The Board of Trustees of the City of Egan, South Dakota met in regular session on April 25, 2024 at Egan City Hall, 110 W 3rd Street, Egan, SD.
Present: Board of Trustee: Dana Walters, Nancy Hansen, Cody Chamblin and Michelle Ten Eyck, with Jerome Olson. Also present: Randy Roiger, Cameron Burleson, Mike Hein, Diane Olson, Ron & Ginger Campbell, Don Hansen, Sharon Sorenson, M r& Mrs Sidney Wilkerson, Amanda Walters, Lori VonEye, Harvey Donley, Norm & Donna Koehn, Barb Warborg and Thomas VarVais. Guest attendees: Kevin Goff (IMEG) and Bonnie Hemmer (Egan American Legion) Meeting was called to order by Chairman Chamblin. Motion by Olson, second by Hansen to approve the agenda. All present voted “aye.” Motion by Ten Eyck, second by Olson to approve the minutes of March 20, 2024. All present voted “aye.”
Public Comment: Randy Roiger requested a retraction of a statement made about him in the meeting minutes from the March 20, 2024 meeting. Retraction will be made and corrected. Roiger was good with the new wording mention (reference Corrected March 20, 2024 minutes)
Old Business: Bonnie Hemmer with the Egan American Legion gave an update on the Avenue of Flags dedication scheduled for June 14th, 2024. The Legion had asked for 14 flags and now have 90 that have been purchased due to donations. The flag ceremony will be held at the church in Egan. Legion is requesting volunteers to assist with putting up flags and transporting attendees from parking to event space. Motion by Ten Eyck, second by Walters for the city to provide 2 porta potties for event. All present voted “aye”. Clean up day for Saturday, May 18th was reviewed and volunteers were requested. Replacement of Egan City bridge was discussed. Questions and concerns brought up by city residents and board. Kevin Goff with IMEG was present to address concerns and answer questions. Motion made by Olson, seconded by Ten Eyck to not replace the bridge and to pay known to date incurred cost of $9,200.00 to IMEG. Should the cost be more than $9,200.00 this motion will be void. All present voted “aye”, with Walter’s voting “nay”. Speed limit signs on main street will be placed by IMEG as part of the Moody County sign replacement/placement grant. There are currently no speed limit signs on the main street that goes through downtown. Motion by Walters, seconded by Hansen to increase principal payment by $100.00 on the BSRW loan. All present voted “aye”. Senior Center improvements were discussed. Ten Eyck will continue to get quotes on roof as leaks have been found. New carpet quotes have been obtained. Roof is a priority. Motion to table further discussion made by Walters, seconded by Ten Eyck. All present voted “aye”. Chairman Chamblin thanked Walters for his time on the board. Motion by Olson, seconded by Hansen to adjourn meeting. All present voted “aye”.

The Board of Trustees of the City of Egan, South Dakota met in regular session on August 21, 2024 at Egan City Hall, 110 W 3rd Street, Egan, SD.

Motion by Hansen to approve the July 17, 2024 Meeting Minutes and the amended May 15, 2024 Meeting Minutes, second by Ten Eyck. All present voted “aye.” Public Comment: Donna Koehn asked the board the status on the IMEG Bridge contract payment. Attorney Nelson advised she is still working on the issue. Barb Warborg asked on a status update on the IMEG signage for town. Skroch advised that the entire IMEG sign project is behind schedule and the county is waiting as well.
Zoning: Building permit- Travis Anderson was not present to submit drawing of where he wants to place garage, showing set backs from the alley. No permit issued
Old Business: Skroch advised the board on the process to change to the county fire levy tax. Motion by Ten Eyck to table the possible change until next year to allow for more research into cost and coverage, second by Hansen. All present voted “aye.” Hansen asked to changed order of the agenda to allow for Skroch to speak on the Floodplain Ordinance. Skroch advised that nothing has been received from FEMA, but First District advices everyone to be ready for the updated floodplain ordinances by end of September. There will be a tight time line for approving ordinances. The floodplain ordinances are a standard ordinance set by FEMA that must be adopted by each town in South Dakota. Senior Center update – Motion made by Hansen to accept the bid from J&P roofing to complete the roof repairs to the senior center, since no black mold was found, second by Ten Eyck. All present voted “aye.”Monthly violations recap from the Sheriff Department information not received yet. No update on the Jones property that houses the burn pile. Ten Eyck is going to reach out to Steve Wendell for help contacting Jones family. Tree Dump sign- Motion by Ten Eyck for the tree dump to be open Friday Morning to Sunday Evening, Second by Hein. All present voted “aye.” Interview for maintenance position- Motion by Ten Eyck to post on social media platforms for a part time Snow Removal and to repost for the maintenance position, Second by Hein. All present voted “aye.”
New Business: 2024 Propane contract- Motion by Chamblin to purchase 2,000 gallons of propane at the price of $1.509/gallon, Second by Ten Eyck. All present voted “aye.” Bridge Fence- table until safety concerns with placement of the fence can be researched. Street Bids- Ten Eyck presented three quotes to the board. Motion was made by Ten Eyck to approve Seal Pro to chip seal all of First and Second Street and part of third, Second by Hansen. All present voted “aye.” Chamblin advised the board he is working on getting quotes for work on the four gravel roads in town. Skid Loader- tabled until more bids and lease information collected. Certified Weed Sprayer- tabled until a maintenance worker is hired. Internal Control Review report was gone over by the board. Compliance/Code Enforcement: Ten Eyck is assisting Olson with taking pictures of violations. Ten Eyck advised the board she has noticed residents not keeping alley ways, even abandoned alleys, clear for utility workers.
Maintenance/Streets: Chip sealing will be done and notice will be given to residents once a date is given to the city.
Parks: Softball has wrapped up for the season, ball field received a lot of use. Michelle has painted the park sign and had benches on main street s painted by someone fulfilling community service hours. Legion may assist with painting the Gazebo, the city has already purchased the paint. Reminder anyone utilizing city buildings or volunteering must sign a waiver.
Personnel: Kayla Charles was hired as the new Finance Officer Utilities: 5% water loss for August. Jeff with Big Sioux will be jetting within the next month, residents will receive notice. Jeff has the green light for the pressure tank updates.

