Mayor Sutton thanked the community for supporting the Crystal Theatre’s production of the Sound of Music. He also stated that he has been meeting with the FSST and Chairman Tony Reider about issues important to both the Tribe and the City, and has been assisting Administrator Cohl Turnquist with securing funding for the proposed Fire Station.
City Administrator Cohl Turnquist also complimented the cast and crew of The Sound of Music and thanked everyone involved in the Crystal Theatre’s performance for the excellent production and great community event. Turnquist shared with Council that a meeting will be held with the State Recommendation Committee about the proposed bike path next week on November 15th. Turnquist reported that there are 24 properties that are now compliant with Code Enforcement, which is an increase from last year. Turnquist gave Council an update on the Fire Station. The Project Architect has done an internal cost estimate and the project amount as increased from 2.9 million to 3.9 million. Turnquist stated that this is just an estimate and there are a lot of factors to consider. The Fire Station project is scheduled to go to bid in January or February of 2023 and further decisions will be made at that time.

New Business: Sally Damm Norby and Greg Honl gave a presentation to Council about the Optimist Club, which provides program opportunities for youth through service club activities. Anyone who wants more in formation about the Optimist or Optimist International Program should contact Administrator Cohl Turnquist at the City Office.
Shane Waterman, Engineer from IMEG presented information to Council about a possible upcoming Water/ Sewer project. The City has been awarded funds from the government to use for infrastructure improvements. Waterman explained a proposed timeline, and future steps for Council to take if they decide to move forward with the proposed project. Waterman also updated Council on recommended action to finalize previous Water Project (Phase 2/3) with H & W Construction.
Discussion was had on the financing terms with First Savings Bank for the Fire Station Project. The bank is of fering competitive terms at 3.77% 3-year fixed rate or a 4.49% 5-year fixed rate, both adjustable every 5 years thereafter. It is important to note that the terms offered by First Savings Bank do not constitute a commitment, as the City will need to move forward with a formal loan approval.

SUMMARY OF FLANDREAU, SOUTH DAKOTA CITY ORDINANCE, TITLE
13,
TRAFFIC CODE; CHAPTER 13.7 SNOWMOBILE OPERATIONS
No snowmobile shall be operated with the City unless it is regis tered and identification numbers are displayed as required.
No person may operate a snowmobile on a city street:
• At a rate of speed greater than is reasonable having due regard for conditions and in no event in excess of 20 mph
• While under the influence of liquor or drugs
• Except while proceeding to and returning from the city limits by the most direct route from his home or place where said snowmobile is garaged
• In any cemetery
• On private property without the consent of the property owner or his agent
• With more than one (1) passenger on a snowmobile
Any person operating a snowmobile on a city street must:
• Come to a complete stop at all traffic controlled intersec tions
• Travel as close to the right edge of the plowed area of the street as practical
• Obey all traffic signals, signs and devices
• Yield the right-of-way to all-vehicular traffic and pedes trians
No snowmobile shall be operated to cross any street except at a street intersection of a street.
No person shall operate a snowmobile in the City of Flandreau in a careless or negligent manner likely to endanger any person or property.
No person shall operate a snowmobile upon any public side walk.
No person operating a snowmobile shall tow any person or ob ject behind except when such person or object is situated upon a conveyance that is attached by means of rigid hitch or tow bar.
No snowmobile shall be operated in the City unless it has at least one (1) headlight and one (1) taillight turned on at all times during operation; adequate brakes; and is equipped with a muffler in good working order in constant operation to pre vent excessive or unusual noise.
The operator of a snowmobile involved in an accident resulting in injuries to or death of any person or property damage in an estimated amount of $100.00 or more must report the accident to Law Enforcement Personnel.
It is presumed that any snowmobile operated within the City is operated with the consent of the owner. The owner of the snow mobile will be held jointly and severally liable with the driver thereof for damages arising out of the negligent or improper operation of his snowmobile.
The owner of a snowmobile may be held jointly and severally li able to a property owner for three (3) times the amount of dam ages to trees, shrubs, landscaping, or personal property occur ring on private property and caused by said snowmobile where the snowmobile is operated without the consent of the property owner or agent.
Law Enforcement Personnel may confiscate any machine, which is operated contrary to or in violation of any provisions of this ordinance.
Any person who violates the provisions of this ordinance is guilty of a misdemeanor and is punishable according to the general provision of this ordinance.

AND ICE REMOVAL
The City shall notify all owners or persons in possession of property abutting on sidewalks to keep such sidewalks free from snow and ice and to remove the same within 72 hours after every fall or accumulation of snow or ice. The owner or person in possession of any property abutting on any sidewalk shall keep such sidewalk free from snow and ice and shall remove any snow and ice from the sidewalks within seventy-two (72) hours after the termination of any snow fall, snow or ice accumulation.
The owner or person in possession of any property abutting upon any sidewalk that ends at an intersection or crosswalk shall maintain the sidewalk free from snow and ice to the edge of the street and will also clear any snow and ice deposited on the sidewalk during the street removal process.
Those sidewalks not cleared of said snow and ice within seventy-two (72) hours will be considered a public nuisance. The City may cause said snow and ice to be cleared from those sidewalks in violation of said Ordinance and will bill those costs to the property owner.

The Moody County Historical Society is looking for informa tion on all men and women who served during the years of the Korean War. POSITION SUMMARY:
Under the direction of the Tribal President, the Chief Human Resources Officer (“CHRO”) is responsible for strategically managing and leading the Human Resources and employees benefit functions of the Tribe, the Tribe’s Health Clinic, and all Tribal Businesses. The CHRO plans and implements Human Resource and employee benefit policies, and updates them periodically. CHRO ensures that all organizational personnel actions are carried out properly, strictly adhering to tribal and federal laws, and ethical standards. The Flandreau Santee Sioux Tribal Health Center is seeking a FT (40 hours per week) M-Friday Dental Front Office Manag er. Must be an outgoing, experienced office manager willing to manage day to day operations while working in collabora tion with the leadership team to reach our annual and longterm goals. The Dental Front Office Manager acts as a liai son between patients, staff and dentists for routine matters, handles staff and patient questions and concerns. Manages patient scheduling and last-minute schedule changes. Assists team members with cleaning/sterilization, room turnover and patient flow in the office. Works closely with patients regard ing dental lab fees and collection of payments. Works closely with the billing department. Coordinates and manages office schedules for training, operations and staff. Organizes dental team huddles.
Education and/or experience: high school diploma or GED required. Previous office manager or dental/clinical experi ence preferred. Previous experience with Dentrix program is a plus. Must possess great customer service skills.
