Unger to approve a transfer from the Electric Fund to the General Fund in the amount of $125,000.00, which will be made in quarterly increments of $31,250.00. The following members voted aye: Bjerke, Ekern, Fargen, Pesall, and Unger. Nays: None. Absent: Tufty. Motion carried.

Discussion was held and comments from the public were heard regarding the restrictions that were placed on City facilities at the November 16th, 2020 Council meeting to take measures to protect City employees, elected officials, and the general public due to the level of COVID-19 spread in the State and community. Motion by Unger and seconded

by Pesall to open use of the kitchen at the William J. Janklow Community Center via the normal reservation process for limited use for carryout fundraisers. The following members voted aye: Bjerke, Ekern, Fargen, Pesall, and Unger. Nays: None. Absent: Tufty. Motion carried. Motion by Bjerke and seconded by Ekern to increase the allowed number of persons per gathering at the William J. Janklow Community Center from 50 to 75 persons with a review of the policy to take place at the March 1st Council meeting. The following members voted aye: Bjerke, Ekern, and Pesall. Nays: Fargen and Unger. Absent: Tufty. Motion carried.

Council Comments: Alderman Bjerke recognized the effort and work of Finance Officer Karen Gundvaldson and City Staff to submit and claim funds made available to the City of Flandreau through the Local Government COVID Recovery Fund.

The Mayor declared the meeting adjourned at 7:44 p.m.

COLMAN-EGAN SCHOOL DISTRICT #50-5 KINDERGARTEN REGISTRATION PRESCHOOL REGISTRATION DEVELOPMENTAL SCREENINGS HEALTH/HEARING/VISION SCREENINGS CHILD FIND Registration for next year’s Kindergarten students in the Colman-Egan School District #50-5 will be held Thursday, March 25, 2021 at the Colman-Egan School. Kindergarten registration is open to any child who will be 5 by September 1, 2021. All students enrolling in Kindergarten must have a copy of their state-issued birth certificate and immunization record on file by August 16, 2021.

You may include your 3, 4, and 5 year old’s in this developmental screening by calling the school for an appointment by March 15, 2021.

Public Health Nurses will conduct health assessments that same day for any child 3-4-5 years of age. The South Dakota School for the Deaf will conduct hearing screenings and the South Dakota Lions Foundation will conduct vision screenings for 3-4-5 year olds.

Preschool registration will take place on March 25, 2021. Any child between the ages of 3 and 5 may register for preschool classes for the 2021-2022 school year. Preschool students should be 3 by September 1, 2021.

Appointments are necessary for these screenings. If you have not received an appointment by March 15, 2021 please call the Colman-Egan School at 534-3534.

Child Find for the Colman-Egan School District #50-5 will also be conducted Thursday, March 25, 2021. The program is designed to identify all children birth to age 21 with special needs, children in need of 504 services, and homeless children.
