NOTICE OF OPPORTUNITY FOR A PUBLIC HEARING AND AVAILABILITY OF ENVIRONMENTAL ASSESSMENT FOR THE FLANDREAU MUNICIPAL AIRPORT FLANDREAU, SOUTH DAKOTA
The City of Flandreau, in cooperation with the Federal Aviation Administration and the South Dakota Aeronautics Commission, announces that there will be an opportunity for public hearing. The purpose of the hearing would be to address the proposed actions, potential economic, social and environmental impacts. Notice is hereby given of the availability of the Draft Environmental Assessment (dated December, 2015) for the proposed alternatives for the Flandreau Municipal Airport. The Draft Environmental Assessment was prepared pursuant to the National Environmental Policy Act of 1969 to assess the environmental impacts associated with the proposed alternatives. The proposed alternative consists of the following: The Flandreau Municipal Airport will continue with its current operations and will not purchase the land for control of the Runway 10/26 RPZs and or construct Runway 17/35. The safety enhancements identified by the Sponsor will not be made. The alternative represents the “status quo” of the airport and its environment. Airport maintenance, including crack sealing and pavement overlays, would continue as necessary into the future. In addition, the wildlife monitoring, harassment and habitat management that has been occurring will continue. Therefore, the purpose and need will not be met by this alternative as it does nothing to protect the airport's ability to control the land use within the RPZs. It also does nothing to prevent deer access to the airfield. However, this alternative will be carried forward as the foundation against which to measure other alternatives and the purpose and need. The proposed alternative does not have the potential to impact any of the environmental categories.
