Summary: The Chief Financial Officer is responsible for all aspects of accounting and financial investments and management; the annual audit process, cash flow management, budgeting and forecasting, banking and long term debt management and supervision of accounting and finance staff. The organization includes a governmental segment and an enterprise segment. Additional responsibilities include managing financial requirements of grants and contracts, and annual budgeting for governmental departments, and fiscal responsibilities of enterprise operations, and commercial real estate properties. Candidates should have an understanding of the GASB 34 requirements. This position will also provide oversight of financing activities including banking relationships, loan management, future bond financing, budgeting, projections and pension plan management. Minimum Qualifications: A. The ideal candidate will have a four-year degree in accounting or finance, CPA plus, 5+ years of progressively responsible experience in an accounting environment with direct experience or exposure to governmental (enterprise) accounting and familiarity with Governmental Accounting and Auditing Standards, 3+ years of experience with personnel management, ability to communicate effectively, both written and verbal. Additionally, qualified candidates must have strong computer skills including a preferred accounting software program(s), be a self-starter and work autonomously. A history of working with Tribal governments or non-profit entities in this capacity is a requirement. B. Additional experience as outlined above may be substituted for the education on a year for year basis to a maximum of three years. This position fields incoming phone calls, emails and/or live chats from customers to address a variety of needs and follows up on voicemails and emails sent by customers as well as placing outbound calls to customers.

A Bachelor of Arts degree in business or pubic administration, community planning, or communications or combination of both education, training, and experience in tribal government, contract and grant writing, and community development proposals totaling three to five (3-5) years.

Education and Experience: High School Diploma or equivalent required. Minimum of 1 year experience working in customer service in a call center environment. Must have excellent and professional verbal communication skills; required to speak with proper grammar, excellent enunciation, and a friendly tone of voice. Must have effective and professional written communication skills. Operates with a Customer Service mind set; identifies customer needs, adjusts approach based on customer needs, has a helpful and courteous attitude. Handles all customer calls with a positive attitude; demonstrates initiative and creativity in identifying customer and business needs. Able to work in a fast paced and changing work environment. Ability to manage multiple tasks, effectively manages time, and prioritizes work responsibilities appropriately while maintaining attention to detail. Ability to calculate basic math (addition, subtraction, multiplication, division) without use of calculator. Proficient in typing and 10-key. Proficient in Microsoft Office Applications (Word, Outlook, Excel) and Internet Explorer.

The Grant Writer is a member of the business development team, responsible for conducting the full range of activities required to identify, prepare, submit, and manage grant proposals. The Grant Writer will perform prospect research to evaluate prospects for grants. The Grant Writer will work with finance and program staff to gather the needed information to apply for funding and ensure reporting compliance with funders on all grant programs. The Grant Writer is responsible to single out and seek funds for existing and future Flandreau Santee Sioux Tribe (FSST) projects.

AgGuide Farm to table businesses booming Consumers’ appetites for local foods is growing, and restaurants have taken notice. Today, many local businesses, including farms and restaurants, have mutually exclusive relationships that make it possible for local residents to enjoy nutritious, locally produced meals. According to the market research firm Packaged Facts, local foods generated $11.7 billion in sales in 2014, and will climb to $20.2 billion by 2019. Farm-to-table remains a growing trend that benefits farmers, restaurateurs and consumers. This is evidenced by the rising number of farmers markets cropping up in neighborhoods all across the country, as well as the niche offerings by regional food purveyors. The U.S. Department of Agriculture says that, in the last 20 years, the number of farmers markets has grown by more than 350 percent. Many consumers are now choosing “local” for dining at home and when dining out, and this is making a major impact on the nation’s food systems.

Foodies as well as industry experts predict that the local foods movement is a permanent and mainstream trend. In 2014, the National Restaurant Association found the desire for local foods dominated its “Top Food Trends.” The most in-demands foods include locally sourced meats and seafood as well as locally sourced produce. Consumers also are interested in farm/ estate-branded foods. Some restaurants are even producing “hyperlocal” food, or herbs and produce grown right on the property. As the demand for local foods has evolved, so has the term “local foods.” “Local” can be a wide-ranging term that refers to foods produced in a particular town, state or even region. The 2008 Farm Act defines a “locally or regionally produced agricultural food product” as one that is marketed less than 400 miles from its origin. However, a few states have established more stringent rules that indicate “local” constitutes food produced

within the borders of a state or within a small perimeter of the state. The growing preference for locally produced foods is great news for the farmers and smaller food producers that have long fought for footing among the mega-importers. According to the trade publication Produce Business, even though “local” does not place limits on the size of the farm, the growing desire among consumers to go local is benefitting many small and midsized farms, as consumers are increasingly buying foods grown closer to

where they live. In addition to meats, fruits and vegetables, consumers can find many locally made items that expand the potential for farm-totable. These include, but are not limited to, artisanal cheeses, wines, beer, baked goods, milk and other dairy, and honey. Local, sustainable foods are in demand, helping not only local restaurants and merchants, but the small and medium farms that service these establishments.

