The Flandreau Santee Sioux Tribe (the “Tribe”), located in Flandreau, South Dakota, is seeking applicants for one full -time position of Assistant Attorney General. The attorney, under the direction of the General Attorney, will be tasked with the responsib ility of prosecuting the Tribe’s Law and Order Code, and will work closely with Tribal Police and other local state and federal agencies to fulfill the position’s obligations. The attorney will also assist the Attorney General with assigned matters regard ing the representation of the Tribe, its Housing Authority, its Health Clinic, its tribally owned businesses, and the Royal River Casino and Hotel. The attorney will handle all adult criminal and juvenile delinquency matters for the Tribe. Licensed attorne y in good standing with the State Bar of South Dakota, or any other state bar, and is able to be admitted in South Dakota within 10 months of employment. Must have between one and five years of experience as a practicing attorney, with experience in Indian Law and Criminal Law preferred. Must have a juris doctorate from an American Bar Association accredited law school. No felony or misdemeanor convictions involving a crime of moral turpitude. Must be able to efficiently utilize Microsoft Office and Westlaw . Must have a valid driver’s license.

COUNCIL PROCEEDINGS August 14th, 2024

The City Council of the City of Flandreau, South Dakota, met in a special session on Wednesday, August 14th, 2024 at 5:30 p.m. at the City Council Chambers, 1005 W. Elm Avenue, Flandreau, SD.
Present: Mayor Dan Sutton. Aldermen: Curt Ahlers, Mike Fargen, Karen Tufty, and Tim Yeaton. Absent: Brad Bjerke and Mark Ekern. Also present were City Administrator Cohl Turnquist; Finance Officer Lori Kneebone; Bret Severtson, Chris Wiese and Zach Zephier, representing the Flandreau Baseball Association.
The proposed agenda was reviewed. Motion by Yeaton and seconded by Tufty to adopt the proposed agenda. The following members voted aye: Ahlers, Fargen, Tufty and Yeaton. Nays: None. Absent: Bjerke, Ekern. Motion carried.
New Business: The purpose of the special meeting was to discuss the 2025 proposed budget for the City of Flandreau. The budget workshop began with comments from Bret Severtson, Chris Wiese and Zach Zephier regarding the sale and future use of the old fire hall. Severtson told Council the Flandreau Baseball Association would like to turn the old fire hall into an indoor training facility for youth who are involved in baseball, softball and golf. Severtson said the building could also serve as a potential area to host workout classes, a space for the growing soccer community to train, and a place to host meetings or events. No council action was taken on this request and further discussion on the future of the old fire hall will take place at the regular council meeting on August 19th, at 6:30 p.m.
Administrator Turnquist gave council members an overview of the 2025 Proposed Budget. Turnquist and Finance Officer Kneebone explained potential revenues and expenditures for each fund and department of the City. Extended discussion was had on the sale and future use of the old fire hall. In the 2025 Proposed budget, revenues from the sale of the current fire hall are slated to assist with demolition costs of Duncan Elevator, along with placing funds in a Capital Improvement Project fund. Further discussion on this matter will take place at the next council meeting, as council members asked for more time to consider the options surrounding the old fire hall. A lengthy discussion was also had on funds given out to Community Partnerships within the City. Several organizations presented their subsidy request information to council members at the August 5th council meeting. Discussion was had on decreasing the subsidy amount for the Flandreau Golf Course and possibly adding the Flandreau Housing Authority as a subsidy recipient, due to the potential housing development being planned on Broad Avenue. Alderman Fargen mentioned that overspending on Community Partnerships may have an impact on other City operations, as annual expenses for the provision of services continue to increase, and the City has several aging pieces of equipment that may need replacement in the near future. $154,250 is currently being earmarked for community partnerships, which makes up 6% of the General Fund operational budget for 2025.
Further budget discussions will take place at the regular council meeting, held on August 19th, 2024. The first reading of the 2025 Appropriation Ordinance is planned to take place on September 3rd, 2024, with the second reading on September 16th, 2024. Council Comments: None.
The Mayor declared the meeting adjourned at 8:40 p.m.

Senate Bill 201 will be referred to the November 2024 ballot
We did it!! The official numbers at the South Dakota Secretary of State office reports 34,091 signatures were submitted and valid signatures were estimated at 31,432 or 92.2%.
(Only 17,508 signatures were needed to meet the guidelines for the bill to be referred.) This is great; a SOS employee said it was an unheard of percentage. SB 201 will be referred to the people in the November 2024 election; it will be titled Referred Law 21 on the ballot. We have more work to do, but for now we want to say ‘Thank You’ to all the Moody County petition captains, circulators and signers of the petitions to get SB 201 referred.
SB 201 is a bill passed by the South Dakota legislature in March titled ‘An Act to provide new statutory requirements for regulating linear transmission facilities, to allow counties to impose a surcharge on certain pipeline companies, and to establish a landowner bill of rights.’
