Starting in 2021 you will be able to choose your election each year and the deadline will be March 15th of each year. You have a one-time option to update your PLC yields for 2020 on your farms.

This isn’t required, but is available and the deadline to update yields is September 30, 2020. We will publish more information at a later date. There will be producer meetings going over these programs.

Farm Reconstitutions When changes in farm ownership or operation take place, a farm reconstitution is necessary. The reconstitution — or recon — is the process of combining or dividing farms or tracts of land based on the farming operation.

To be effective for the current Fiscal Year (FY), farm combinations and farm divisions must be requested by August 1 of the FY for farms subject to the Agriculture Risk Coverage (ARC) and Price Loss Coverage (PLC) program. A reconstitution is considered requested when all required signatures are on FSA-155, and other applicable documentation, such as proof of ownership, is submitted.

Total Conservation Reserve Program (CRP) and non-ARC/PLC farms may be reconstituted at any time.

The following are the different methods used when doing a farm recon: Estate Method — the division of bases, allotments and quotas for a parent farm among heirs in settling an estate; Designation of Landowner Method — may be used when (1) part of a farm is sold or ownership is transferred; (2) an entire farm is sold to two or more persons; (3) farm ownership is transferred to two or more persons; (4) part of a tract is sold or ownership is transferred; (5) a tract is sold to two or more persons; or (6) tract ownership is transferred to two or more persons. In order to use this method the land sold must have been owned for at least three years, or a waiver granted, and the buyer and seller must sign a Memorandum of Understanding;DCP Cropland Method — the division of bases in the same proportion that the DCP cropland for each resulting tract relates to the DCP cropland on the parent tract; Default Method — the division of bases for a parent farm with each tract maintaining the bases attributed to the tract level when the reconstitution is initiated in the system.

USDA Announces Opening Signup for Conservation Reserve Program on December 9, 2019 USDA is opening signup for the Conservation Reserve Program (CRP) on December 9, 2019. The deadline for agricultural producers to sign up for general CRP is February 28, 2020, while signup for continuous CRP is ongoing.

Farmers and ranchers who enroll in CRP receive a yearly rental payment for voluntarily establishing long-term, resource-conserving plant species, such as approved grasses or trees (known as “covers”) to control soil erosion, improve water quality and develop wildlife habitat on marginally productive agricultural lands.

CRP has 22 million acres enrolled, but the 2018 Farm Bill lifted the cap to 27 million acres. This means farmers and ranchers have a chance to enroll in CRP for the first time or continue their participation for another term.

By enrolling in CRP, producers are improving water quality, reducing soil erosion, and restoring habitat for wildlife. This in turn spurs hunting, fishing, recreation, tourism, and other economic development across rural America.

CRP Enrollment Options: General Signup CRP: General signup will be held annually. The competitive general signup will now include increased opportunities for enrollment of wildlife habitat through the State Acres For Wildlife Enhancement (SAFE) initiative.

Continuous Signup: While some practices under SAFE will remain available through continuous signup, CRP continuous signup will focus primarily on water quality with the Clean Lakes, Estuaries, and Rivers (CLEAR) Initiative. The 2018 Farm Bill prioritizes water quality practices such as contour grass strips, filter strips, riparian buffers, wetlands and a new prairie strip.

USDA will also be working with Conservation Reserve Enhancement Program (CREP) partners to relaunch CREP continuous options in each state under new statutory provisions. CREP will continue to target high-priority local, state or regional conservation concerns.

Grasslands Signups: CRP Grasslands signup helps landowners and operators protect grassland, including rangeland, and pastureland and certain other lands while maintaining the areas as grazing lands. A separate CRP Grasslands signup will be offered each year following general signup.

Pilot Programs Later in 2020, (FSA will roll out pilot programs within CRP: CLEAR 30, which allows contracts expiring with CLEAR practices to be reenrolled in 30-year contracts and in the Soil Health and Income Protection Program (SHIPP) in the prairie pothole region. More information on these programs will be announced in the new year.

Land Transition: The CRP Transition Incentives Program (TIP) is an option for producers interested in transitioning land to a beginning farmer or rancher or a member of a socially disadvantaged group to return land to production for sustainable grazing or crop production. CRP contract holders no longer need to be a retired or retiring owner or operator to transition their land. TIP participants may have a lease less than five years with an option to purchase, and they have two years before the end of the CRP contract to make conservation and land improvements.

Previously Expired Land: Land enrolled in CRP under a 15-year contract that expired in September 2017, 2018 or 2019, may be eligible for enrollment if there was no opportuni-

ty for re-enrollment and the practice under the expired contract has been maintained.

CRP Rates and Payments: FSA recently posted updated soil rental rates for CRP. County average rates are posted on the CRP Statistics webpage. Soil rental rates are statutorily prorated at 90 percent for continuous signup and 85 percent for general signup. The rental rates will be assessed annually. Under continuous signup, producers also receive incentives, including a signup incentive payment and a practice incentive payment.

AG FOREIGN INVESTMENT DISCLOSURE ACT The Agricultural Foreign Investment Disclosure Act of 1978 became effective on February 2, 1979. It requires any foreign person who: -acquires or transfers any interest other than a security interest in agricultural land to submit a completed FSA-153 to the Secretary of Agriculture not later than 90 calendar days after the date of acquisition or transfer, or -held any interest, other than a security interest, in agricultural land on February 1, 1979, to have submitted a report to the Secretary not later than August 1, 1979.

The information required by the Secretary should be reported form FSA-153 which is available at the Moody County FSA Office.

Any foreign person who holds, acquires, or transfers any interest in agricultural land, who the Secretary of Agriculture determines did not submit FSA153, or who knowingly submitted a report that was incomplete, misleading, or false is subject to civil penalty of not more than 25 percent of the fair market value of the land on the date the penalty is assessed.

FSA-153 is analyzed by the United States Department of Agriculture, Farm Service Agency, to develop reports for the Secretary of Agriculture and the agriculture department in each State. Completed FSA-153’s and the analysis shall be available for public inspection at the Department of Agriculture located in Washington, DC. Speakers will address K-12 school aged children in a school assembly format.

Description of Work: Consultants will present to students who attend the Flandreau Public School system in Flandreau, South Dakota.

• The Consultant will provide a cultural/historical/ motivational/educational presentation on a

contracted basis usually for one day.

• The Consultant should present a message that promotes positive social skills, self-discipline, and a positive self-image.

• The Consultant should have demonstrated experience with motivating children of all ages.

• The Consultants message should be culturally and/historically relevant to the Flandreau Santee Sioux Nation Qualifications • Experience- Prior demonstrated experience in public speaking • Priority will be given to local and regional applicants • Personal characteristics- Respectful in the Dakota Way; Personable and can motivate children