Visitors to Be Heard: City resident, Anna Duncan, was present at the Council meeting to express concerns about the maintenance and upkeep of the Flandreau Aquatic Center.
Mayor Dan Sutton reported that the Flandreau Dam Revitalization Committee met at the south side of the dam to discuss the multi-phase improvement plan. City crews have removed concrete pieces for bank stabilization and tree removal will begin in the fall. The committee plans to meet again in October. Sutton stated he believes plans are moving forward on the reconstruction of the Crescent Street Bridge. Sutton and Turnquist met with Department of Transportation officials and did a tour with Phillip Allen, from the Flandreau Santee Sioux Tribe, on their proposed recreational trail. City Administrator Cohl Turnquist informed Council that the City’s chip seal project will take place on 3rd Ave on September 9th, with fog seal expected to happen on September 11th. Residents should watch for project updates on the City’s Website, Facebook page and Code Red alerts. August 19th was the last day for the Aquatic Center and Turnquist expressed thanks to pool staff for a successful summer season. The dog swim will not be held this year. Administrator Turnquist also reported on the meeting with DOT. Turnquist is hoping to work collaboratively with the DOT on their future project on Pipestone Ave, as city utilities will need to be replaced. More information on this project will be shared in future meetings. Interior and exterior finishes have been chosen for the Boys and Girls Club Early Childhood Learning Center, which could tentatively be up and running by November of 2025.

Todd Kays, with First District Association, gave a presentation to council members about the proposed changes to the city’s zoning ordinance. Kays has been working with Mayor Sutton, Administrator Turnquist, Finance Officer Kneebone, City Attorney Bruning, Aldermen Ahlers and Fargen and Planning Commission Member Bart Sample on reviewing the city’s current zoning ordinance. The group has met several times over the last few months to discuss the proposed changes. Kays told council members that the updated ordinance is a management tool to help guide the community. More information on the proposed changes will be shared at an upcoming public hearing. There will be a first reading of the new zoning ordinance on September 16th, with a 2nd reading on October 7th. The new ordinance, if approved, would become effective in November. The 2025 Proposed Budget includes $200,000 of revenues from the sale of the old fire hall. $95,000 is being allocated for the demolition of Duncan Elevator, with remaining funds set aside in a Capital Improvement Fund for future projects. The City currently has no unearmarked funds in Capital Improvement, as previous funds were used for the building of the new fire station and the upcoming airport expansion project. During the budget workshop, members from the Flandreau Baseball Association expressed interest in the building to use as an indoor training facility. Bret Severtson was present at the meeting to answer any additional questions Council Members might have. Alderman Fargen spoke in favor of the sale of fire hall, stating the City has several projects that need addressed. Alderman Ekern made a motion to have the old fire hall appraised. This motion failed, due to the lack of a second. Alderman Yeaton suggested the Baseball Association raise enough funds to cover the amount of the elevator demolition. Alderman Bjerke agreed the revenue from the sale of the old fire hall is needed for other city projects. After much discussion, no council action was taken, and the revenue from the sale of the old fire hall will remain in the 2025 Proposed Budget. Further discussion was had on the amount of funds given to our Community Partnership Subsidy requests. The 2025 Proposed Budget includes a recommended subsidy amount of $20,000 to the Flandreau Golf Course, who had requested $30,000. Discussion was had on decreasing the subsidy amount given to the golf course, which could free up funds to give to other organizations. Alderman Yeaton expressed concern in the drastic decrease of funds given to the golf course.
Motion by Fargen and seconded by Ekern to amend the 2025 Proposed Budget to include a $10,000 subsidy to the Flandreau Golf Course. The following members voted aye: Ahlers, Bjerke, Ekern and Fargen. Nays: Tufty and Yeaton. Absent: None. Motion carried.
Motion by Tufty and seconded by Fargen to amend the 2025 Proposed Budget to include a $15,000 subsidy allocated to the Flandreau Housing Authority Committee. The City of Flandreau received an audit proposal from Ketel Thorstenson out of Rapid City for new audit services. A multi-year fee schedule was provided in the audit proposal, with costs ranging from $23,500 to $33,200 for annual audits, with additional costs for travel, meals and mileage. Further discussion on audit services will take place at the next meeting on September 3rd.

The Flandreau Santee Sioux Tribe (the “Tribe”), located in Flandreau, South Dakota, is seeking applicants for one full -time position of Assistant Attorney General. The attorney, under the direction of the General Attorney, will be tasked with the responsib ility of prosecuting the Tribe’s Law and Order Code, and will work closely with Tribal Police and other local state and federal agencies to fulfill the position’s obligations.
