Mayor Dan Sutton informed the Council that he as an upcoming meeting with the Housing Authority Committee and Todd Meierhenry to discuss funding options for a proposed development. Sutton is also working to secure federal funds that could assist residents with Code Enforcement violations. Mayor Sutton announced that this week (October 1-7) is National 4H Week.

City Administrator Cohl Turnquist reported the City Park Campground will be closing for the season on October 23, 2023. The Flandreau City Office will be closed on Monday, October 9th in observance of Native American Day. Turnquist informed Council that the Bike Path application has been resubmitted. Funds have been received to purchase new playground equipment at the Flandreau City Park, and Turnquist plans to meet with project stakeholders soon, with the goal to have new playground equipment installed by the Spring of 2024.

Motion by Tufty and seconded by Yeaton to approve the Administrator’s Reports. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.

Old Business: Discussion was held on the Flandreau Municipal Airport Expansion Project. Mayor Sutton spoke in favor of the project and stated it is a positive project for the community and opened up the discussion for public comments. Administrator Turnquist agreed, stating the Airport expansion project is a good project. Turnquist reported the Airport is a self-sustaining City Service, with projects being reimbursed with 95% grant funding. Alderman Bjerke also spoke in favor of the project, and provided historical and financial information to those in attendance. Bjerke stated the airport has seen considerable growth since 1998 and the proposed expansion would provide additional growth as it would allow usage by 95% of General Aviation aircraft. Scott Ramsdell also supports the project and stated the expansion project would be good for businesses and would generate revenue for Flandreau and help the town grow. Former Mayor, Mark Bonrud, also spoke in favor of the project stating he and others have fought hard for the project over the past 10 years. Helms & Associates representatives Bob Babcock and Brooke Edgar also spoke about the benefits of the project. Edgar stated repairing the current runway won’t meet FAA goals. Resident Linda Rosaasen asked if Flandreau residents would see additional taxes or fees for the project. Alderman Bjerke stated there would be no added costs to City residents for the Airport Project. All costs associated with this project are airport-related.

Motion by Bjerke and seconded by Ahlers to reconsider the motion from the September 18th meeting to approve the contract for appraisal services with Nelson Evaluation. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.

Motion by Bjerke and seconded by Ahlers to approve the contract for appraisal services with Nelson Evaluation. Aldermen Fargen, Ekern and Yeaton thanked everyone for providing more information about this project and stated they learned a lot. New Business: Motion by Ahlers and seconded by Yeaton to approve Pay Request No. 4 for Series 2023 Water Improvement Project for $30,000 for Professional Fees to IMEG Engineering. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.

Motion by Yeaton and seconded by Fargen to approve Pay Request No. 4 for the Fire Station for $360,238.51 to WS Construction. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.

Motion by Ekern and seconded by Ahlers to approve the Health Insurance Renewal with Avera Health Plans. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.

Motion by Fargen and seconded by Tufty to approve the Fire Protection Agreement with Flandreau Santee Sioux Tribe for $9,222. This agreement will provide fire protection to all FSST structures until January 31, 2024 when an updated inclusive cooperation agreement will be implemented. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.

Motion by Ahlers and seconded by Yeaton to approve revisions to the Personnel Policy and Procedures Manual, which included adding a media policy, and changes in wording to the health benefit and paid holiday worked sections of the manual.

Motion by Bjerke and seconded by Fargen to approve the temporary on-sale liquor license application by Mad Mary’s for an event to be held at the William Janklow Community Center on October 5th, 2023. Summary: The FSST Health Center Is looking for a FullTime Dental Assistant

Primary duties to include chair side assistance to dentists performing basic dental procedures and x-rays.
