GENERAL RULES:

Entries must be the work of the exhibitor and completed during the last year. Entries must not have been exhibited at a previous Moody County Fair in the Open Class division. Paintings and wall hangings must be ready to hang.

The Moody County Fair reserves the right to combine or divide any lot as deemed necessary. Exhibitors may enter a maximum of 4 entries per lot. There is no charge to the exhibitor for entering exhibits in open class.

Persons under the age of 18 as of July 20, 2023, will be judged in the junior division. Please use the entry tags for junior entries with a “J” in front of the lot number and include age of the exhibitor on the entry card. Juniors should be non-4-H.

Every precaution will be taken for the safekeeping of all articles, but the Moody County Fair, SDSU Extension Service, Moody County Extension staff and volunteers will not be held responsible for any loss, damage or injury that may occur during the judging process or display.

Exhibits may be entered on Wednesday, July 19 from 9-12:00 p.m. only at the Armory.

However, literature exhibits are to be entered at the Moody County Extension Office by 3 p.m., Friday, July 14 so the judge has adequate time to read and evaluate entries before the county fair.

Exhibits will be released from 9:00-10:30 a.m. on Saturday, July 22. Please make arrangements to have your exhibits picked up no later than 10:30 a.m. The Armory must be cleaned that morning. The Moody County Fair, volunteers, and Moody County Extension Service staff are not responsible for exhibits remaining after 11 a.m., July 22.

If your exhibit makes it to State Fair you are responsible for making arrangements to pick up your exhibit at the Women’s Building in Huron on September 4th. AWARDS

A “Best of Show” may be selected in each Division, and the exhibitor will be awarded a rosette. Judges have the right not to select a “Best of Show” in a division based on quality of the entries. A Top Exhibitor in each division (based on a point system) will be selected to receive a rosette. Rules: Canned goods may be opened if deemed necessary by the judge. Leave jar ring on jar. The following information must be included with exhibit. Ingredients, method used (raw or hot pack), time of processing (time on pressure or time in hot water bath), and date processed. The lack of this information will disqualify the entry. Current information on food processing can be obtained from the Moody County Extension Office.

One top exhibit from the jellies or pickles lots will be selected as eligible to represent the Moody County Fair at the South Dakota State Fair in the County Fair “Best of Show” Division. To be eligible to compete in the County Fairs “Best of Show” division at the SD State Fair, jellies must be in one-half pint clear glass jars, pickles must be in one-pint clear glass jars. Division 7: PHOTOGRAPHY

Rules: Photographs must be at least 8” X 10” with a maximum size allowable to be 11” X 17”. All photographs must be mounted, not matted, on a 16” X 20” WHITE mat board (not poster board) which is available at office supply stores, arts and crafts supply stores, etc. No framed or matted photographs will be accepted. White borders on photographs should be removed or covered. Cutting on edges should be straight. Photograph finish is the choice of the exhibitor. Either matte or glossy finish will be accepted. All photographs should be suitable for family viewing. Dates in the corner of photograph can be a distraction. No preparation for hanging is necessary. Identify camera type used: Smartphone, point and shoot or SLR. One exhibit will be eligible to be in the State Fair “Best of Show” Division.

Cut flowers should be brought to the fair in a suitable disposable container. Only natural foliage, which grows on the stem, is to be shown. Some flower stems are naturally devoid of foliage and must be shown that way. Cut flowers become the property of the Moody County Fair.

Flandreau Santee Sioux Tribal Health Clinic Behavioral Health Case Manager

Summary: The Behavioral Health Case Manager is a liaison for clients with mental health and/or chemical dependency conditions in an effort to coordinate services and resources needed to meet their recovery goals in a culturally competent manner. The case manager will work to provide strength based psychiatric, social, nutritional, educational, vocational, employment, housing, transportation, recreational, legal, and advocacy needs of clientele. The Behavioral Health case manager will also support the administrative tasks of the Behavioral Health Department with duties not limited to coordinating care with substance use treatment facilities; provide transportation to various appointments when appropriate and administrative duties as needed.

Experience and/or education: Bachelor Degree in the Behavioral Science field. 1-2 years’ experience in case management with scheduling, project management and coordination functions. Experience with multi-tasking. Customer service skills preferred.

