Summary: This fulltime position is located at The Flandreau Santee Sioux Tribal Health Clinic in Flandreau, SD. The purpose of this position is to work in a hybrid (paper/electronic) medical record environment, alternating between abstracting and coding pertinent outpatient medical data from the Electronic Health Record (EHR/EMR) into the Resource Patient Management billing system and analyzing medical data entered by the clinician in the Electronic Health Record (EHR). Duties include: Performs comprehensive review of the record to assure the presence of all component parts, such as: correct name, health record number, signatures and dates where required, and all reports which appear to be indicated by the treatment rendered; Evaluates the record for documentation, consistency, accuracy and correlation of recorded data, such as medical necessity and modifier usage; Ensures the final diagnosis as stated by the physician is valid, complete and accurately reflects the care and treatment rendered; Analyzes provider documentation to assure the appropriate Evaluation and Management (E&M) levels are assigned using the correct CPT codes and applicable modifiers; Assures diagnostic and procedural terminology used is consistent with currently acceptable medical nomenclature. Skill in diagnostic procedures for diseases and the drug therapy needed for treatment of these medical conditions. Must be proficient in the use of medical and laboratory equipment. Council President reported on progress being made on the 1st Avenue project and discussed the last Flandreau Development Corporation meeting where two board members resigned. The Council President then asked Scott Ramsdell if he wanted to say a few words about FDC. Mr. Ramsdell indicated that some current board members have never seen by-laws nor do they understand how much money they have. With what is happening in Flandreau now is a good time to increase membership. The City and FDC should be looking for an economic development director. A good economic development director will help move the City in the right direction. Mr. Ramsdell urged the City Council to consider using greater than expected sales tax dollars to fund an economic development position. The City Administrator reported that Todd Kays at First District has been contacted about doing a comprehensive wage and benefit survey for the City to be used in conjunction with the 2019 budget process. A new schedule for the water and wastewater project was reviewed with Council and it was noted that there will be two zoning public hearings and ordinances on the agenda for the next Council meeting. Finally the City Administrator reported that Ted Haeder of First District has submitted the City’s grant application for the use of Hazard Mitigation Funds. Motion by Pesall and seconded by Smith to approve the Administrative Reports. The following members voted aye: Pesall, Smith, Sutton, and Tufty. Nays: None. Absent: Bjerke and Sample. Motion carried.
