COUNCIL PROCEEDINGS July 17th, 2023

The City Council of the City of Flandreau, South Dakota, met in regular session on July 17th, 2023 at 6:30 p.m. at the City Council Chambers, 1005 W. Elm Avenue, Flandreau, SD.

Present: Mayor Dan Sutton. Aldermen: Curt Ahlers, Brad Bjerke (via phone), Mark Ekern, Mike Fargen, Karen Tufty, and Tim Yeaton. Absent: None. Also present were City Administrator Cohl Turnquist, Finance Officer Lori Kneebone, Scott Ganschow, Nicole Roggenbuck, David Prokulevich, Liz Scharton, Caitlyn Drietz and Susan Ahlers.

Mayor Sutton asked for an addition to the Proposed Agenda, adding an Executive Session for Contractual Purpose to the last item of New Business.

Motion by Ahlers and seconded by Tufty to approve the addition of an Executive Session to the proposed agenda. The following members coted aye: Ahlers, Bjerke (via phone), Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.

The amended agenda was reviewed. Motion by Yeaton and seconded by Fargen to adopt the amended agenda. The following members voted aye: Ahlers, Bjerke (via phone), Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.

Motion by Bjerke and seconded by Ekern to approve the minutes of July 5th, 2023, pending a change due to clerical error. The July 5th minutes should have stated that Alderman Fargen voted nay on the $3/hourly differential wage increase for Aquatic Center Hourly Employees. This change will be made to the July 5th minutes and republished in the City’s official newspaper. The following members voted aye: Ahlers, Bjerke (via phone), Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.

Mayor Dan Sutton thanked the community for supporting the Airport Fly-In Event that took place on July 9th. The Mayor and Administrator Cohl Turnquist will be meeting with the City Attorney on some ongoing legal matters. Sutton and Turnquist will also be meeting with Banner Engineering and a Developer on a possible multi-living facility, which is a collaborative project with the Flandreau Housing Authority Committee. Sutton encourages residents to get out and support all of the upcoming community events, including the Moody County Fair, which will be held this week, Riverside Park Days, which will be held during the first weekend in August, and the Crystal Theatre’s annual Pie Sale, which will be held on August 4th.

City Administrator Cohl Turnquist informed Council that he is working with the Flandreau Development Corporation and Banner Engineering to resubmit a Letter of Intent for the Recreational Trail Project, which had previously been put on hold. Turnquist stated that August/September is budget season for City Officials, and encourages anyone with ideas or budgetary requests to reach out to him at the City Office. Finance Officer Kneebone and Turnquist will be presenting the proposed 2024 budget to the Council at a Budget Workshop at the August 21st Council meeting. Turnquist also thanked everyone for supporting the Airport Fly-In, with special thanks to Alderman Bjerke and the Airport Board members, Mayor Sutton and Boys and Girls Club, and all the volunteers who helped make the event successful. Turnquist encourages residents to attend the Moody County Fair Parade on Thursday July 20th and Riverside Park Days, the first weekend of August, along with the Crystal Theatre Pie Sale on August 4th. Administrator Turnquist thanked City Crews for their attention to detail, and said staff are focusing on smaller projects, such as face lifts to several picnic shelters and weeding and maintaining park areas throughout the community. New Business: David Prokulevich, along with other members of the Moody County Ambulance Service, asked Council Members to give them first chance at the opportunity to purchase the current fire station. The City is planning to sell the current fire station, once the new one is built and everything is moved. Prokulevich stated they would like to improve their quarters to help with recruitment and stated interest in purchasing the current fire station to house the Ambulance Service. Plans would be to renovate the space to allow for improved living quarters, and more space for their daily operations. The Moody County Ambulance is currently located behind the Sherriff’s Office, which Prokulevich stated, is less than ideal. City officials plan to keep this in mind when the time comes to sell the current fire station.

Motion by Fargen and seconded by Yeaton to approve a Street Closure Request from the Flandreau Booster Club for a Fall Sports Rally on August 15, 2023 from 3:00 p.m. to 9:00 p.m. First Avenue from George Billam Drive to North 12th Street will be closed for this fundraising event. Ahlers and Drietz spoke about the happenings, updates and events taking place at the museum.

Brief Summary: Enforce federal, tribal ordinances and municipal law and order codes adopted by the tribe; provide criminal and civil regulatory enforcement through tribal court; patrol tribal lands; investigate crimes; traffic control; collect evidence; prepare reports; serve warrants and summons. On an assigned shift: operate a patrol vehicle, foot patrol suspicious activities or persons, and disturbances of law and order; respond to radio dispatched calls, answer calls and complaints; issue traffic and criminal citations; control individual and group actions through verbal direction and/or the employment of necessary physical force; make custodial arrests and testify in court; provide police escorts and transports; perform residential and commercial checks; investigate traffic accidents; interview victims, witnesses and suspects to obtain additional information regarding criminal complaints, accidents, violations, etc.; conduct searches; complete arrest records; prepare reports and record evidence. Participate in a variety of inservice and special training programs, respond to and investigate domestic disputes, assist other agencies when requested or assigned, transport and care for prisoners as assigned.

Qualifications & Requirements:

Applicant must be currently certified through the state of South Dakota or Bureau of Indian Affairs. Applicants that have any felony convictions or felony deferred judgments will be disqualified from the process. Applicants with any misdemeanor convictions (non-traffic) or misdemeanor deferred judgments within the last 36 months will be disqualified from testing. No illegal drug usage within the last 36 months. Applicants who have used drugs within the last 36 months will be disqualified from testing. Education: you must have either a high school diploma or G.E.D. Must be 21 years of age at the time of appointment and possess a valid Driver’s License. You must be a U.S. Citizen or eligible to work in the United States. You must complete P.L. 101-630 background check and any other background checks that may apply for this position.

Education and Experience: Applicant must have a G.E.D. or High school Diploma, Applicant must be currently certified through the state of South Dakota or Bureau of Indian Affairs, Associates Degree in Criminal Justice preferred, 2-3 years law enforcement experience strongly preferred.

FSST Health Clinic Accounts Receivable/Billing Specialist

Summary: This position works to ensure the accurate submission of all claims to third party payers according to policy and billing regulations and the collection and posting of accounts to third party payers of the Flandreau Santee Sioux Tribal Health Center. The Accounts Receivable Billing Specialist is responsible for making sure accounts are being reimbursed correctly and in a timely manner from all insurance companies. The ARB Specialist ensures revenue by verifying and posting receipts resolving discrepancies when required.

Education/Experience: High School diploma or GED required. Minimum of two (2) years of medical billing experience required. Vocational training in medical billing a plus. Provider credentialing experience preferred. RPMS and eProvider Solution experience preferred; working knowledge of medical terminology and knowledge of basic medical coding practices.

Parks: Fields being used. Tournament will be at the end of July. Discussion on GF & P fishing pond, improvements behind ball field for future campsites, campground lock box, dumpster at ball field for Tournament, and as of July 1, 2023 GFI’s are not required in campgrounds.

Utilities: Discussion on Moody County Internet Service being terminated January 1, 2024 along with website service and email service. Will send notice in August Utility billing of Lead & Copper survey. Motion by Judstra, second by Olson, to contract with ValleyFiber for Internet and telephone service. All present voted “aye”.
