Administrator Turnquist will look into this issue and check on the Code Enforcement Process for Smith’s neighbor. Mayor Dan Sutton reported he and Administrator Turnquist have attended several meetings and informed Council that positive things are happening in Flandreau. Sutton encourages everyone to purchase tickets to the Crystal Theatre’s upcoming performance of the musical Cinderella, which will be held November 2nd-5th. Administrator Cohl Turnquist informed Council he will be forming a group to develop a mission statement for the City of Flandreau. Turnquist and other City Staff recently met with Missouri River Energy Services regarding the electric rate study. MRES representatives will be presenting information to Council members at the first meeting in December about the results of the rate study. Turnquist reported on recent infrastructure updates, which include new valley gutters on 3rd Avenue and the Chip Seal Project on 1st Ave. Turnquist met with the Housing Authority board to discuss a possible housing development on Broad Avenue. Turnquist also reported he is working with Dakota Playground to get a new playset ordered for the City Park. Administrator Turnquist told Council the City of Flandreau was recently awarded the Silver Level Loss Control/Safety Achievement Award and a plaque was presented to Turnquist at a luncheon held at the South Dakota Municipal League’s Annual Conference in Rapid City. The Department Heads will distribute certificates to their staff members in appreciation of National First Responders Day. Finance Officer Kneebone and City Administrator Turnquist shared information with the Council about the year-to-date Sales Tax Revenue. Compared to 2022, the 1st and 2nd quarter sales tax profits were slightly down in 2023, however 3rd quarter profits were up 5% compared to 2022, and the City is in line to bring in what was budgeted for 2023 Sales Tax Revenue. The City has been presented with an opportunity to purchase 13.34 acres of land adjacent to the Flandreau City Park, which is owned by the Ullom Family Trust. This land purchase would give the City possession of the land adjacent to the park and would allow for the City to monitor and react to the possible need to stabilize the Big Sioux River bank, and open the door for recreational opportunities. Mayor Sutton spoke in favor of purchasing the land, stating the ability for riverbank stabilization and hunting opportunities for residents as benefits. Aldermen Fargen, Ekern, and Bjerke all questioned the benefits of the land purchase for the City due to the fact the acres are in a Wetland Reserve Program. Motion by Fargen and seconded by Ekern to not approve Resolution 2023-22: Authorization of the Purchase of the Remainder of Tract A-1 Ullom Addition. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried and Resolution 2023-22 was not passed. Council Comments: None.
