Mayor Sutton reported that he, along with Administrator Turnquist, Police Chief Weber, and county and tribal officials, had a meeting to discuss the tribe’s justice center proposal, which is tentatively being planned to be built between the Flandreau Indian School and the Pow Wow Grounds. Sutton said there is still ongoing discussions about the tribe’s possible bike path project, which would tie into the Crescent Street Bridge project. Sutton also stated there will be a fall City-Wide Cleanup Day in September and the city will be accepting metal items this year. There was no administrator’s report.

Old Business: The City is searching for a new auditor and has received proposals from Ketel Thorstenson and ELO CPAs & Advisors. Finance Officer Kneebone broke down the cost comparisons from each proposal. The City will be transitioning to annual audits instead of bi-annual audits, so there will be an increased cost in 2025 to get caught up.

New Business: Representatives from Moody County were present inquiring about the potential sale of the old fire hall. Marty Skroch made a presentation to the Council, requesting that the City gift the old fire hall building to the County for the ambulance, or provide a $25,000 subsidy for ambulance services. No council action was taken at this time.

Motion by Bjerke and seconded by Tufty to approve the step increase for Finance Officer Lori Kneebone, placing her at Step 4 of the Finance Officer Wage Scale, at $71,092.08/annually. FLANDREAU SANTEE SIOUX TRIBE 2024 ELECTION NOTICE

SPECIAL ELECTION - REFERENDUM

On August 19, 2024, Angeline Eastman (Sponsor) filed a referendum petition in accordance with Article VII, Section 1 of the Flandreau Santee Sioux Tribe Constitution and Title 20 of the Law and Order Code. The Tribal Secretary transmitted the petitions to the Election Board who is tasked with verifying the submission.

The Election Board found that the Petition was filed within ninety (90) days of the action in which it seeks to review, that the Petition was signed by more than thirty (30) percent of the qualified voters of the Tribe, and that the other requirements of Title 20 were satisfied. It therefore finds that the referendum petition is valid, and a Special Election must be conducted.

REFERENDUM PRESENTED

BACKGROUND: On Tuesday, July 30, 2024, the Flandreau Santee Sioux Tribe Executive Committee, during a duly called meeting, terminated Jessica Morson as the Family Services Coordinator of the Tribe with a vote of 4 for, 2 against, and 1 not voting, and further determined that she was ineligible for rehire.

REFERENDUM VOTE: Whether to uphold the July 30, 2024 action of the Flandreau Santee Sioux Tribe Executive Committee to terminate Jessica Morson permanently?”

 If Yes, the termination of Jessica Morson would be affirmed permanently.

 If No, the termination of Jessica Morson would be overturned.

Full Time Assistant Attorney General

The Flandreau Santee Sioux Tribe (the “Tribe”), located in Flandreau, South Dakota, is seeking applicants for one-full time position of Assistant Attorney General. The assistan t attorney, under the direction of the General Attorney will be tasked with th e responsibility of prosecuting the Tribe’s Law and Order Code, and will work closely with Tribal Police and other local state and federal agencies to fulfill the positions obligations. The attorney will also assist the Attorney General with assigned matters regarding the representation of the Tribe, its Housing Authority, its Health C linic, its tribally owned businesses, and the Royal River Casino and Hotel. The attorney will h andle all adult criminal and juvenile delinquency matters for the Tribe. Licensed attorney in good standing with the State Bar of South Dakota, or any other state bar, and is able to be admitted in South Dakota within 10 months of employment. Must have between one and five years of experience as a practicing attorney, with experience in Indian Law and Criminal Law pr eferred. Must have juris doctorate from and American Bar Associate accredited law school. No felony or misdemeanor conviction s involving a crime or moral turpitude. Must be able to efficiently utilize Microsoft Office and Westlaw. Must have a valid driver’s license.
