WHEREAS, pursuant to Title 5 of the Flandreau Municipal Ordinances, the City of Flandreau mowed and abated nuisances and incurred costs against the properties legally described as follows: The East Forty-Feet (E-40') of Lot Four (4) of Block Two (2) in Park Addition to the City of Flandreau, Moody County, South Dakota, in the amount of $115.00, with an assessment filing date of September 20, 2016; The West Ten Feet (W-10’) of Lot Four (4) and Lots Five and Six (5 & 6) of Block Two (2) in Park Addition to the City of Flandreau, Moody County, South Dakota, in the amount of $460.00, with an assessment filing date of August 4, 2017; The East Half (E-½) of Lots Seven, Eight and Nine (7, 8 & 9) of Block Sixteen (16) of Pettigrew’s First Addition to the City of Flandreau, Moody County, South Dakota; and Lots Four, Five, Eleven, Twelve, Thirteen and Fourteen (4, 5, 11, 12, 13 & 14) in Block Seven (7) of the Railroad Addition to the City of Flandreau, Moody County, South Dakota, in the combined amount of $1,380.00, with an assessment filing date of August 4, 2017; and WHEREAS, after mowing and abating the nuisances on the above-described properties, an assessment roll was filed accordingly, against each property, said assessment rolls being open and available for public inspection at the office of the City Finance Officer, and notice of said proposed assessment was made to the owners of the properties in accordance with SDCL Ch. 9-43; and WHEREAS, a public hearing was held on Monday, the 2nd of October, 2017, at 6:30 p.m. in the Chambers of the Council of the City of Flandreau, South Dakota, to consider the assessment roll, of which no objections or corrections were made; and WHEREAS, the City of Flandreau, being statutorily permitted to recoup the costs it incurred in mowing and abating nuisances on the above-indicated properties, the Council approved the assessment roll immediately following the hearing, and henceforth desires to levy the above-indicated properties.

THEREFORE, BE IT RESOLVED by the City Council for the City of Flandreau, South Dakota, that the above-described properties are to be levied for the amounts herein indicated; and THEREFORE, BE IT FURTHER RESOLVED that said assessments shall be collected by the Moody County Treasurer in one annual installment pursuant to SDCL §9-43-102.

The City Administrator reported that the electric upgrades to each campsite at the campground has been completed. This was a 2017 park project. He also called Council’s attention to items placed in the Council packet including an email update from Clark Engineering regarding the water and wastewater line replacement project, a final report from the Happy Youngsters 4-H regarding their swing set project behind the Community Center, the third quarter sales tax receipts and Resolution No. 1997-05 which reduces taxation on new commercial and industrial construction in the City.

Terry Albers, Emergency Manager and Troy Wellman, Sheriff met with the Board to discuss the possibility of the County purchasing a drone. Albers and Wellman discussed the benefits and how a drone could assist in emergency situations. The Board advised to continue looking at pricing and insurance options before moving forward.
