The downed power lines could be charging the equipment with electricity and, if you step out, you will become the electricity’s path to the ground and could be killed by electric shock. or

JUMP CLEAR

If you must leave the equipment due to fire, tuck your arms across your body and jump with your FEET TOGETHER as far as possible from the equipment — then, hop (feet still together) at least 40 feet away. WHY? Electricity spreads through the ground in ripples. Keeping your feet together prevents one foot from stepping into a higher voltage zone than the other foot, which could cause electrocution.

Primary duties to include chair side assistance to dentists performing basic dental procedures and x-rays. Summary: This position works to ensure the accurate submission of all claims to third party payers according to policy and billing regulations and the collection and posting of accounts to third party payers of the Flandreau Santee Sioux Tribal Health Center. The ARB Specialist ensures revenue by verifying and posting receipts resolving discrepancies when required.

Education/Experience: High School diploma or GED required. Minimum of two (2) years of medical billing experience required. Vocational training in medical billing a plus. Provider credentialing experience preferred. RPMS and eProvider Solution experience preferred; working knowledge of medical terminology and knowledge of basic medical coding practices.

Pettigrew’s Subdivision of the Northeast Quarter (NE ¼) of Section 29, Township 107 North, Range 48 West of the 5th P.M., Moody County, South Dakota.

Motion by Fargen and seconded by Ekern to approve the Retail (On-Off Sale) Malt Beverage and SD Farm Wine License for Family Dollar Stores of South Dakota, LLC. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen and Yeaton. Nays: None. Absent: Tufty. Motion carried.

Alderman Tufty entered the meeting at 6:15 P.M.

Visitors to Be Heard: April Buller, with IMEG Engineering, spoke to the Council about the Flandreau Utility Improvement Project. There are a number of things the Council will need to consider as this project continues to progress. Some of the considerations include increase of costs, ADA accessible ramps, driveway aprons, curb & gutter, paving Bates Street, and drainage improvements near the grain elevator at the intersection of Park Ave and Crescent Street. Buller provided maps and information regarding each of these considerations. Council will have until December of 2023 to make decisions on possible changes or alterations to the Flandreau Utility Improvement Project.

Mayor Dan Sutton wished Good Luck to the Fliers during their Homecoming Week. The Mayor also read a Proclamation for National 4H Week, which will be recognized October 1-7, 2023.

City Administrator Cohl Turnquist reminded the public of the scheduled power outage on September 19th from 1:45 A.M. to 6:00 A.M. for routine work to the Electric Substation. Turnquist reported to Council that the 2023 Chip Seal Project is complete. Turnquist and other City Officials met with FEMA in regards to changes in the flood planes for Moody County. The City Park and Golf Course are subject to being added to the updated floodway. FEMA officials will meet with Council members in early January, 2024. Turnquist also informed Council members that funds have been received from a Wellmark Grant for new playground equipment. Funds have also been received from the Flandreau Park Board, along with FDC, and the City, to purchase new playground equipment to be placed at the City Park. Turnquist hopes to have this project complete by the spring of 2024.

Motion by Ahlers and seconded by Ekern to approve the Administrator’s Reports. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.

Old Business: The 2nd Reading of Ordinance 615: 2024 Appropriation Ordinance was held. Finance Officer Lori Kneebone informed Council of some possible changes to the Ordinance.

Motion by Fargen and seconded by Bjerke to approve Ordinance 615: 2024 Appropriation Ordinance with the following amendments: Increase Account 101-01-3110, Property Tax Revenue, from $714,000 to $733,078, and increase Account 101-04-4340, Street Department Capital Outlay, from $15,000 to $40,000 to set funds aside for the purchase of a new truck for the Street Department. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.

New Business: Administration has selected Amber Janousek as the Administrative Office Assistant. Amber was present at the meeting and was introduced to Council members. Amber will be working part-time at the Flandreau Police Department and part-time at the City Office.

Motion by Yeaton and seconded by Ahlers to place Amber Janousek at Step 5 of the Administrative Office Assistant Wage Scale which is $20.18/hourly. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.

Motion by Bjerke and seconded by Ekern to approve the Quote from Epoxy Co. LLC for $40,714.36 to replace the floor in the Community Center and to allocate $30,000 from the BBB Fund, and $11,000 from the General Fund to complete the project. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.

Motion by Bjerke and seconded by Fargen to approve the contract with Nelson Valuation to appraise the land required for the Airport Expansion Project. Mayor Sutton asked for a roll call vote. The following members voted aye: Ahlers, Bjerke, and Tufty. Nays: Ekern, Fargen and Yeaton. Absent: None. Motion failed.

Alderman Fargen stated he isn’t sure about the Airport Expansion Project and would like more information. Alderman Bjerke stated it’s a good opportunity for the city because 95% of the costs are reimbursed back to the City. Bjerke said the Airport is primarily funded through Airport Hangar Rent, Farmland Rent, and Fuel Revenue. Alderman Tufty spoke in favor of the Airport Expansion Project and stated the project will give Flandreau a chance to grow. After further discussion, Administrator Turnquist and Mayor Sutton recommended gathering more data and financial information about the upcoming airport expansion program and holding a special meeting to get public input.

Motion by Yeaton and seconded by Ekern to donate $1,000.00 to Det. 1 of the 1742nd Transportation Co. of the S.D. Army National Guard for help with the City-Wide Cleanup on Sept 9th, 2023. September 20, 2023

The Board of Trustees of the City of Egan, South Dakota met in regular session on September 20, 2023 at Egan City Hall, 110 W 3rd Street, Egan, SD.

Present: Board of Trustee members Cody Chamblin, Brad Judstra, Dana Walters, Jerome Olson and Nancy Hansen. Also present were: John Steinhauer,Mike Hein, Donna Koehn, Barb Warborg, Lori Halverson, Tim Staubaugh, Denise Hollanen, Amanda Walters, Carol Larsen, Leanne Larson, and Colin Kelley.

Meeting was called to order by Chairman Chamblin. Motion by Judstra, second by Olson, to approve the agenda. All present voted “aye.”

Motion by Judstra, second by Hansen to approve the minutes of August 16 & 23rd 2023. All present voted “aye.”

Public Comment: Tim Staubaugh from Sioux Falls is researching family heritage and had questions regarding Staubaugh Park and the history. Normal session resumed.

Old Business: Brian Gundveldson – Memorial - Was not present to discuss request

Valley Fibercom - Motion by Judstra, second by Hansen, to put funds donated as Park income. All present voted “aye.” Moody County Museum - no action taken. Need to hear back from Museum Director on benefit of city membership vs donation

Ball field fence – Proposal agreement provided by RW Fencing and signed by Chair Chamblin. Discussion on residents of Egan helping to do current removal of fence and clean up day to reduce cost. Chamblin is looking into getting lights at field fixed.

New Business:

Collin Kelley with IMEG presented maps to show where city signage will be updated. Project will take approximately 2 years to complete and will be done in phases. Kelley also discussed replacement of the bridge. It will be 100% funded by a Federal grant and will

Motion by Judstra, second by Hansen, to proclaim October 1-7, 2023 as NATIONAL 4-H WEEK throughout Egan and encourage all of our citizens to recognize 4-H for the significant impact they have made and continue to make by empowering youth with the skills they need to lead for a lifetime. Education/Experience: High school diploma or GED required. Must have excellent interpersonal/human relations and sales skills. Knowledge of eyewear fitting, style and materials preferred. Previous experience in optical or contact lens filed is preferred. Will provide training and education of required skills.
