Mayor Sutton thanked City Administrator Pederson for researching and organizing the recent interviews with architects regarding the new Fire Station as well as Alderman Tufty, and Fire Chief Peters, for participating in the interviews. The Mayor, City Administrator, Council members, and FDC representatives toured the Tribal marijuana grow facility with FSST representatives last Monday. The Mayor encouraged Council members to tour the facility if they were unable to attend last Monday. City Administrator Pederson informed Council that Kyle Haug will be present at the next Council meeting to follow up on his interest in purchasing the Japanese Gardens Pavilion. He will be providing information regarding costs and time lines for his proposed project. The Legislative session does not have any current bills before them that would greatly affect the City. He has spoken with Barr Engineering regarding points of emphasis for the 30% design for dam mitigation Alternative 1b, and informed the Council that the design will be completed in late February. Motion by Bjerke and seconded by Ekern to approve the Administrative Reports. The following members voted aye: Bjerke, Ekern, Fargen, Pesall, and Tufty. Nays: None. Absent: Unger. Motion carried. Old Business: None New Business: Bart Sample, SD Army National Guard, provided a tour of the Armory to view items identified as needing upgrade/replacement. City Administrator Pederson then identified areas in the William J. Janklow Community Center that need upgrades/replacement. Discussion will be held at the next Council meeting to set priorities based on budgeted amounts. The City Administrator explained the process used to select an architect for the Fire Station design, as well as the Agreement for Architectural Services that is before the Council. Motion by Bjerke and seconded by Tufty to approve the Agreement for Professional Services with JLG Architects for design, procurement, and construction oversight of the new Fire Station, as well as authorize the Mayor to sign the Agreement. The following members voted aye: Bjerke, Ekern, Fargen, Pesall, and Tufty. Nays: None. Absent: Unger. Motion carried. The successful candidate must have a strong law enforcement background and a track record of sustainable community oriented initiatives. Candidates must be experienced, well qualified and possess exceptional skills as a leader, not just an administrator. This position will oversee 3-4 FT officers currently and provide services on the Flandreau Santee Sioux reservation. The ideal candidate for the Chief position possesses a solid educational background and experience with small town policing, demonstrated ability in leading teams, and building and maintaining the relationships within the community and other law enforcement and governmental agencies. Additionally, candidates should have knowledge and /or experience in the following areas: preventive and proactive measures in law enforcement, domestic violence and abuse, child protection, substance awareness and abuse programs, and other community education outreach. Specific Requirements: 1. Bachelor’s Degree in Public Safety, Criminal Justice or similar field, preferred. 2. A minimum of 5 years in law enforcement with 3 year of supervisory experience in a municipal setting required. 3. Valid Driver’s License. 4. Must have current Law Enforcement Certification. 5. Must be able to obtain and maintain an Adjudicated Law Enforcement Background Check. Salary for position is DOQ. POSITION SUMMARY: The Clerk of Courts position is multi-focused requiring a wide range of responsibilities key to the court system. The employee will fulfill Court Administrator and Magistrate job duties. The employee serves as Clerk of civil, criminal, juvenile, traffic, small claims, and appellate courts. Receptionist, secretarial, legal assistant, and public relation duties are also requirements of this position. In brief, this employee greets all visitors and handles all incoming correspondence and telephone calls. Is responsible for budgets, record keeping, report writing, drafting pleadings, docketing cases, processing and filing all civil, criminal, juvenile, traffic, small claims, and appeal actions filed with Tribal Court. The Clerk of Courts is responsible for the scheduling of hearings, preparing and maintaining court calendars and notification of all parties in all civil, criminal, juvenile, traffic, small claims, and appeal actions. This position performs Court Magistrate duties, prepares and distributes child support payments to agencies or individuals on a monthly basis. Responsible for issuing various tribal licenses, collecting fees and fines ordered by the Court. EDUCATION AND/OR EXPERIENCE: Must have a high school diploma, paralegal training, or experience preferred. A minimum of two (2) years prior secretarial experience. Knowledge of legal terminology. Knowledge of typewriter keyboards. Must be able to type 50-70 wpm. Must know English grammar, spelling, and punctuation in order to correct obvious errors in material being typed. Computer skills required, specifically proficient in Microsoft Windows products. Knowledge of fax and copy machine operation and troubleshooting. Prior administrative experience preferred. Must be physically and mentally able to carry out the demanding duties of the office. Must be a Notary Public licensed in the State of South Dakota or able to obtain a license. Job Description: The Flandreau Santee Sioux Tribe is accepting applications for one Full time Tribal Victim Advocate. This position will be responsible for assisting and providing support services for Native American families due to domestic violence, sexual assault or stalking. Duties included are: Crisis Intervention services, short term relocation assistance, assisting clients with goalsetting, budgeting, job hunting skills, etc. Making appropriate referrals for clients, locate and secure permanent housing, maintaining all required paperwork, client files, data, and following up with clients. Applicant must have excellent documenting skills for reporting in a timely manner. Education & Qualifications: Bachelor Degree with background in the Human Services Field. One (1) year experience in the field highly preferred. Experience working with Native Americans in human services field, preferably

working with women and children.

EGAN CITY MINUTES REGULAR MEETING January 20, 2021 The Board of Trustees of the City of Egan, South Dakota met in regular session on January 20, 2021 at 6:00pm at the Egan City Hall, 110 W 3rd Street, Egan, SD. Present: Board of Trustee members John Steinhauer, Cody Chamblin, Nancy Hansen, Brad Judstra, and Jerome Olson. Also present: Brenda Duncan-Finance Officer. The meeting was called to order by Steinhauer at 6:00pm. Motion by Olson, second by Judstra, to approve the agenda.
