Thank you also to Florence Evans and Dan Sutton for the very touching music, the Altar Society for serving lunch and especially to Skroch’s (Mike, Jackie and Tim) for making a very hard time in our life more manageable.

The Flandreau Santee Sioux Tribe is seeking applicants/resumes for a full-time Tobacco Operations Manager. This position will be under the supervision of the FSST Executive Committee. The Tobacco Operations Manager will be responsible for all activities associated with the day-to-day management of Tobacco products, the Tribe is engaged in including selling cigarettes, tobacco products, tobacco accessories, and assorted other inventory items. The Tobacco Operations Manager will perform the following duties personally or supervise employees performing the following duties: • Monitor the sale of tobacco products.

• Administer and review compliance with the tobacco operating budget.

• Inspects inventory to ensure it is correctly priced and displayed.

• Ensures compliance with the sale of tobacco to applicable laws.

• Check all invoices for shortages and proper billing.

• Market the tobacco products to other markets that the operation intends to enter.

• This position may be required to travel.

Education and/or Experience: • The applicant must have the following minimum qualifications: • High School Diploma or GED - College degree preferred.

Public Comments: Scott Ramsdell addressed Council regarding the recent approval of the Amendment to Owner-Engineer Agreement, Amendment No. 2, which increases engineering fees paid to Clark Engineering in an amount not to exceed $75,000 for the water and wastewater project. Mr. Ramsdell feels that the engineering firm should be held to the original contract amount as the increase will impact an already tight budget. Both Shane Waterman, Clark Engineering, and City Administrator Jeff Pederson addressed his concerns, sharing that contractor delays are the main reason for

the additional engineering fees. Those delays are not something that can be controlled by the engineering firm. Also noted was the fact that liquidated damages in the amount of $1,650 per day are now deducted from contractor pay requests and will aid in offsetting the additional fees.

The Mayor shared that contractor meetings for the water and wastewater project are ongoing and will be addressed in the update provided by Shane Waterman, Clark Engineering.

City Administrator Pederson indicated the City Wide Clean-Up is scheduled for Sunday, September 16th, 2018 beginning at 6:00 a.m. for curbside pickup. Items allowed were discussed; posters, social media, and newspapers will be utilized to notify residents of the event. Also briefly discussed was code enforcement and building permits and the process to streamline the process.

Motion by Pesall and seconded by Tufty to approve the Administrative Reports. The following members voted aye: Bjerke, Pesall, Sutton, Tufty, Unger, and Whitman. Nays: None.

Old Business: Shane Waterman, Clark Engineering, provided a status report on the water and wastewater project. Mr. Waterman indicated where construction crews are working, progress to date, as well as schedule information. Also noted were long and short term goals, a newly created punch list, and notification to the contractor of scheduled community and school events in the vicinity of work crews.

New Business: First reading of Ordinance No. 5787. 2019 Appropriations Ordinance, was held.

Motion by Bjerke and seconded by Unger to approve Pay Request Eleven (11) from H & W Contracting in the amount of $680,621.86 for the Water and Wastewater Improvements Project. The following members voted aye: Bjerke, Pesall, Sutton, Tufty, Unger, and Whitman. Nays: None. Absent: None. Motion carried.

Motion by Sutton and seconded by Tufty to accept a proposal from Schoenfish & Co., Inc. to conduct a two-year audit for 2017 and 2018 not to exceed $12,500 and to prepare the 2018 annual report not to exceed $3,500. The following members voted aye: Bjerke, Pesall, Sutton, Tufty, Unger, and Whitman. Nays: None. Absent: None. Motion carried.

Motion by Whitman and seconded by Unger to approve a pay step increase for Crystal Roberts, Utility Billing Clerk, to $15.97 per hour effective October 9th, 2018. The following members voted aye: Bjerke, Pesall, Sutton, Tufty, Unger, and Whitman. Nays: None. Absent: None. Motion carried.

Motion by Sutton and seconded by Whitman to approve a pay step increase for Tanner Harris, Heavy Equipment Operator, to $16.44 per hour effective October 9th, 2018. The following members voted aye: Bjerke, Pesall, Sutton, Tufty, Unger, and Whitman. Nays: None. Absent: None. Motion carried.

Motion by Whitman and seconded by Pesall to approve a pay step increase for Anthony Ullom, Janitor, to $13.65 per hour effective October 9th, 2018. The following members voted aye: Bjerke, Pesall, Sutton, Tufty, Unger, and Whitman.

Female & Male Figure Drawing Models This position entails modeling nude for approximately 2 ½- 7 hours per week.

The aim for the figure drawing class (ART 213) is to teach students to accurately represent the human figure so they can further their drawing abilities, and take this knowledge into their respective areas of study. The models will be asked to hold static poses for between 2 minutes to 2 hours (with breaks for stretching on any pose held longer than 25 minutes). All sizes/shapes of models are welcome and encouraged to apply. The instructor will work with models to find comfortable poses that can be held that are longer in duration. This is a respectful environment, and models will only be set up in a blocked off area of the classroom. The door will be closed at all times during class. Cell phones and computers are not allowed in the drawing area (for model privacy) and models will be asked to wear a long robe any time they are not actively modeling.
