The City Council of the City of Flandreau, South Dakota, met in a spe cial session on Wednesday, August 24th at 6:30 p.m. at the City Council Chambers, 1005 W. Elm Avenue, Flandreau, SD. Present: Mayor Dan Sutton. Aldermen: Curt Ahlers, Brad Bjerke, Mark Ekern, Mike Fargen, Karen Tufty, and Tim Yeaton. Absent: None. Also present were City Administrator Cohl Turnquist; Finance Officer Lori Kneebone; Police Chief Zach Weber, and Journey Lineman Ryan Sher man. The proposed agenda was reviewed. Motion by Yeaton and sec onded by Ahlers to adopt the proposed agenda. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty, and Yeaton. Nays: None. Absent: None. Motion carried. A proposed 2023 budget for the City was presented by City Administra tor Cohl Turnquist. Turnquist gave the council an overview of the 2023 proposed budget before turning it over to Police Chief Zach Weber and Journey Lineman Ryan Sherman. Police Chief Zach Weber presented information to the Council regarding budgetary needs for the Police Department in 2023. Items highlighted by Weber is the purchase of a new police vehicle, 2 Noptic Nighttime Optic Thermal Imaging Cameras, subscription fees for a mobile application that connects to the current software system, 2 Grenade Launchers, and the purchase of a K9 dog that will be reimbursed with grant funds. Ryan Sherman, with the City’s Electric Department, shared information with Council about the happenings within the Electric Department. Sher man stated that Wyatt Resmen has been a great addition to the City, and crews have been busy all summer taking down overhead power lines and installing electric meters. Sherman told Council the Electric Department will need a new vehicle in 2023. The WAPA rates are going up 16.5%, which will lead to approximately $58,000 of increased expenses within the electric fund. It was also proposed to Council to contract with Mis souri River Energy Services for a rate study to be done in 2023.

Turnquist thanked Council Members for their time and patience as he and Finance Officer Lori Kneebone are presenting the City budget for the first time. Further budget discussions will take place at the next council meeting on September 6th, 2022 at 6:30. The Mayor declared the meeting adjourned at 10:03 p.m.

Administrator Turnquist stated that salaries were budgeted to reflect a cost-of-living increase of 6% and step increases for employees in line with their current pay grade. Turnquist is pleased with the strides the City has made in increasing wages over the last year, and wants to remain competitive within the job market. Insurance costs will be rising in 2023, with a 9% increase in health insurance, 2% increase to vision, and 6% increase to dental insurance. Discussion was had on the salaries for the Mayor and Council members. There has been no increase in salary to either of these departments in years. Turnquist recommended a $500 increase to the Mayor’s salary an nually and a $200 increase to the Councilmembers’ wages annually. Motion by Fargen and seconded by Yeaton to increase the Mayor’s sal ary by $500 annually. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty, and Yeaton. Nays: None. Absent: None. Property tax collections have shown a slight increase in Flandreau over the past years and Kneebone informed Council that the CPI and Growth for 2023 is 4.07%, which is up from 1.33% in 2022. Funding for the proposed new fire station is still slated to be split between the City and the lending sources of Rural Development Administration and First Savings Bank. The City’s contribution is projected to be around 1.1 million with funding sources coming from a contribution from the electric utility, CARES funds, the General Fund, and Capital Improve ment DiscussionFunds.was had on the Flandreau Golf Course. Administrator Turn quist presented a proposed budget to Council on taking over operations of the golf course in 2023. Alderman Ekern expressed staffing concerns. Alderman Bjerke conveyed concerns about the financial strain to the City’s budget. Aldermen Ahlers, Fargen, and Tufty also spoke on the golf course, stating increased maintenance, staffing, and community support among their concerns. Alderman Yeaton spoke in favor of the City oper ating the golf course, and stated it’s about the quality of life and having an operational golf course is an asset to the community. Mayor Sutton agreed with Yeaton and told Council that having an operational golf course attracts people to the community. Motion by Bjerke and seconded by Ekern to remove Fund 101, Depart ment 29 (Flandreau Golf Course) from the 2023 proposed budget. May or Sutton asked for a roll call vote. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, and Tufty. Nays: Yeaton. Absent: None. Motion carried.
