The Mayor reminded Council and staff to bring a dish to pass and to invite their spouses/significant others to attend the annual Christmas Potluck Party before the next Council Meeting on December 19th, from 5:30 p.m. to 6:30 p.m. The City Administrator stated that there will be a bid opening for the materials for Phase 3, Electric Improvements, on Thursday, December 8th. The plans and specifications for the next phase of the Water and Wastewater Project are being reviewed by US Dept. of Agriculture, Rural Development. We are expecting to advertise for bids sometime in January once Rural Development approves the plans and specifications. Representatives from Helms and Associates were at the airport last week doing some survey work for the FAA Project, 2016 Airport Layout Plan. An agent from the Insurance Service Office will meet with Don Whitman, Chief Jud Krull and Akamu Barboza on Tuesday, December 6th to discuss changes, upgrades and improvements that have been made since 2003 that could affect the City’s ISO rating. Game Fish and Parks notified the Mayor by letter that the grant application the City submitted for matching funds for playground equipment at the Trailer Court Park on West Broad Avenue was not approved. Motion by Smith and seconded by Tufty to approve the Administrative Reports. The following members voted aye: Pesall, Sample, Smith, Sutton and Tufty. Nays: None. Absent: Bjerke. Motion carried. Old Business: Motion by Sutton and seconded by Pesall to adopt Resolution No. 2016-14, A Resolution to Amend or Establish Fees for Services Rendered by The City of Flandreau with the following changes: Single Season Pass (resident), $65.00; Single Season Pass (non-resident), $74.00; Family Season Pass (resident), $108.00; and Family Season Pass (non-resident), $123.00 and to continue resident and non-resident rates at least until the Aquatic Center Bond matures on December 15, 2022. The following members voted aye: Pesall, Sample, Smith, Sutton and Tufty. Nays: None. Absent: Bjerke. Motion carried. New Business: First reading of Ordinance 577, 2016 Supplemental Appropriation Ordinance was conducted. The Mayor is still waiting to hear from three individuals before making appointments to the Cemetery Committee. Snow emergency routes were discussed next. No action was taken. Motion by Sutton and seconded by Smith to approve Change Order No. Four (4) for the Water, and Wastewater Project, Phase 1A, which extends the completion deadline to December 31st, removes the $91,679.97 price increase from Change Order No. Three (3), and adds a price increase of $67,010.86 to Change Order No. Four (4). The following members voted aye: Pesall, Sample, Smith, Sutton and Tufty. Nays: None. Absent: Bjerke. Motion carried. Motion by Smith and seconded by Tufty to approve Pay Request No. Four (4) from Carstensen Contracting in the amount of $263,273.03 for the Phase 1A Water, Wastewater, and Water Main Project. Motion by Sutton and seconded by Tufty to approve an agreement between the City and the Sioux Falls Area Humane Society for the year 2017, after modifying Section 1.i. from Flandreau Vet Clinic to City of Flandreau and to authorize the Mayor to sign it. Motion by Pesall and seconded by Sample to accept a proposal from Schoenfish & Co., Inc. to conduct a two-year audit for 2015 and 2016 not to exceed $12,000 and to prepare the 2016 annual report not to exceed $3,000. A discussion was held on whether or not Wind Street Station is in compliance with state laws that allow them to hold an on-sale liquor license. SUMMARY: The Accountant performs complex accounting activities relating to the maintenance of ledger accounts and contributes to the development of associated managerial reports and financial statements. The accountant is responsible for serving as a team leader in the finance department and ensuring the department creates accurate and timely financial records for the organization. ESSENTIAL FUNCTIONS Relying on experience and knowledge, the Accountant is responsible for accomplishing the following assignments. These assignments are varied in nature. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. • Analyzes accounting records, including financial statements and other financial reports to assess accuracy, completeness and conformance to standards defined within the department. • Works with the Finance Director on appropriate fiscal strategies for the organization. • Reviews records of accounts to ensure accuracy. • Develops systems for the maintenance of financial records, making use of current technologies. • Creates forms and manuals for accounting and bookkeeping personnel. • Set up account numbers in the chart of accounts. • Set up sub-account numbers for departments. • Set up Account/Sub account authorized combinations within each fund. • Set up vendor codes and enter vendor information in the A/P module. • Review Economic Development Credit Card statements and reconcile expenses to the appropriate fund. • Complete draw down requests; draw down federal funds and record receipt of the money drawn from. • Manage the checking accounts for Tribal and Federal Funds. • Reimburse the Centralized Tribal checking account from the various Tribal and Grant programs. • Void checks for duplicate payments, incorrect dollar amounts, and travel checks where the traveler did not go on travel. • Enter credits in the computer system of all voided checks. • Allocate bills for GSA vehicles between the programs that utilize GSA vehicles and process the checks. • Deposit Royal River Casino (RRC) distribution checks, complete RRC deposit forms and transfer coding sheets. • Transfer RRC distributions to Membership, General, Economic Development, Community Fund and local government. • Process checks, complete transmittal forms and deposit forms for the Minor’s Trust Account. • Calculate and process the 401k plan’s Safe Harbor employer match annually. • File completed transfer sheets and other financial records for easy access and review. • Other job related duties and tasks may be assigned. Closes: Until Filled Brief Summary: This fulltime position is responsible for providing specialized nursing services in the area that may include school based healthcare, women's health care, family planning, and primary care; does related work as required. Considerable medical judgment is required to determine the appropriate procedure within scope of practice. The Nurse Practitioner requires an advanced level of competency in nursing through additional education or training as well as a Nurse Practitioner's license and prescriptive privileges. Work is performed under the general supervision of the Medical Director (Doctor of Medicine), when available, and the Health Care Administrator who review work routinely. The Nurse Practitioner is responsible for providing guidance to the Director of Nursing, Registered Nurses, Certified Nursing Assistants and Medical Assistants Qualifications & Requirements: Thorough knowledge of nursing techniques and procedures; medical and lab equipment and testing procedures; medication; Considerable knowledge of interviewing and counseling techniques. Ability to work independently; communicate effectively both verbally and in writing; deal tactfully and patiently with clients; establish and maintain records, reports and statistical data; use initiative and judgment; maintain effective working relationships with other related agencies; professionals and citizen groups; perform and record total physical examination; obtain vaginal, cervical, urethral and rectal cultures, papanicolaou smears, and other laboratory specimens appropriate. Skill in diagnostic procedures for diseases and the drug therapy needed for treatment of these medical conditions. Must be proficient in the use of medical and laboratory equipment. Typical Conditions of Employment: • CPR Certified • May be required to submit annual TB and Rubella Screening. • Possession of valid state driver’s license. • Possession of valid Nursing License in South Dakota or a Compact license that includes South Dakota. • Employer should provide Hepatitis vaccination; candidate may decline vaccination through declination form or may provide record of vaccination from previous employer. • Must be able to pass a pre-employment drug screen. • Must be able to pass a P.L. 101-630 Background Check.
