Custodian

Job Description: The custodian is responsible for the day-to-day cleanliness, house and grounds keeping of the Tribal buildings such as Tribal Courts, Tribal Childcare program, Wico Icaga Otipi Community Center, Natural Resources, and the Tribal Office building. The custodian will also take emergency clean up calls and maintain a daily log book. This position is responsible for scheduling weekly and/or monthly deep cleaning projects for all of the listed tribal buildings under the supervision of the Maintenance Facilities Manager. Performs routine checks for cleanliness, safety and repairs, and completes repetitive tasks on a continuous basis as needed.

Qualifications & Requirements:

1. Possession of a valid SD Driver’s license and insurable by the FSST.

3. Must be able to lift up to 50lbs.

This auction awards the opportunity to purchase a very nice +/-74.8 acre parcel of land with an extremely high percentage tillable that is situated in a prominent agricultural area lying between Madison and Chester, SD in Lake County, SD. The City Council of the City of Flandreau, South Dakota, met in regular session on Monday, December 5th at 6:30 p.m. at the City Council Chambers, 1005 W. Elm Avenue, Flandreau, SD.

Present: Mayor Dan Sutton. Aldermen: Curt Ahlers, Brad Bjerke, Mark Ekern, Mike Fargen, Karen Tufty, and Tim Yeaton. Absent: None. Also present were City Administrator Cohl Turnquist; Finance Officer Lori Kneebone; and Shane Waterman, IMEG Engineering, Hailey Adams, Nicholas McBenim, and Jody Hernandez with Boys and Girls Club. Mayor Sutton reported that he and Administrator Cohl Turnquist have met with the City Attorney on a few outstanding items. Turnquist and Sutton also met with members of the Flandreau Fire Department to discuss the Fire Station estimate and answer questions. Mayor Sutton praised the Holiday Committee for the great community event which was held over the Thanksgiving holiday weekend.

City Administrator Cohl Turnquist reported that he and Finance Officer Lori Kneebone have been working with FEMA for months to recover funds from the May 12th wind storm. Turnquist told Council the City will be receiving $44,000 from 3 separate projects for reimbursement costs for damages incurred by the storm. Turnquist informed Council that a representative from Valley Fiber Com will be at the December 19th Council meeting to present information about the company’s possible expansion within the City. Administrator Turnquist also told Council that he has been in contact with our Code Enforcement Officer and further information will be shared with Council at a future meeting about Code Compliant updates.

Motion by Yeaton and seconded by Ekern to approve the Administrative Reports. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.

New Business: Jody Hernandez, CEO for the Boys and Girls Club Northern Plains introduced herself and her team to the Council. Nicholas McBenim and Hailey Adams shared a map with Council of the proposed Club expansion, which is projected to include a fullcourt gym and additional space for programming for the youth. Hernandez informed the Council that the Boys and Girls Club is “busting at the seams” and an expansion is needed to continue to serve the youth in our community. According to McBenim, the proposed expansion would be available for community use, when the Club isn’t utilizing the space. The project is expected to be constructed on the east side of the gravel area of the parking lot at the current Boys and Girls Club location. The Council agreed that Administrator Cohl Turnquist should take the next step in ordering a survey and getting the plat information secured for the possible project. Adams and McBenim reported there will be two town hall meetings coming up on January 5th and January 26th for the public to come and learn more about the project.

IMEG Engineer, Shane Waterman gave information to the Council about the proposed water/wastewater project.

Motion by Fargen and seconded by Bjerke to approve IMEG’s Proposal for Engineering Services for Design fees. The Design Fees are included in the price of the project and the Wastewater Collection System Improvements fee is $330,000 and the Water System Improvements fee is $334,000. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.

The First Reading of Ordinance No. 612, 2022 Supplemental Appropriation Ordinance was held, which is required per SDCL 9-19-7 and 9-21-7. Ordinance No. 612 is an Ordinance to supplement Ordinance 604, the 2022 Appropriation Ordinance. The total supplement amount of Ordinance No. 612 is $40,150.00. A Second Reading of Ordinance No. 612 will take place at the December 19th, 2022 council meeting.

Motion by Yeaton and seconded by Ahlers to authorize January 4th, 2023 for the Fire Station Bid Advertising and February 2nd, 2023 at 2:00 pm for the Fire Station Bid Opening. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.

Council Comments. Mayor Sutton invited City Employees to attend the Christmas Potluck, which will take place at 5:30 on December 19th, 2022 prior to the Council meeting. Sutton also thanked Administrator Turnquist and Finance Officer Kneebone for their work in securing funds from FEMA.

The Mayor declared the meeting adjourned at 7:34 p.m.
