The City Council of the City of Flandreau, South Dakota, met in regular session on Tuesday, July 5th, 2016 at 6:30 p.m. at the City Council Chambers, 1005 W. Elm Avenue, Flandreau, SD. Present: Mayor Mark Bonrud. Aldermen: Brad Bjerke, Bob Pesall, Bart Sample, Ron Smith, Dan Sutton, and Karen Tufty. Absent: None. Also present were Donald Whitman and Tammy Pitsenberger, City of Flandreau; Chief Zach Weber and Elijah Rupe, Flandreau Police Department (FPD); Pat & Margie Powers, Izaak Walton Building; Gregor Samson and Christoph Lating, guests; and Hannah Koeller, Moody County Enterprise. The proposed agenda was reviewed. Motion by Sutton and seconded by Sample to adopt the proposed agenda. The following members voted aye: Bjerke, Pesall, Sample, Smith, Sutton, and Tufty. Nays: None. Absent: None. Motion carried. Chief Weber introduced new hire Police Officer Elijah Rupe. Alderman Sutton introduced Gregor Samson and Christoph Lating from Germany who are in America for one month on a business internship. The Park Board paid to have the restrooms at the City Park painted white. The American Cancer Society (ACS) will be holding a Walk/Run event and a raffle drawing in Flandreau on September 24th, 2016. Flandreau has been awarded a grant from SD Department of Health in the amount of $1,884 for local mosquito control. The playground equipment at Hardin Park is installed and ready for use. The public meeting on the Broad Avenue Realignment Project that was scheduled for July 11th at the Community Center has been cancelled until further notice. We have two bid openings on Tuesday, July 12th for the Downtown Street Light Project and for the Airport Farmland Lease and one bid opening on Wednesday, July 13th for Phase 1A of the Water and Wastewater Project. All are expected to be awarded at the July 18th Council Meeting. Alexis Levitz will be the back-up clerk at the Aquatic Center at a pay rate of $7.76 per hour. A meeting was held last week with a Maynard’s representative, Alderman Bjerke, Don Whitman and Mike Fargen, to discuss a scaled-back version of the Crescent Street Project. GENERAL RULES
1. Entries must be the work of the exhibitor and completed during the last two years. Entries must not have been exhibited at a previous Moody County Fair in the Open Class division. 2. Paintings and wall hangings must be ready to hang. 3. The Moody County Fair Board reserves the right to combine or divide any lot as deemed necessary. 4. Exhibitors may enter a maximum of 4 entries per lot. 5. There is no charge to the exhibitor for entering exhibits in open class. 6. Persons under the age of 18 as of July 27, 2016 will be judged in the junior division. Please use the entry tags for junior entries with a “J” in front of the lot number, and include age of the exhibitor on the entry card. 7. Every precaution will be taken for the safekeeping of all articles, but the Moody County Fair Board, SDSU Extension Service, Moody County Extension staff and volunteers will not be held responsible for any loss, damage or injury that may occur during the judging process or display. 8. Exhibits may be entered from 4-7 pm on Wednesday, July 27 at the Flandreau Armory. However, literature exhibits are to be entered at the Moody County Extension Office by 3 pm, Friday, July 22 so the judge has adequate time to read and evaluate entries before the county fair. 9. Exhibits will be released at 12 noon on Saturday, July 30. Please make arrangements to have your exhibits picked up no later than 2 pm. The Armory must be cleaned that evening. RESOLUTION NO. 2016-08 RESOLUTION OF THE GOVERNING BODY WHEREAS, the United States of America and the State of South Dakota have authorized the making of grants from the Land and Water Conservation Fund (LWCF) to public bodies to aid in financing the acquisition and/or construction of specific outdoor recreation projects; NOW, THEREFORE, BE IT RESOLVED: That Mayor Mark Bonrud is hereby authorized to execute and file an application on behalf of the City of Flandreau with the National Park Service, U.S. Department of the Interior, through the State of South Dakota, Department of Game, Fish and Parks, Division of Parks and Recreation, for an LWCF grant to aid in financing new playground equipment at the Trailer Court Park for the City of Flandreau, South Dakota and its Environs. That Mayor Mark Bonrud is hereby authorized and directed to furnish such information as the above mentioned federal and/or state agencies may reasonably request in connection with the application which is hereby authorized to be filed. That the City of Flandreau shall provide a minimum of 50% of the total cost of the project; and will assume all responsibility in the operation and maintenance of the project upon completion of construction, for the reasonable life expectancy of the facility. RESOLUTION NO. 2016-09 A RESOLUTION APPROVING A CONTRACT AMENDMENT TO THE EXISTING ELECTRIC SERVICE CONTRACT WITH WESTERN AREA POWER ADMINISTRATION AND CONTRACTS ASSOCIATED WITH POST 2020 FIRM ELECTRIC SERVICE FROM WESTERN AREA POWER ADMINISTRATION. WHEREAS, pursuant to previous action taken, the City of Flandreau has entered into an agreement to obtain an allocation of federal hydroelectricity from the United States Department of Energy, Western Area Power Administration, Pick-Sloan Missouri Basin Program, Eastern Division (“Western”) pursuant to a contract for electric service to the City of Flandreau; and WHEREAS, both Western and City of Flandreau wish revise the existing electric service agreement and associated exhibits which provides for power supply through December 31, 2020, and WHEREAS, both Western and the City of Flandreau desire to enter into