Elm Avenue Flandreau, SD 57028-1404 COUNCIL PROCEEDINGS January 20th, 2020 The City Council of the City of Flandreau, South Dakota, met in regular session on Monday, January 20th, 2020 at 6:30 p.m. at the City Council Chambers, 1005 W. Elm Avenue, Flandreau, SD. Present: Mayor Mark Bonrud. Aldermen: Brad Bjerke, Dan Sutton, Karen Tufty, and Donald Whitman. Absent: Bob Pesall, Jason Unger None. Also present were City Administrator Jeff Pederson; Utility Billing Clerk Crystal Roberts; Police Chief Zach Weber; City Attorney Cory Burning and Brenda Wade Schmidt, Moody County Enterprise. The proposed agenda was reviewed. Motion by Sutton and seconded by Whitman to adopt the proposed agenda. The following members voted aye: Bjerke, Sutton, Tufty, and Whitman. Nays: None. Absent: Pesall, Unger. Motion carried. Chairman Ulwelling convened the meeting of the Planning and Zoning Commission with the following members present: Ulwelling, Rose, Lilibridge, Clark, and Bergjord. A joint public hearing was held with Planning & Zoning to consider an amendment to existing Title 12, Zoning Map, to rezone the property located at 220 E. 2nd Avenue from Central Commercial (C1) to General Residential (R2). Mayor Bonrud stated that staff had determined that the Zoning Ordinance would not permit rezoning of the property as requested. The City Administrator stated that there had been no objections filed regarding the proposed rezoning. Whereupon the Mayor and Planning Commission Chairman declared the Hearing closed. City Attorney Bruning explained that the Eng property is located on portions of two lots that both have additional property owners, and that the Zoning Ordinance does not permit the reclassification of zoning for other than entire lots. He presented an alternative that would amend the Zoning Ordinance to add Residential Structure to the list of Conditional Uses in the Central Business District. Motion by Bjerke and seconded by Whitman to prepare an Ordinance that would allow residential structures as a Conditional Use in the Central Business District. Ayes: Bjerke, Sutton, Whitman, Tufty. Nays: None. Absent: Pesall, Unger. Motion carried. Chairman Ulwelling adjourned the meeting of the Planning and Zoning Commission. The following members voted aye: Bjerke, Pesall, Sutton, Tufty, Unger, and Whitman. Nays: None. Absent: Pesall, Unger. Motion carried. Old Business: The City Administrator presented a map of the City showing the results of a property maintenance code compliance survey that was recently conducted by a representative of the South Dakota Municipal League Pilot Code Enforcement Program. The survey showed 70 properties in town with violations, with 19 of the properties having multiple violations. The City Administrator stated that the City Attorney is preparing the ordinance changes that were recommended by the Property Maintenance Code Task Force. The City Administrator presented a proposal from Wyss & Associates to conduct a damage analysis of the Flandreau Golf Course and make recommendations for course repair and flood mitigation measures. Motion by Tufty and seconded by Bjerke to support the Analysis for Golf Course Damage Recovery and Flood Mitigation Measures as a required step in the process of determining a course of action for future investment in and operation of the Flandreau Golf Course. The following members voted aye: Bjerke, Sutton, Tufty, and Whitman. Nays: None. Absent: Pesall, Unger. Motion carried. Councilman Sutton proposed that, as owners of the Golf Course, the City fund the Wyss proposal as a means to provide information for upcoming decisions relative to the future of the Golf Course. Motion by Sutton, second by Bjerke to authorize Wyss and Associates to proceed with the Analysis, with the source of funding to be determined later. The following members voted aye: Bjerke, Sutton, Tufty, and Whitman. Nays: None. Absent: Pesall, Unger. Motion carried. First reading of Ordinance No. 594, An Ordinance that Amends Title 7, Offenses, was held. Discussion ensued regarding circumstances by which residents might be allowed to pass through barricades in order to access their property. The Mayor requested that the proposed Ordinance be reviewed possible language to provide clarification on that matter. Motion by Whitman and seconded by Tufty to approve Pay Request Five (5) from Dakota Directional, LLC, in the amount of $142,820.23 for the Phase 4 Electric Improvements Project. The following members voted aye: Bjerke, Sutton, Tufty, and Whitman. Nays: None. Absent: Pesall, Unger. Motion carried. Motion by Whitman and seconded by Tufty to approve a pay step increase for Colby Bunkers, Line Foreman, to $26.87 per hour effective February 8th, 2020. Full Time – Non-Exempt
Under the general supervision of the Education Director, the school liaison will develop and coordinate all aspects of the Education Demonstration grant and the 93-638 Johnson O’Malley program for the Flandreau Santee Sioux Tribe. The School Liaison will develop and coordinate cultural, educational, and recreational activities for Native students and professional development opportunities for students, parent committees, school board and administration. The school liaison will serve as a mentor advising students in college/career preparation, academic support and holistic wellness.
The Flandreau Santee Sioux Tribe is seeking Motivational/Educational Speakers or Cultural/ Language Presenters for its Demonstration Education Project. Speakers will address K-12 school aged children in a school assembly format. Description of Work: Consultants will present to students who attend the Flandreau Public School system in Flandreau, South Dakota. •
The Consultant will provide a cultural/historical/ motivational/educational presentation on a contracted basis usually for one day. • The Consultant should present a message that promotes positive social skills, self-discipline, and a positive self-image. • The Consultant should have demonstrated experience with motivating children of all ages. • The Consultants message should be culturally and/historically relevant to the Flandreau Santee Sioux Nation
Minimum Qualifications: • Must be a high school graduate. Must have completed a minimum of two (2) years of college in Education, Social Work, Family Studies, Child Development or closely related field highly preferred. A combination of education and experience may be considered. • Must have administrative experience with coordinating, planning, organizing and implementing meetings and programs for a diverse audience. • Must have proficient computer skills with the ability to maintain computer records and data. • Must have experience in preparing written reports. • Must be able to work occasional evening and weekends. Must submit to a background check and pre-employment drug and alcohol screening.