FSST Health Clinic Accounts Receivable/Billing Specialist

Summary: This position works to ensure the accurate submission of all claims to third party payers according to policy and billing regulations and the collection and posting of accounts to third party payers of the Flandreau Santee Sioux Tribal Health Center. The Accounts Receivable Billing Specialist is responsible for making sure accounts are being reimbursed correctly and in a timely manner from all insurance companies. The ARB Specialist ensures revenue by verifying and posting receipts resolving discrepancies when required.

Education/Experience: High School diploma or GED required. Minimum of two (2) years of medical billing experience required. Vocational training in medical billing a plus. Provider credentialing experience preferred. RPMS and eProvider Solution experience preferred; working knowledge of medical terminology and knowledge of basic medical coding practices.

Summary: the alcohol and drug Addictions Counselor (AC) will provide integrated client and group focused services to all eligible Native Americans in an out-patient setting. The AC is responsible for providing culturally competent services that respects and ensures client-group confidentiality and their inclusion in treatment planning and evaluations. The AC will ensure that client-group continuity of care needs are met by on-going assessment, treatment planning, and care, evaluation, aftercare and case management services.

Education and/or experience: Graduation from an accredited college or university with a bachelor’s or master’s degree program in addiction. A minimum of five (5 years) of professional work experience in any government, private or non-profit organization.

EGAN CITY MINUTES REGULAR MEETING June 21, 2023

The Board of Trustees of the City of Egan, South Dakota met in regular session on June 21, 2023 at Egan City Hall, 110 W 3rd Street, Egan, SD.

Present: Board of Trustee members John Steinhauer, Jerome Olson, Cody Chamblin, Nancy Hansen, and Brad Judstra. Also present were: Lori Von Eye, Harvey Donley, Mike Hein, Colin Kelley, Norm & Donna Koehn, Lori Halvorson, Thomas Varvais, Dana Walters, Ryan & Val Kappel, Barb Warborg, Carol Larson, Denise Hollaren, Les Fenicle, and Zachary Stewart. Meeting was called to order by Chairman Chamblin.

Motion by Judstra, second by Olson, to approve the agenda. All present voted “aye.” Motion by Judstra, to approve minutes of May 17, 2023 and June 14, 2023, amended by Steinhauer to change minutes of May 17, 2023, to change Olson to Hansen as seconding Chairman motion. Second by Hansen. All present voted “aye.”

Public Comment: John Steinhauer turned in his keys, a bid sheet, addressed the board. Vice Chairman Steinhauer exited the meeting.

Zoning: Ryan Kappel Variance – Motion by Judstra, second by Olson to approve a 65’ variance to the required 75’ front yard setback in the “A” Agricultural District for a deck. All present voted “aye.” Reviewed building permits issued.

New Business: Denise Hollaren requested the Board review Zoning Section 4.05.01 Parking, Storage, or Use of Major Recreation Equipment. Discussion was had. Motion by Judstra, second by Hansen, to start amendment proceedings to Zoning Section 4.05.01. All present voted “aye”. Colin Kelley from Imeg Corp gave a presentation on future road signs to be installed in the Summer of 2024 or 2025. Personnel will be in town within the next view weeks taking inventory. Motion by Olson, second by Judstra , to approve the Special License Fee application and establish a fee of $25.00 per event. All present voted “aye”.

Mayor Dan Sutton encouraged residents to attend the Flandreau Fridays Event, which will be held in downtown Flandreau on June 23, 2023 beginning at 5:00 pm. There will be several vendors, including food vendors, and live entertainment. Sutton also reminded citizens there will be a partial street closure for the event, but assured residents that the Flandreau Fridays Committee has an emergency plan in place should anyone need medical assistance while attending the event. The Mayor also spoke with Brenda Red Wing, an engineer with the BIA, on the status of the Crescent Street Bridge Project. Red Wing informed Sutton they are awaiting federal grant funds, but is hoping to hear soon if funds will be awarded to rebuild the bridge. Mayor Sutton has also been in contact with FSST Tribal Chair Tony Reider in regards to the payment in lieu of taxes agreement between the City and the Tribe. Mayor Sutton, along with Administrator Turnquist, Finance Officer Kneebone, and Bill Nibbelink attended a pre-construction meeting for the new fire station. Sutton announced that there will be a ground breaking ceremony on June 29th at 10:00 am at the site of the new fire station.

