SUMMARY: The alcohol and drug Addiction Counselor (AC) provides integrated client and group focused services to all eligible Native Americans in an out-patient clinical setting. The AC is responsible for providing culturally competent services that respects and ensures client-group confidentiality and their inclusion in treatment planning and evaluations. Additionally, the AC will ensure that client-group continuity of care needs are met by providing on-going assessment, treatment planning, care, evaluation, aftercare and case management services. QUALIFICATIONS: • Graduation from an accredited college or university with a bachelor’s or master’s degree program in addiction studies and/or equivalent. • Current South Dakota licensed addiction counselor (LAC) or certified addiction counselor (CAC) or working towards licensure. LPC or LPC-MH in addition to LAC Highly Preferred. • A minimum of two (2) years of professional work experience in any governmental, private, or non-profit organization. • Knowledge of Native American traditions and customs. • Knowledge of the theory and practice of administering, scoring, and interpreting a wide variety of evidenced-based assessments. (SASSI, MAST, DAST, AUDIT – C). • Knowledge of the theories, principles, practices, and pharmacology of addiction counseling. • Knowledge of interviewing and other informational gathering techniques. • Knowledge of the current APA edition of the DSM-5 and the ICD-10-CM codes. • Knowledge of all State of South Dakota Division of Chemical and Substance Abuse standards and criteria required for accreditation and billable services. • Two year sobriety maintenance and well-being. • Must pass a background check & drug test. • Valid SD Driver’s License Applications are available at the FSST Tribal Office or print one off online at www.fsst.org May attach resume to Tribal Application. The City Administrator continued his report and updated Council on the Southview Heights Park, a sign for Hardin Park and the grass runway at the airport. Old Business: Motion by Sample and seconded by Sutton to authorize Hansen Construction to make the requested repairs on Crescent Street from Maynard’s to the intersection of 2nd Avenue for $22,127.88. Hansen Construction will also install the ADA drain cover that the City will purchase for this project. The following members voted aye: Pesall, Sample, Smith, Sutton and Tufty. Nays: None. Absent: Bjerke. Motion carried. Installing approximately 2,300 linear feet of curb and gutter along 1st Avenue from Veterans Street going west toward Industrial Road was discussed next. The City Attorney will prepare a Resolution of Necessity to install curb and gutter along this stretch of the road for Council consideration at the September 6th meeting. Then the plan is to hold a public hearing at the September 19th Council Meeting. New Business: Motion by Smith and seconded by Tufty to adopt Resolution No. 2016-10, A Resolution Placing Funds into A Restrictive Account. A motion was made by Sutton and seconded by Pesall to approve a payment of $4,621.75 to Helms and Associates for final payment for the Airport Environmental Assessment and a payment of $1,708.22 to Helms and Associates for final payment for the Airport SRE Building and to authorize the Mayor to sign both grant reimbursement request forms. The following members voted aye: Pesall, Sample, Smith, Sutton and Tufty. Nays: None. Absent: Bjerke. Motion carried. A motion was made by Smith and seconded by Tufty to authorize Amendment No. 1 to the Airport Environmental Assessment Agreement for Professional Services for Helms & Associates that reduces the fees to be paid to the engineer by $29,051 and Amendment No. 1 to the Airport SRE Building Agreement for Professional Services for Helms & Associates that reduces the fees for engineering services by $1,748.88. RESOLUTION NO. 2016-10 A RESOLUTION REQUIRING THE ALLOCATION OF FUNDS INTO A RESTRICTIVE ACCOUNT FOR DRAINAGE IMPROVEMENTS TO BROAD AVENUE IN THE VICINITY OF CEDAR DRIVE. WHEREAS, City of Flandreau residents living along Broad Avenue and nearby streets of Cedar, Ash, Birch, Kuhle and Anton experience flooding on the streets in heavy rain events; and WHEREAS, the City of Flandreau desires to improve the drainage in this area of the City; and WHEREAS, the Flandreau City Council has determined that the costs of making such improvements will necessitate the allocation of Two Hundred Twenty Thousand Dollars ($220,000.00) in municipal funds; and WHEREAS, the Flandreau City Council desires to allocate such funds into a restricted account to be used for making improvements to the drainage in the area noted above; now therefore, IT IS HEREBY RESOLVED that the City of Flandreau shall create a restricted account for the allocation of Two Hundred Twenty Thousand Dollars ($220,000.00) in municipal funds to be used for the making of improvements to the drainage along Broad Avenue in the vicinity of Cedar Drive. The City Council of the City of Flandreau, South Dakota, met in regular session on Monday, August 15th, 2016 at 6:30 p.m. at the Japanese Gardens Pavilion, Flandreau City Park, Flandreau, SD. Present: Mayor Mark Bonrud. Aldermen: Bob Pesall, Dan Sutton, and Karen Tufty. Absent: Brad Bjerke, Bart Sample, and Ron Smith. Also present were Donald Whitman and Tammy Pitsenberger, City of Flandreau; Paul Lewis, City Attorney; Dave Burwitz, Clark Engineering; Amy Whitman, invited guest; and Hannah Koeller, Moody County Enterprise. A discussion was held with Dave Burwitz regarding the curb and gutter along 1st Avenue. Due to a lack of quorum, no action was taken. The meeting will be rescheduled for Tuesday, August 16th, 2016, at 7:20 p.m. at the City Council Chambers, 1005 W. Elm Avenue, Flandreau, SD.
