Summary: The Chief Financial Officer is responsible for all aspects of accounting and financial investments and management; the annual audit process, cash flow management, budgeting and forecasting, banking and long term debt management and supervision of accounting and finance staff. The organization includes a governmental segment and an enterprise segment.

Additional responsibilities include managing financial requirements of grants and contracts, and annual budgeting for governmental departments, and fiscal responsibilities of enterprise operations, and commercial real estate properties. Candidates should have an understanding of the GASB 34 requirements. This position will also provide oversight of financing activities including banking relationships, loan management, future bond financing, budgeting, projections and pension plan management.

Minimum Qualifications: A. The ideal candidate will have a four-year degree in accounting or finance, CPA plus, 5+ years of progressively responsible experience in an accounting environment with direct experience or exposure to governmental (enterprise) accounting and familiarity with Governmental Accounting and Auditing Standards, 3+ years of experience with personnel management, ability to communicate effectively, both written and verbal. Additionally, qualified candidates must have strong computer skills including a preferred accounting software program(s), be a self-starter and work autonomously. A history of working with Tribal governments or non-profit entities in this capacity is a requirement.

B. Additional experience as outlined above may be substituted for the education on a year for year basis to a maximum of three years.

This position includes, but is not limited to: Water/Sewer monitoring and maintenance, snow removal, upkeep and maintenance of heavy equipment, lawn mowing, trimming, weeding, bug spraying, ability to maintain and repair the equipment as needed. General maintenance of all town equipment and buildings.

Public Comments: Amy Whitman requested the implementation of a “Prescription Take Back Day” that would offer residents a place to take unused or unwanted prescription drugs. Chief Weber shared that residents can do that now by bringing the prescription drugs to the police station when an officer is present. After discussion, it was determined that advertising would be helpful so residents are aware of the service.

Police Chief Zach Weber shared that newest hire Officer Taylor White is attending the 4th week of law enforcement standards training. To date, four applications have been received for the open officer position. Recent statistics show call volume up by 459 calls as compared to previous year.

Arrests are up as well: 370 to date in 2018 as compared to

approximately 250 in 2017. Final statistics and numbers will be provided after year end. Chief Weber also indicated that officers are doing extra vandalism patrol.

Mayor Bonrud wished all present a happy holiday and thanked Council and staff for their work and commitment to the City in 2018.

City Administrator Pederson informed Council that H&W Construction sent a letter to Clark Engineering requesting the water and wastewater project be classified as substantially complete; a determination has not yet been made regarding the request. A notification has been received from Big Sioux Water of a 3% rate increase effective January 1st, 2019, due to a cost increase in lime hydrate. Implementation and training has begun for iWorQ, a software program used for building permits and code enforcement that will streamline both processes and provide historical data by property location. Pederson shared information regarding accessory uses on residential zoned property.

Council Comments: Alderman Sutton thanked City staff for the help that has been provided regarding the Sesquicentennial Celebration. Alderman Bjerke commented that 2018 has been a good year and he looks forward to working with the same enthusiastic group in the next year.

RESOLUTION 2018-10 TRANSFER FROM CONTINGENCY FUND WHEREAS, the City of Flandreau, South Dakota, has included in the 2018 Appropriation Ordinance No. 581 a contingency item which may be appropriated by Resolution of the Governing Body to any other appropriation amount that is deemed insufficient during the year, and WHEREAS, the budget items for Public Works Highway and Streets, $40,000; and Airport, $1,000, are insufficient and it was deemed necessary that $41,000 of the Contingency Appropriation be transferred accordingly, NOW THEREFORE, BE IT RESOLVED THAT the City Council of the City of Flandreau, South Dakota, does hereby declare that authorization to transfer $41,000 from the Contingency Appropriation to the insufficient budget items stated above be hereby granted.

BE IT FURTHER RESOLVED THAT the means for financing the insufficient budget items is from the use of designated and undesignated cash on hand.
