Mayor Dan Sutton reported to the Council he was pleased with the recent Flandreau Fridays event and thanked organizers, vendors and attendees for making the event so successful. Mayor Sutton also reported that Brenda Redwing from the BIA is actively working on the Crescent Street Bridge project. The bridge is scheduled to be demolished in August. The structure is unstable and the Mayor is encouraging residents to stay off the Crescent Street Bridge, due to safety concerns. City Administrator Jeff Pederson told the Council that the Crescent Street Bridge is scheduled for demolition in August. On June 30, Administrator Pederson and Assistant Administrator Turnquist met with bank representatives on the Fire Station Loan. Pederson informed the Council that the next step for the Fire Station project is to secure the final funding documents and proceed with the bid process in September. Assistant Administrator Turnquist reported to the Council that he and Finance Officer Lori Kneebone attended a beneficial Budget Training Workshop in Sioux Falls on June 29th that was sponsored by the South Dakota Municipal League. Turnquist and Pederson also met with Missouri River and Turnquist informed the council that Missouri River is looking for an ambassador to serve as a representative from Flandreau. Any resident who might be interested should reach out to Turnquist for more details. The City of Flandreau is still looking to hire 2 public works operators. Turnquist recognized and commended City Crews for their hard work over the last few weeks. Turnquist was also pleased with the Flandreau Fridays event. Old Business: Over the last several weeks, staff has worked with the City Council to make changes and updates to the Personnel Policies and Procedures. The revised manual creates increased protections for both employees and the City, while providing language that is current with standards established by both the State and Federal Government. Motion by Fargen and seconded by Bjerke to approve the final draft of the 202223 Personnel Policy and Procedures. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, and Yeaton. Nays: None. Absent: Tufty. Motion carried. New Business: Over the last few months, the Council has taken several actions to be considered for funding through the Department of Agriculture and Natural Resources for Phase II of the City water and sewer replacement projects. The City was informed that it received a 2.8 million dollar ARPA Grant combined with a 5.6 million dollar SRF loan. A requirement of the award from the State is that the City adopt a $10.40 water surcharge and a $11.00 sewer surcharge. The SRF loan term is 30 years and the water and sewer projects have a 1.875% and 2.125% interest rate, respectively. Kay Christensen expressed concerns to the Council about the possible increased surcharge for water and sewer. Shane Waterman, IMEG Engineer, will be coming to answer more questions about this project and a public meeting will be scheduled. The Council is being asked to begin discussions regarding the rate impact of the water/sewer project with the grant and loan award amounts. In order for the City to be eligible for Transportations Alternative Program funding, it is required that a Letter of Intent be completed and signed by the Mayor. By authorizing the Mayor to sign the Letter of Intent, it allows the City and the FDC to further pursue a DOT TAP grant for the proposed recreation trail. Motion by Yeaton and seconded by Ahlers to authorize the Mayor to sign the Transportations Alternative Program Letter of Intent. Mayor Sutton reported to council that Mid-August there will be a presentation to share from the Golf Task Force. City Administrator Cohl Turnquist reported that Consultant Jeff Pederson, along with himself, will be meeting with Rural Development to discuss next steps in the fire station funding process. Turnquist also shared that he has been working with RDA to ensure that the City is in Compliance with RDA regulations. One recommendation was that the front entrance to the City Office needs to be more accessible. Administrator Turnquist is working with Midwest Glass to install an electric push button opener. Finance Officer Lori Kneebone, along with Administrator Turnquist are working on the budget to get a draft to present to Council within a few weeks. Turnquist also reported that Tim Austin sent out about thirty letters to residents that are in code violations. Turnquist informed council that the Aquatic Center’s last day is set for August 17th. Update on Tyler Tech was given to Council, Deputy Finance Officer Crystal Hanson gave Council a brief overview on the next stages on the implementation process, and informed them that mock uploading has been done to make sure that our file format will work for conversion. Police Chief Zach Weber presented information to the Council about the need for a Police K9. Motion by Tufty and seconded by Yeaton to authorize submission of a grant request letter for Police K9. Shane Waterman, City Engineer for IMEG presented information to the Council about several city projects. Phase II Water/Sewer Project: On June 23rd, the City received approval for funding in the form of SRF Loan and an ARPA Grant. The project would fund 27 blocks of water improvements and 27 blocks of sewer improvements; The project has a 5-year deadline, which could be extended depending on the availability of materials. A public hearing was held in January for input for the City to go forward with the project. The City is looking to host another public hearing to update the public, as well as informing the public on the proposed upgrades. Waterman provided an update on the Casino Lift Station, citing information provided from the evaluation that was done by Indian Health Services engineers. Waterman informed the Council that he has begun his evaluation of the Cell #1 dike that DANR required to be inspected. Shane shared that he believes that early indications are that the liner of the lagoon was not damaged. Motion by Fargen and seconded by Yeaton to authorize the approval of ARPA 2022-ARP-415 Grant Agreement with the State of South Dakota for wastewater improvements. Motion by Ekern and seconded by Bjerke to authorize the approval of ARPA 2022-ARP-416 Grant Agreement with the State of South Dakota for water improvements. Motion by Bjerke and seconded by Ekern to adopt Resolution No. 2022-07 to appoint City Administrator Cohl Turnquist as the City’s designated representative for Missouri River Energy Services.
