Scammers Target Electric Utility Consumers

Colman, S.D. – Phone calls and text messages from scammers threatening to shut off the electricity if immediate payment isn’t received has become an almost weekly occurrence. “We get reports of scam phone calls and text messages on a regular basis. Depending on the day, the scams change slightly but typically have the same theme, which includes demands for immediate payment over the phone to avoid disconnection of electric service,” said Debra Biever, Vice President of Human Resources and Member Services. Sioux Valley Energy urges electric utility consumers to be aware of potential scammers’ suspicious calls and text messages. Be alert to the following situations via phone or other electronic devices: Demanding immediate payment over the phone or through a text message, threatening disconnection of electric service. Asking you to click on a link in a text message, stating you have over-paid your electric bill and are due a refund. Identifying themselves as your ‘electric utility’ or a neighboring utility instead of your actual electric service provider. Requesting personal identification or financial information that does not correlate with legitimate business you are conducting with your electric service provider (i.e., setting up a new service, updating an expired credit card, etc.). Occasionally, telephone surveys do take place asking questions about electric service and usage, but the surveyors will not ask for personal identification or financial information. If the call or text message is suspicious and you don’t know if it is legitimate, hang up the phone or delete the text message. Call your electric service provider directly to discuss any billing or service issues. The City Council of the City of Flandreau, South Dakota, met in regular session on Monday, February 7th, 2022 at 6:30 p.m. at the City Council Chambers, 1005 W. Elm Avenue, Flandreau, SD. Present: Mayor Dan Sutton. Aldermen: Curt Ahlers, Brad Bjerke, Mark Ekern, Mike Fargen, and Karen Tufty. Absent: Bob Pesall. Also present were City Administrator Jeff Pederson; and Assistant City Administrator Cohl Turnquist. Motion by Fargen and seconded by Tufty to adopt the proposed agenda. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, and Tufty. Nays: None. Absent: Pesall. Motion carried. A public hearing for special alcoholic beverage, malt beverage and on-sale wine licenses for the Flandreau Baseball Association was held. There was no public input. Motion by Ahlers and seconded by Ekern to approve the special alcoholic beverage, malt beverage and on-sale wine licenses for the Flandreau Baseball Association’s “Dueling Pianos” event at the Community Center on February 18th, 2022. Visitors to be Heard: Kelly Ramsdell, Flandreau Development Corporation, invited those present to the FDC Annual Meeting that will be held on April 7th. A formal invitation is forthcoming; the meeting will be held over the noon hour at a location yet to be determined. Mayor Sutton shared a thank-you that was recently received from the Boys and Girls Club, thanking the City for their annual support and community partnership. The most recent Airport Grant has been signed and forwarded. Two candidates for the Finance Officer position will be interviewed by City Administrator Jeff Pederson, Assistant City Administrator Cohl Turnquist, and Mayor Sutton on Wednesday and Thursday of this week. City Administrator Pederson met recently with the Boys and Girls Club, who shared they are contemplating an expansion. Bridge Demolition contracts have been let for a 7-month project; all required utility removals are complete. Steve Pulscher has begun the construction of a new twin home in his housing development. Pederson reminded those present that nominating petitions for the upcoming election are due by the end of day on Friday, February 25th. An offer has been extended and accepted for the open Public Works Operator position. Several candidates will be interviewed for the Public Works Supervisor position in the next several days. Assistant City Administrator Turnquist updated Council on a project he has undertaken to revise the existing Employee Policy Manual. He has been comparing the existing manual to those of other municipalities, as well as reviewing the sample manual provided through the South Dakota Municipal League. He anticipates numerous revisions and additions as the existing Policy Manual is significantly outdated and requires updates and additions. Policy areas already identified for revisions and/or additions are: sexual harassment and discrimination; drug and alcohol; technology and social media; and the Americans with Disabilities Act. Updated job descriptions for all positions will be included in the revised manual. Turnquist will provide a draft of his recommendations to the City Administrator, City Attorney and Department Supervisors for review once complete. The draft will then be presented to the Mayor and Aldermen in a workshop setting before final approval will take place at a Council meeting. Old Business: None New Business: Motion by Fargen and seconded by Bjerke to approve the Service Agreement with Tyler Technologies for the Purchase and Conversion of Software for Utility Billing, General Ledger and Financial Services for the City of Flandreau, with a cost of $77,810.00 for one-time installation/conversion fees to be paid over a three-year period of time ($28,635.00 per year), and annual system support, licensing, and hosting from Tyler Technologies at a cost of $35,869.00 for each year the City uses the software. Motion by Bjerke and seconded by Ahlers to approve Resolution 2022-03, A Resolution Establishing a Rate Increase for the City of Flandreau Airport Hangar Land Lease Agreements. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, and Tufty. Nays: None. Absent: Pesall. Motion carried. Motion by Tufty and seconded by Fargen to hire Blake Savey as the Aquatic Center Manager for the 2022 season at a seasonal salary of $6,535.00. Motion by Ekern and seconded by Fargen to approve the Permanent Part-time Wage Scale for Parks, Cemetery, and Yard Waste Site, and approve returning staff at the following hourly rates: Jim Eng, Parks Laborer, $16.01 per hour; Bruce Jensen, Cemetery Mowing, $14.65 per hour; and Leland Peterson, Yard Waste Site Laborer, $13.13 per hour. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, and Tufty. Nays: None. Absent: Pesall. Motion carried. Motion by Fargen and seconded by Ekern to approve the Wage Scale for the newly created position classified as Public Works Operator. Motion by Bjerke and seconded by Ahlers to approve the salary of Josh Edlund as the Summer Recreation Director for the 2022 season at a salary of $4,170.00. Motion by Ahlers and seconded by Ekern to declare the following City property as surplus: 2007 12’ Sno Dozer Snow Pusher (JRB Hookup); and 2019 Grasshopper 725DT6 with 72” Rear Discharge (408 hours). Council Comments: Alderman Tufty thanked Crystal Hanson for the updates made recently to the City website, indicating it is a nice improvement and user friendly.
