Mayor Dan Sutton reported that he and Administrator Turnquist recently met with staff from Senator Round’s office to discuss the airport project and FAA funding opportunities. Mayor Sutton also expressed his appreciation to the organizers, volunteers, and staff for their efforts in making the Moody County Fair a success. In addition, he thanked the City of Flandreau and Missouri River Energy Services for sponsoring the children’s theatre production of Rapunzel. City Administrator Cohl Turnquist reported that the Local Emergency Planning Committee (LEPC) meeting to discuss dispatch services will be held on Tuesday, August 4, at 7:00 p.m. at the Colman Fire Hall. Turnquist stated that the meeting is planned to be broadcast live on the City’s YouTube channel. Turnquist also reported that the Aquatic Center’s final day of operation for the season will be August 14. He expressed his appreciation to the Aquatic Center staff for their hard work and dedication in providing another successful summer season. Motion by Ahlers and seconded by Yeaton to approve the Administrator’s Reports. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Nibbelink and Yeaton. Nays: None. Absent: None. Motion carried. Old Business: There was no motion to take the 2027 Dispatch Agreement with Moody County off the table, therefore no council action was taken. New Business: Shane Waterman provided an update on the Utility Improvement Project. The project remains on schedule, with asphalt paving anticipated to begin on August 10. Discussion was held regarding concerns raised by Our Savior’s Lutheran Church related to the west-side approach to the church from Wind Street. Waterman noted that project updates continue to be posted on the City’s website, and the next public information meeting is scheduled for Wednesday, August 12, at 12:00 p.m. Motion by Ahlers and seconded by Ekern to approve SRF Pay Requests, to include $27,510 paid to IMEG Engineering and $230,552.89 to H&W Contracting, LLC resulting in SRF Pay Request No. 27, water portion: $258,063; $15,520 to be paid to IMEG Engineering and $169,170.14 to H&W Contracting, LLC resulting in SRF Pay Request No. 27, sewer portion: $184,690. The following members voted ay: Ahlers, Bjerke, Ekern, Fargen, Nibbelink and Yeaton. Nays: None. Absent: None. Motion carried. Council Comments: None. NOTICE OF VISITATION UPDATED TERMS Visitation with his children has been offered to Steven Lesnikowski continuously since 2019, with sobriety as the only requirement, later reduced to a verified 0.0 BAC at the time of visitation only. On June 3, 2026, Mr. Lesnikowski publicly stated he moved to Flandreau to be near his children and wished to see them every day. Visitation Record since June 3, 2026: 18 offered 4 attended 1 arrived / failed breathalyzer 13 no-show At the request of the minor children, and to spare them the disappointment of preparing for visits that do not occur, the following terms take effect immediately. The standing visitation times remain fixed, and are expanded to three mornings weekly: Wednesday, Saturday, and Sunday — 9:00 AM, 90 minutes each. Each visit must now be confirmed in advance. Mr. Lesnikowski must confirm his attendance in writing no less than 24 hours before the 9am scheduled visitation, so that the children are only asked to prepare for a visit that is actually going to happen. Confirmed visits remain subject to a verified 0.0 BAC and to the children’s own choice to participate. This is not a reduction in access — it is an increase, now three mornings per week. What changes is that a visit begins with his confirmation, so that no child is left waiting on a door that does not open. This offer does not expire. A complete dated log of each offered, confirmed, and missed visit and its outcome is maintained and will continue to be published intermittently. Custody status: Sole legal and physical custody held by the undersigned pursuant to California court order. Visitation is offered above the court-required minimum on a permanent basis. Child support arrears: $61,656.77