City Administrator Cohl Turnquist also encouraged residents to attend the Flandreau Fridays Event on June 23rd. Turnquist thanked everyone involved in the Fire Station Project and informed the Council that he issued the notice to proceed to WS Construction. The Airport Board will be meeting soon to review appraisers for the airport expansion project. The Housing Authority Board will also be meeting to discuss possible housing expansion in town. Turnquist spoke with Aquatic Center Manager Lori Williams about the difficulties of staffing the pool on the weekends. Turnquist mentioned to Council the possibility of providing incentives to pool employees who work the weekends. A sales tax update was given to the Council and Turnquist stated the numbers are down slightly from 2022, but stated the City is still in line with what was budgeted for sales tax revenue for 2023.

Motion by Fargen and seconded by Ahlers to approve the Administrator’s Reports. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.

Old Business: Second Reading of Ordinance No. 613-IPMC Book Adoption was held. Administrator Turnquist recommended that the Council adopt these codes as they are widely used throughout the state. Alderman Bjerke spoke in favor of adopting the Ordinance, but would like to change the wording of Section 303.2, which deals with underground and above ground pools. After much discussion, the Council decided to adopt the IPMC Codes, but to revisit them in the future to rewrite Section 303.2.

Motion by Ekern and seconded by Fargen to adopt Ordinance No. 613-IPMC Book Adoption. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.

Second Reading of Ordinance No. 614-Amending Parking Regulations was held. This ordinance states that the same regulations used for vehicle parking on front yards will now be in effect for rear yards also. Vehicles must be parked on a hard surface, which would include gravel, asphalt or concrete.

Motion by Yeaton and seconded by Bjerke to approve Ordinance No. 614-Amending Parking Regulations. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.

New Business: In a move to reorganize the City Electric Department, administration has created the Journey Electrician position and corresponding wage scale. The City Journey Electrician will serve under the Electric Superintendent and must obtain both their Journey Electrician and Journey Lineman Certifications. The wage scale associated with the position contains five steps ranging from $31.95/ hourly to $35.96/hourly.

Motion by Ahlers and seconded by Tufty to approve the Journey Electrician position and wage scale. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.

Motion by Bjerke and seconded by Fargen to approve the placement of Adam Feste at Step 3 of the City Journey Electrician Wage Scale at a wage of $33.90/hourly. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.

Motion by Yeaton and seconded by Ekern to approve the On-Sale Special Alcoholic Beverage licenses for Bar X Bar and Fat Boys Bar for the Flandreau Fridays event, which will be held on June 23, 2023. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.

Motion by Tufty and seconded by Yeaton to accept the quote from Pulscher Brother’s Construction for the replacement of the City Park Picnic Shelter. The total cost for the project is $15,656.78, which includes a new steel roof and gable replacement. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.

On an assigned shift: operate a patrol vehicle, foot patrol suspicious activities or persons, and disturbances of law and order; respond to radio dispatched calls, answer calls and complaints; issue traffic and criminal citations; control individual and group actions through verbal direction and/or the employment of necessary physical force; make custodial arrests and testify in court; provide police escorts and transports; perform residential and commercial checks; investigate traffic accidents; interview victims, witnesses and suspects to obtain additional information regarding criminal complaints, accidents, violations, etc.; conduct searches; complete arrest records; prepare reports and record evidence. Participate in a variety of inservice and special training programs, respond to and investigate domestic disputes, assist other agencies when requested or assigned, transport and care for prisoners as assigned.

Qualifications & Requirements:

Applicant must be currently certified through the state of South Dakota or Bureau of Indian Affairs. Applicants that have any felony convictions or felony deferred judgments will be disqualified from the process. Applicants with any misdemeanor convictions (non-traffic) or misdemeanor deferred judgments within the last 36 months will be disqualified from testing. No illegal drug usage within the last 36 months. Applicants who have used drugs within the last 36 months will be disqualified from testing. Education: you must have either a high school diploma or G.E.D. Must be 21 years of age at the time of appointment and possess a valid Driver’s License. You must be a U.S. Citizen or eligible to work in the United States. You must complete P.L. 101-630 background check and any other background checks that may apply for this position.

Education and Experience: Applicant must have a G.E.D. or High school Diploma, Applicant must be currently certified through the state of South Dakota or Bureau of Indian Affairs, Associates Degree in Criminal Justice preferred, 2-3 years law enforcement experience strongly preferred.
