2024 ELECTION NOTICE
SPECIAL ELECTION - REFERENDUM
On August 19, 2024, Angeline Eastman (Sponsor) filed a referendum petition in accordance with Article VII, Section 1 of the Flandreau Santee Sioux Tribe Constitution and Title 20 of the Law and Order Code. The Tribal Secretary transmitted the petitions to the Election Board who is tasked with verifying the submission.
The Election Board found that the Petition was filed within ninety (90) days of the action in which it seeks to review, that the Petition was signed by more than thirty (30) percent of the qualified voters of the Tribe, and that the other requirements of Title 20 were satisfied. It therefore finds that the referendum petition is valid, and a Special Election must be conducted.
REFERENDUM PRESENTED
BACKGROUND: On Tuesday, July 30, 2024, the Flandreau Santee Sioux Tribe Executive Committee, during a duly called meeting, terminated Jessica Morson as the Family Services Coordinator of the Tribe with a vote of 4 for, 2 against, and 1 not voting, and further determined that she was ineligible for rehire.
REFERENDUM VOTE: Whether to uphold the July 30, 2024 action of the Flandreau Santee Sioux Tribe Executive Committee to terminate Jessica Morson permanently?”
If Yes, the termination of Jessica Morson would be affirmed permanently.
If No, the termination of Jessica Morson would be overturned.

Full Time Assistant Attorney General
The Flandreau Santee Sioux Tribe (the “Tribe”), located in Flandreau, South Dakota, is seeking applicants for one-full time position of Assistant Attorney General. The assistan t attorney, under the direction of the General Attorney will be tasked with th e responsibility of prosecuting the Tribe’s Law and Order Code, and will work closely with Tribal Police and other local state and federal agencies to fulfill the positions obligations. The attorney will also assist the Attorney General with assigned matters regarding the representation of the Tribe, its Housing Authority, its Health C linic, its tribally owned businesses, and the Royal River Casino and Hotel. The attorney will h andle all adult criminal and juvenile delinquency matters for the Tribe. Licensed attorney in good standing with the State Bar of South Dakota, or any other state bar, and is able to be admitted in South Dakota within 10 months of employment. Must have between one and five years of experience as a practicing attorney, with experience in Indian Law and Criminal Law pr eferred. Must have juris doctorate from and American Bar Associate accredited law school. No felony or misdemeanor conviction s involving a crime or moral turpitude. Must be able to efficiently utilize Microsoft Office and Westlaw. Must have a valid driver’s license.

PLC yield - **It should be noted that due to the present utilization of this property as a seed development and research site – the FSA certifications and production have not been updated due to the nature of the seed and research development on this land.** Improvements on the property which are owned and will pass with the property include a Valley Model 8000 - 7 span tower irrigation system (approx. 1,293’ total length), with a Nelson R3000 Sprinkler System & Nelson SR-100 End Gun (Installed in 2004) and later was equipped with a Ag Sense Computerized Field Commander Control System & Remote Access, which requires an annual subscription and is calibrated to pump approx. 700 gallons per minute with the system fed by a well equipped with Western Land Roller Pump (SN C74191) and a GE 40 HP 3 Phase elec. motor and underground piping from the well to the irrigation tower. The irrigation system has been regularly maintained by Dritz Irrigation of Brookings, SD and Syngenta as the previous operator, both of which have indicated that the system is in good operating condition, with the most noteworthy repair being updating of the connections by Dritz Irrigation in 2023. The well log and irrigation permit as provided by the SD Dept. of Water and Natural Resources indicates this property is regulated under Water License/Permit #5231-3 with a priority date of Oct. 31, 1988 with specifications indicating the well as being approx. 50’ deep and was operated by a pump rated at 750 gpm powered by a 40 HP 3 Ph. elec. motor - the existing irrigation permit will be transferred to the purchaser in accordance w/SD DENR requirements with the transfer and fees to be the responsibility of the buyer. Additionally, there is a metal +/-10,000 bu. grain bin equipped with a stirator, perforated floor and Sukup fan, with the bin situated in the northeasterly portion of the farm that will pass with the property. Electricity for the irrigation system and to the bin site is provided by Sioux Valley Energy Rural Electric, although buyers desiring maintain service to the bin site should contact S.