AgGuide End Of Year Inventory As we close out another calendar year, it’s tempting to divert all our attention to 2019 as we ring in the new year. But before you say goodbye to 2018 and focus solely on the upcoming year, right now presents an opportune moment for you to sit back and evaluate how your operation fared during 2018. While the following questions are not comprehensive in scope, they may serve as a starting point for you as you conduct an end-of-the-year inventory on how your business weathered the past year. 1. What were your key indicators for growth? You can’t have success if you don’t have growth, and if you don’t have the proper scale in place to measure progress, how do you know if you’ve truly reached the goals that your operation needs to meet in order to keep moving forward? To assess the tracks your operation made in 2018, you need to ensure that your key indicators for growth are truly representative. Are they objective? Are they measurable? Do they

properly identify and account for setbacks that your business incurred, whether that be on a financial level or a physical productivity level? Evaluate your key indicators for growth to determine if they’re accurate and representative in capturing the fluctuations of your business year. While it’s critical to measure the dollar signs attached to your financial progress, also make sure you’re accounting for progress that has occurred in other areas that may not be accurately captured in the ledger. 2. How did you manage your risk for 2018? The question isn’t if you’ll face risks throughout the year that compromise the stability of your operation. The question really becomes when. In the heat of 2018, what risks did your business face? This could be on a financial level, quality level, efficiency level, or even a physical safety level. Did you have systems in place ready to address those risks? How are you evaluating potential threats to the safety and functionality

of your operation? It’s critical to assess these risks on a periodic basis, and right now is a perfect time to do so. When you assess your business risks, make sure you’re matching them up with the resources necessary to resolve those issues. 3. What were your three highs and lows? History is a good teacher when you’re willing to take the time to learn from your previous experiences. The same is true for managing your business or operation. When you look back on the highlights of the past year, what were your three major wins for the year? What factors contributed to those successes, and furthermore, which of those variables were within your control? Are they repeatable? Can they be applied in the future, and can they be applied across different areas of your business for the next year to make further progress? While understanding the key elements to your success are helpful building blocks for the future, your failures and mistakes are just as critical to review. What were the

weak links that led to less-than-desirable outcomes? Were the root causes analyzed and removed, or are those problems liable to happen again in the future? Pausing a few moments to consider these questions may be helpful in developing more strategic plans as your business or operation prepares for 2019. Soil Cover: Keep plant residues on the soil surface. Look down, what percentage of your soil is protected by residue? Erosion needs to be minimized before you can start building soil health.

Limited Disturbance: Minimize tillage as much as possible. You will start rebuilding soil aggregates, pore spaces, soil biology, and organic matter.

Living Roots: Keep plants growing throughout the year to feed the soil. Cover crops can add carbon to the soil, provide a great food source for microorganisms. Start small scale to find the best fit for your operation.

Diversity: Diversify as much as possible with 3 or more crops and cover crops whenever possible. Try to mimic nature – cool and warm season grasses and broadleaf plants. Three or more crops in rotation benefits the soil food web, and improves infiltration and nutrient cycling while reducing disease and pests, and aiding in weed suppression.

5.

Integrating Livestock: Fall/winter grazing of cover crops can increase livestock’s plane of nutrition at a time when pasture forage quality can be low, and increases the soil biological activity on the cropland, improving nutrient cycling. Proper grassland management improves soil health.

Soil Health Benefits - Builds organic matter which retains and cycles nitrogen and sequesters carbon; which in turn can reduce fertilizer and fuel costs. -Stabilizes soil aggregates which improves resistance to erosive forces of wind and water. -Improves water infiltration and retention which can help to better manage the effects of flood or drought and improves traffic ability in cropland fields. -Enhances wildlife habitat and balances the biological comunity above and below ground. -Healthy soils filter and clean the water that moves through it, for increased water quality.

AgGuide USDA Market Facilitation Program USDA launched the trade mitigation package aimed at assisting farmers suffering from damage due to unjustified trade retaliation by foreign nations. Producers of certain commodities can now sign up for the Market Facilitation Program (MFP). USDA’s Farm Service Agency (FSA) will administer MFP to provide payments to corn, dairy, hog, sorghum, soybean and wheat producers. An announcement about further payments will be made in the coming months, if warranted. The sign-up period for MFP runs through Jan. 15, 2019, with information and instructions provided at www.farmers. gov/mfp. MFP provides payments to producers of eligible commodities who have been

significantly impacted by actions of foreign governments resulting in the loss of traditional exports. Eligible producers should apply after harvest is complete, as payments will only be issued once production is reported. A payment will be issued on 50 percent of the producer’s total production, multiplied by the MFP rate for a specific commodity. A second payment period, if warranted, will be determined by the USDA. MFP payments are capped per person or legal entity as follows: • A combined $125,000 for eligible crop commodities • A combined $125,000 for dairy production and

Market Assistance Loans MAL’s (aka grain loans) are available for eligible crops grown in 2018 to eligible producers. MAL’s provide producers interim financing after harvest to help them meet cash flow needs without having to sell their commodities when market prices are typically at harvesttime lows. MAL loans are disbursed at the current interest rate and mature 9 months after disbursement. If planning on obtaining a crop loan on a 2018 crop and want the income to show as 2018 income, all the paper work must be completed before December 27th @ 3:00 PM.
