Interviews for the vacant electric position are going well; an offer will be made tomorrow. He indicated the budget process is progressing and anticipates a modest increase in health costs.

New Business: Aquatic Center Manager Michelle Ten Eyck requested permission to conduct a fundraiser to sell personalized wall tiles to raise funds to apply toward the purchase and installation of a wheelchair lift at the pool. Motion by Pesall and seconded by Bjerke to allow the sale of personalized wall tiles to raise funds to apply toward the purchase and installation of a wheelchair lift at the pool. Shane Waterman and Justin Peterson, Clark Engineering, discussed with Council the proposed Change Order #5 for the Water & Wastewater Project indicating the proposed change adds 140 LF of forcemain to tie-in the existing forcemain, work needed to tie-in the watermain, and adds 3 calendar days to the project. Motion made by Tufty and seconded by Pesall to approve Change Order #5, from H&W Contracting, LLC for the Water & Wastewater Project, increasing the cost of the project $22,485.00, which will be funded from project contingency funds. Council Comments: Alderman Whitman discussed the recently vacated Planning and Zoning Council liaison position, indicating he feels it is not necessary to continue this position. Discussion ensued with some expressing it is beneficial to have Council involvement on committees that represent the City. Also noted was that roles need to be clearly defined. The discussion was tabled until a later date. Alderman Sutton updated those present regarding the 2019 Sesquicentennial Celebration, indicating there was a recent meeting with the All-School Reunion committee to discuss and plan joint events, finalize the logo to be used, and discuss upcoming advertising and promotion. He will continue to provide Council with progress reports. Alderman Unger thanked Clark Engineering for attending and providing status reports to keep Council updated on the water and wastewater project. The Mayor stated the Riverside Park Days Committee did an excellent job with the recent event held at the City Park and requested that Alderman Unger provide Council with a brief report at the next Council meeting.

POSITION SUMMARY: The Clerk of Courts position is multi-focused requiring a wide range of responsibilities key to the court system. The employee will fulfill Court Administrator and Magistrate job duties. The employee serves as Clerk of civil, criminal, juvenile, traffic, small claims, and appellate courts. Receptionist, secretarial, legal assistant, and public relation duties are also requirements of this position. This position performs Court Magistrate duties, prepares and distributes child support payments to agencies or individuals on a monthly basis. Responsible for issuing various tribal licenses, collecting fees and fines ordered by the Court.

EDUCATION AND/OR EXPERIENCE: Must have a high school diploma, paralegal training, or experience preferred. A minimum of two (2) years prior secretarial experience. Knowledge of legal terminology. Knowledge of typewriter keyboards. Must be able to type 50-70 wpm.

Must know English grammar, spelling, and punctuation in order to correct obvious errors in material being typed. Computer skills required, specifically proficient in Word, WordPerfect, and Windows. Knowledge of fax and copy machine operation and troubleshooting. Prior administrative experience preferred. Must be physically and mentally able to carry out the demanding duties of the office. Must be a Notary Public licensed in the State of South Dakota or able to obtain a license.
