He will work with Don Whitman on a resolution to amend the parking ticket fine and request adoption at a future Council Meeting. Chief Krull, FVFD, reported that calls and service requests are down this quarter. Three firemen are attending certification classes. Once they complete their classes, all the firemen in his department will be certified. He met with an insurance agent from the Insurance Service Office and informed Council that all the equipment except the ladder truck received good ISO ratings. Alderman Bjerke, Flandreau Airport Board Liaison, updated Council on the airport fuel revenue, grass runway, and runway surface rehab scheduled for 2018. Alderman Sutton, Avera Flandreau Hospital Board Member, informed Council that the hospital is looking into purchasing a mammography machine, a new company will be recruiting doctors for Flandreau, and Avera and FSST Administrators have been discussing the possibility of sharing staff when the new Tribal Clinic opens. The Mayor stated that on December 15th he met with seven individuals to discuss cemetery procedures. After a brief discussion, a motion was made by Pesall and seconded by Sample to defer appointing members to the Cemetery Committee until a list of names is provided to Council for approval at the next Council Meeting. The following members voted aye: Bjerke, Pesall, Sample, Smith, Sutton, and Tufty. Nays: None. Absent: None. Motion carried. The City Administrator stated that the Water Department was also reviewed by the agent from the Insurance Service Office and the feedback was positive. A copy of a survey that First District is conducting was distributed to Council. Completed surveys can be returned to the City Administrator on or before the next Council Meeting. A progress meeting for the Water/Wastewater Improvements is scheduled for December 28th. Motion by Smith and seconded by Pesall to approve the Board and Administrative Reports. New Business: Administration from the Boys and Girls Club is requesting an emergency memorandum between the City and the Boys and Girls Club be prepared allowing them to use the Community Center when emergency situations arise that require them to evacuate the Boys and Girls Club and the weather is too bad for the children to stay outside. The consensus of Council was to have a memorandum prepared. Motion by Smith and seconded by Pesall to adopt Resolution No. 2016-16, A Resolution to Transfer from Contingency Fund. City Attorney Paul Lewis discussed on-sale and off-sale liquor license requirements. No action was taken. A review of a business owner’s delinquent utility account was discussed. The owner of the business met with Alderman Sutton just prior to the start of the meeting and then left before the meeting started. Alderman Sutton will visit with the business owner to discuss his plans to bring his account current and will direct him to meet with the City Administrator. This will be revisited at the next Council Meeting to determine a course of action. First reading of Ordinance 578, Amending Permitted Uses in Highway Commercial Zoning District was conducted.

SUMMARY: The Accountant performs complex accounting activities relating to the maintenance of ledger accounts and contributes to the development of associated managerial reports and financial statements. The accountant is responsible for serving as a team leader in the finance department and ensuring the department creates accurate and timely financial records for the organization. ESSENTIAL FUNCTIONS Relying on experience and knowledge, the Accountant is responsible for accomplishing the following assignments. These assignments are varied in nature. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. • Analyzes accounting records, including financial statements and other financial reports to assess accuracy, completeness and conformance to standards defined within the department. • Works with the Finance Director on appropriate fiscal strategies for the organization. • Reviews records of accounts to ensure accuracy. • Develops systems for the maintenance of financial records, making use of current technologies. • Creates forms and manuals for accounting and bookkeeping personnel. • Set up account numbers in the chart of accounts. • Set up sub-account numbers for departments. • Set up Account/Sub account authorized combinations within each fund. • Set up vendor codes and enter vendor information in the A/P module. • Review Economic Development Credit Card statements and reconcile expenses to the appropriate fund. • Complete draw down requests; draw down federal funds and record receipt of the money drawn from. • Manage the checking accounts for Tribal and Federal Funds. • Reimburse the Centralized Tribal checking account from the various Tribal and Grant programs. • Void checks for duplicate payments, incorrect dollar amounts, and travel checks where the traveler did not go on travel. • Enter credits in the computer system of all voided checks. • Allocate bills for GSA vehicles between the programs that utilize GSA vehicles and process the checks. • Deposit Royal River Casino (RRC) distribution checks, complete RRC deposit forms and transfer coding sheets. • Transfer RRC distributions to Membership, General, Economic Development, Community Fund and local government. • Process checks, complete transmittal forms and deposit forms for the Minor’s Trust Account. • Calculate and process the 401k plan’s Safe Harbor employer match annually. • File completed transfer sheets and other financial records for easy access and review. • Other job related duties and tasks may be assigned. Considerable medical judgment is required to determine the appropriate procedure within scope of practice. The Nurse Practitioner requires an advanced level of competency in nursing through additional education or training as well as a Nurse Practitioner's license and prescriptive privileges. Work is performed under the general supervision of the Medical Director (Doctor of Medicine), when available, and the Health Care Administrator who review work routinely. The Nurse Practitioner is responsible for providing guidance to the Director of Nursing, Registered Nurses, Certified Nursing Assistants and Medical Assistants Qualifications & Requirements: Thorough knowledge of nursing techniques and procedures; medical and lab equipment and testing procedures; medication; Considerable knowledge of interviewing and counseling techniques. Ability to work independently; communicate effectively both verbally and in writing; deal tactfully and patiently with clients; establish and maintain records, reports and statistical data; use initiative and judgment; maintain effective working relationships with other related agencies; professionals and citizen groups; perform and record total physical examination; obtain vaginal, cervical, urethral and rectal cultures, papanicolaou smears, and other laboratory specimens appropriate. Skill in diagnostic procedures for diseases and the drug therapy needed for treatment of these medical conditions. Must be proficient in the use of medical and laboratory equipment. Typical Conditions of Employment: • CPR Certified • May be required to submit annual TB and Rubella Screening. • Possession of valid state driver’s license. • Possession of valid Nursing License in South Dakota or a Compact license that includes South Dakota. • Employer should provide Hepatitis vaccination; candidate may decline vaccination through declination form or may provide record of vaccination from previous employer. • Must be able to pass a pre-employment drug screen. • Must be able to pass a P.L. 101-630 Background Check.
