Summary: Assists with implementation of programs for the FSST Health Center Special Diabetes Program for Indians (SDPI) in coordination with the FSST recreation department. Will need to have strong ties with the community, and be able to speak and interact with community members of all ages. Position: 25 Hour/Week

Salary Range: Negotiable

This position reports to the city council board. Performs a large variety of administrative duties requiring exercise of independent judgement. The position has daily contact with citizens, city departments and officials, other governmental agencies, and various organizations for the purpose city business, utility information, payment processing and customer assistance.

ESSENTIAL FUNCTIONS:

• Prepare meeting agendas, distribution of agendas, prepare meeting notices, and attend city council meetings and record minutes of all official Trustee meetings.

• Maintain ordinance book, bid documents, resolutions and other pertinent City documents

• Provide supporting information as necessary; make recommendations regarding financial affairs, records and documents to the Board of Trustees,

• Manage municipal elections

• Monitor pending federal and state legislation affecting municipal governments; keep abreast of legislation and rules and how they affect the City

• Maintain City’s accounting systems; establish and maintain internal financial controls; prepare all required financial reports; conduct internal audits in accordance with sound business practices, applicable City ordinances/resolutions, and State laws, and GAAP (Generally Accepted Accounting Principles)

• Prepare and sign all warrants (claim payments)

• Oversee and ensure proper recording and depositing of all receipts and disbursement

• Maintain and invest monies within state guidelines.

• Prepare monthly and quarterly payroll and payroll reports

• Keep and maintain inventory records of municipal properties and assets

• Assist in the preparation and monitoring of the annual City budget, development of the capital improvement program, and assessment of the annual revenue estimates

• Assist with the development of rates and fees for municipal services, including water and sewer rates

• Handles public calls and visits, coordination with employees/Trustees regarding citizens concerns.

• Participate in State Audit; provide all documentation to auditors; work with auditors to ensure the City’s compliance efforts.

• Maintains employee benefits programs and informs employees of benefits; recommending benefit programs to the City Council; directing the processing of benefit claims; obtaining and evaluating benefit contract bids.

• Ensures legal compliance by monitoring applicable human resource federal and state requirements; conducting investigations; maintaining records; representing the City in administrative matters as required.

• Maintains management guidelines by preparing, updating, and recommending human resource policies and procedures.

Public Relations

• Provide information to the public as needed and as required

• Respond to customer inquiries, complaints and concerns

• Represent the City as required in meetings with federal, state, and local officials

OTHER FUNCTIONS:

• Perform other duties, projects and tasks as may be required by the Board of Trustees and/or to assure the success of City operations and services

QUALIFICATIONS AND REQUIREMENTS:

1. Education and Work Experience

• BA/BS in Accounting or one or more years of governmental accounting experience

• Experience with budgets, financial statements, financial administration 2. Skills, Knowledge and Abilities

• Excellent written and verbal skills, including effective communication skills is required

• Must be proficient with office technology and able to effectively use a variety of applications including Word, Outlook, Excel, e-mail and internet, as well as accounting, payroll and utility software

Flandreau Santee Sioux Tribe Employment Opportunities

Full-Time-Buffalo/Land Management Director

The Director shall be responsible for providing technical oversight for management of the Tribe’s Buffalo and Land Management Programs. Will be responsible for all the FSST’s land leases between private individuals of the tribe. Oversee the feeding and veterinarian needs of the bison herd. Oversee the management and maintenance of all buildings and equipment associated with the bison herd. Maintain record keeping in regard to feeding, breeding, and veterinarian needs. Will be responsible for supervision and training of the Buffalo Program employees and shall make recommendations of the Executive Committee for improvement of the Buffalo Program and Land Management. May be required to perform additional duties outside the scope of work provided above including physical labor. Director shall not have authority to make any expenditure on behalf of the Buffalo Program without prior budget approval of the Executive Committee. Director shall have access to the Buffalo Program equipment to perform the duties required hereunder. Works closely with the Bureau of Indian Affairs identifying and acquiring funding sources for Land Management. Set priorities for the Tribe in terms of Tribal farming operations. Ensure that the Tribe develops an ongoing toxic weed control program by working closely with appropriate Federal, State, and local agencies. Ensure that the Tribe develops appropriate erosion control programs. This may include, but not limited to, shelter belts in and around the Tribal farm. Additional duties as assigned. Must have a high school diploma or GED equivalent or one year work experience prior to hiring. Must have a valid driver’s license. Must submit to a background check and preemployment drug and alcohol screening.

Must be a certified activity professional or be willing to gain certification within 1 year of employment; 2 years of experience working in long term care setting is preferred. Must possess leadership ability and willingness to work harmoniously with and supervise professional and non -professional personnel. Must possess the ability to seek out new methods and principles and be willing to incorporate them into existing nursing practices. Must be able to move intermittently throughout the work day. Must be able to lift, push, pull, and move a minimum of fifty (50) pounds. Must submit to a background check and pre -employment drug and alcohol screening.

Full-Time-Assistant Attorney General

The Flandreau Santee Sioux Tribe (the “Tribe”), located in Flandreau, South Dakota, is seeking applicants for one fulltime position of Assistant Attorney General. The attorney, under the direction of the General Attorney, will be tasked with the responsibility of prosecuting the Tribe ’s Law and Order Code, and will work closely with Tribal Police and other local state and federal agencies to fulfill the position ’s obligations. The attorney will also assist the Attorney General with assigned matters regarding the representation of the Tribe, its Housing Authority, its Health Clinic, its tribally owned businesses, and the Royal River Casino and Hotel. The attorney will handle all adult criminal and juvenile delinquency matters for the Tribe. Licensed attorney in good standing with the State Bar of South Dakota, or any other state bar, and is able to be admitted in South Dakota within 10 months of employment. Must have between one and five years of experience as a practicing attorney, with experience in Indian L aw and Criminal Law preferred. Must have a juris doctorate from an American Bar Association accredited law school. No felony or misdemeanor convictions involving a crime of moral turpitude. Must be able to efficiently utilize Microsoft Office and Westlaw. Must have a valid driver ’s license.