a new firm electric service agreement to continue to provide and to receive the allocation of federal hydroelectricity January 1, 2021 through December 31, 2050; and WHEREAS, Western has asked the City of Flandreau to consider approving: (a) Amendment No. 2 to the existing electric service contract 90-BAO-557, (b) Contract for Firm Electric Service 15-UGPR-1018 for post 2020 power supply, and its associated exhibits, (c) Contract for Interconnection and Tie Line(s) 15-UGPR-2018, and its associated exhibits, and (d) Contract for Consolidated Facility Arrangement 15-UGPR-3018 and its associated exhibits, and WHEREAS, since the City of Flandreau approved the above contracts after October 1, 2015, the contracts had to be approved by the Southwest Power Pool (SPP) where two of the contracts were modified and require re-approval by the City, and WHEREAS, the City of Flandreau staff has reviewed the agreements and has recommended to the City Council the approval of the agreements; and WHEREAS, the City Attorney has reviewed the agreements and has concluded that this governing body has the authority and right to enter into these agreements; and WHEREAS, the City Council finds that it is in the public interest to enter into these long-term agreements to provide its citizens with a reliable, low-cost and environmentally friendly source of power and energy; NOW, THEREFORE, be it RESOLVED by the City Council of Flandreau that: 1. (a) Contract for Interconnection and Tie Line(s) 15-UGPR-2018, and its associated exhibits, and (b) Contract for Consolidated Facility Arrangement 15-UGPR-3018 and its associated exhibits, hereby are approved. 2. This position will oversee 3-4 FT officers currently and provide services on the Flandreau Santee Sioux reservation. The ideal candidate for the Chief position possesses a solid educational background and experience with small town policing, demonstrated ability in leading teams, and building and maintaining the relationships within the community and other law enforcement and governmental agencies. Additionally, candidates should have knowledge and /or experience in the following areas: preventive and proactive measures in law enforcement, domestic violence and abuse, child protection, substance awareness and abuse programs, and other community education outreach. Specific Requirements: • Bachelor’s Degree in Public Safety, Criminal Justice or similar field, preferred. • A minimum of 5 years in law enforcement with 3 year of supervisory experience in a municipal setting required. • Valid Driver’s License. • Must have current Law Enforcement Certification. • Must be able to obtain and maintain an Adjudicated Law Enforcement Background Check. Salary for position is DOQ. SUMMARY: The alcohol and drug Addiction Counselor (AC) provides integrated client and group focused services to all eligible Native Americans in an out-patient clinical setting. The AC is responsible for providing culturally competent services that respects and ensures client-group confidentiality and their inclusion in treatment planning and evaluations. Additionally, the AC will ensure that client-group continuity of care needs are met by providing on-going assessment, treatment planning, care, evaluation, aftercare and case management services. QUALIFICATIONS: • Graduation from an accredited college or university with a bachelor’s or master’s degree program in addiction studies and/or equivalent. • Current South Dakota licensed addiction counselor (LAC) or certified addiction counselor (CAC) or working towards licensure. LPC or LPC-MH in addition to LAC Highly Preferred. • A minimum of two (2) years of professional work experience in any governmental, private, or non-profit organization. • Knowledge of Native American traditions and customs. • Knowledge of the theory and practice of administering, scoring, and interpreting a wide variety of evidenced-based assessments. The Client Services Representative is responsible for developing new business through customer application leads. Responsibilities include initiating and making customer contact and evaluating loan applications based on criteria established by the lending companies we support. This position is expected to obtain a daily conversion percentage as established by the New Business Department by building excellent and long lasting customer relationships. Essential Duties and Responsibilities: • Responsible for developing new business by making contact with customer application leads using telephone, email, and fax. • Evaluates loan applications based on lending company criteria and requirements which could include collecting and approving bank statements and pay stubs, verifying employment, and performing 3-way bank calls. • Clearly explains terms of customer loan contracts in their entirety. • Responsible for changing and updating customer information in operating systems. • Prevents customers from withdrawing their application by making special offers. • Identifies fraudulent applications using verbal or online confirmation of application information. • Accepts a minimum number of customer applications per day, based on tenure. • Averages a minimum number of calls per day, based on tenure. • Converts a minimum percentage of applications into a funded loan, percentage based on tenure. • Ensures compliance with all company and departmental policies, procedures, and guidelines. • Collaborates with New Business team members to effectively reach goals. • Maintains a clean and organized work station. • Flexibility to work extended hours with minimal notice during heavy workload periods. • May be required to perform other tasks as requested, assigned, or directed.
