Rooster Rush Takes Flight for 2016 Season Flandreau Joins State in Celebrating Pheasant Hunting Tradition FLANDREAU, S.D. – Rooster Rush is being celebrated in Flandreau for the 2016 pheasant hunting season. Cities and businesses statewide are participating in the fifth year of the season-long promotion. The promotion was introduced across the state to help preserve and promote the history of the state’s pheasant hunting industry. “Pheasant hunting is important to the economic well-being of South Dakota, and it also helps support the strong outdoor heritage of our state,” said Gov. Dennis Daugaard. “People come from across the country each year to experience a South Dakota pheasant hunt. The impact that pheasant hunting has on South Dakota continues to be an important part of the state’s economy.”
Pheasant hunting by the numbers in 2015*:

However, Sergeant Bowden and Canine Officer Tusox have been attending a free 12-week Patrol Dog School in Sioux Falls for the past month. They will be off their regular work schedule for another 8 weeks attending these classes. Chief Krull, FVFD, informed Council that there are three members of the FVFD completing Firefighting Courses One and Two in Brookings. Once they complete this training, all the volunteers will be certified. They plan to recruit one more volunteer to be up to full staff. At the next Council Meeting, they would like to show Council the two grass rigs they recently acquired. The City Administrator gave the airport board quarterly report. He informed Council that the airport crack and seal resurfacing was completed last week and tomorrow a drop weight test on the runway will take place. Alderman Sutton said that the pilot’s airport courtesy car needs to be routinely checked to ensure it is running properly when it is needed. The Mayor stated that the City is expecting delivery of a historical marker for Governor Janklow on Thursday. A location for the marker will be determined once it is received. The City Administrator informed Council that a Downtown Streetlight pre-construction meeting was held last week. The project is scheduled to begin on September 28th. A notice will be put in the newspaper to inform business owners and their customers of the work to be done in the downtown area. We received a quote from Dakota American for $4,020 ($4.00 per kva) for the 28 surplus transformers. Flandreau was awarded a Rooster Rush Grant from the SD Department of Tourism. Sioux Valley Energy Customers’ Trust Board of Directors approved a $2,000 contribution to help purchase a scoreboard at the City Park’s main baseball field. Motion by Pesall and seconded by Smith to approve the Board, Department, and Administrative Reports. The following members voted aye: Pesall, Sample, Smith, Sutton, and Tufty. Nays: None. Absent: Bjerke. Motion carried. Old Business: Second reading of Ordinance No. 576, 2017 Appropriations Ordinance, was held. Motion by Tufty and seconded by Sutton to approve a request from Flandreau Development Corporation to hold a Trunk or Treat event on Saturday, October 15th, 2016, from 4:00 p.m. until 8:00 p.m. and close 2nd Avenue between Wind Street and Crescent Street during that time. Motion by Smith and seconded by Sample to approve a pay rate of $19.07 per hour for Colby Bunkers for an apprentice lineman incentive increase, effective September 10th, 2016. The residents of the Township of Union in the County of Moody, South Dakota are hereby notified that a meeting to discuss a variance request by the Pleasant Valley Colony.
