Full Time – Business Office/Central Supply Manager

Summary: This person will assist in day-to-day accounting functions of the facility in accordance with current acceptable accounting and cost reimbursement principles relating to the long-term care operation. Additionally, the Manager will ensure that adequate supplies of medical and non-medical items are available for use by staff and residents and will maintain accurate inventory records; responsible for managing the ordering, receiving and storage of supplies. This position does have supervisory responsibilities.

Education/Experience: High school diploma or Equivalent Required. Must have, as a minimum, one (1) year experience in bookkeeping or accounting practices. Experience in health care accounting preferred but not required.

Full Time – Grant Writer

Summary: The Grant Writer is a member of the business development team, responsible for conducting the full range of activities required to identify, prepare, submit and manage grant proposals. The Grant Writer will perform prospect research to evaluate prospects for grants. The Grant Writer will work with finance and program staff to gather the needed information to apply for funding and ensure reporting compliance with funders on all grant programs. The Grant Writer is responsible to single out and seek funds for existing and future Flandreau Santee Sioux Tribe (FSST) projects.

Education/Experience: A Bachelor of Arts degree in business or public administration, community planning, or communications or combination of both education, training and experience in tribal government, contract and grant writing, and community development proposals totaling three to five (3-5) years.

Full Time – Education Coordinator

Summary: Performs the following tasks in compliance with the 638 BIA Contract Program- BIA/AVT Higher Education and the Johnson O’Malley Program. Oversees the implementation and supervision of grant programs awarded to FSST Education under the authority of the Flandreau Santee Sioux Tribe. Provides assistance in the development, planning, evaluation and coordination of activities related to community education and program development. Targets FSST enrolled youth and FSST members to recruit into higher education programs and universities, adult education programs, or other related assistance. May supervise temporary Summer Youth Coordinators when the Summer Youth Program is active.

Education/Experience:

• Bachelor’s Degree required with Education focus preferred, 2 -3 years of experience with higher education programs, grant writing, scholarships or other similar related duties str ongly preferred.

• Possession of a valid SD Driver’s license and insurable by the FSST. Willingness to use personal vehicle in the course of employment. Must submit to a pre -employment drug and alcohol screening and P.L. 101 -630 background check.

• Ability to handle multiple tasks and/or projects and occasionally work odd hours.

Summary: The Behavioral Health Case Manager is a liaison for clients with mental health and/or chemical dependency conditions in an effort to coordinate services and resources needed to meet their recovery goals in a culturally competent manner. The case manager will work to provide strength based psychiatric, social, nutritional, educational, vocational, employment, housing, transportation, recreational, legal, and advocacy needs of clientele. The Behavioral Health case manager will also support the administrative tasks of the Behavioral Health Department with duties not limited to coordinating care with substance use treatment facilities; provide transportation to various appointments when appropriate and administrative duties as needed.

Experience and/or education: Bachelor Degree in the Behavioral Science field. 1-2 years’ experience in case management with scheduling, project management and coordination functions. Experience with multi-tasking. Customer service skills preferred.

Summary: This position works to ensure the accurate submission of all claims to third party payers according to policy and billing regulations and the collection and posting of accounts to third party payers of the Flandreau Santee Sioux Tribal Health Center. The Accounts Receivable Billing Specialist is responsible for making sure accounts are being reimbursed correctly and in a timely manner from all insurance companies. The ARB Specialist ensures revenue by verifying and posting receipts resolving discrepancies when required.

Education/Experience: High School diploma or GED required. Minimum of two (2) years of medical billing experience required. Vocational training in medical billing a plus. Provider credentialing experience preferred. RPMS and eProvider Solution experience preferred; working knowledge of medical terminology and knowledge of basic medical coding practices.

Education and/or experience: Graduation from an accredited college or university with a bachelor’s or master’s degree program in addiction. A minimum of five (5 years) of professional work experience in any government, private or non-profit organization.

The City Council of the City of Flandreau, South Dakota, met in regular session on June 5th, 2023 at 6:30 p.m. at the City Council Chambers, 1005 W. Elm Avenue, Flandreau, SD.

Present: Mayor Dan Sutton. Aldermen: Curt Ahlers, Brad Bjerke, Mark Ekern, Mike Fargen, and Karen Tufty. Absent: Tim Yeaton. Visitors to Be Heard: Sargeant Rob Neuenfeldt introduced two new police officers to the Council. Amelia Knuth and Trey Andrews are both recent hires for the City of Flandreau Police Department and were present at the meeting and stated they are both happy to be working in Flandreau.

Curt Puetz, from Vertical Vision out of Brookings spoke to the Council about doing aerial photo coverage of the construction of the new Fire Station. Puetz proposes to fly a drone camera over the construction site once a week during the project and take aerial pictures of the progress of the project. There is no cost to the City or WS Construction for this service.

Motion by Bjerke and seconded by Tufty to allow Curt Puetz from Vertical Vision to supply aerial photography of the Fire Station Project, pending approval by WS Construction. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen and Tufty. Nays: None. Absent: Yeaton. Motion carried.

Mayor Dan Sutton thanked volunteers Val Smith, Mary Beth Sutton, Cohl and Dacey Turnquist and Lori Kneebone for helping plant the flowers on main street. City Crews and volunteers will take care of the watering duties throughout the remainder of the summer months. Sutton gave an update on the Fire Station project. The final paperwork has been sent to Rural Development’s National Architect to review. Mayor Sutton is hoping to have a ground breaking ceremony soon. The Housing Authority Committee is planning to meet at the end of June and address the housing needs of the City. Sutton informed Council that additional apartment complexes are a need.

Administrator Cohl Turnquist informed Council that the Flandreau Aquatic Center had its opening day on Monday, June 5th. Turnquist thanked the Public Works Department, Aquatic Center Manager Lori Williams and the staff of the Aquatic Center for all the preparation work getting ready for opening day. The state and county will no longer be licensing golf carts, so Turnquist requested that the Council begin to think about a possible City Golf Cart Policy. The Planning and Zoning Board met at 5:15 on June 5th and approved four variances and one conditional use permit. Vally Fibercom has been locating in Flandreau, and residents are encouraged to pull the flags when mowing, and place them back in their yards when finished. Motion by Fargen and seconded by Ekern to approve the Administrator’s Reports. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen and Tufty. Nays: None. Absent: Yeaton. Motion carried.

New Business: Caitlyn Christy with the Boys and Girls Club presented information to the Council about the Club’s Annual Raffle Drawing, which is currently taking place. Five hundred tickets are being sold for $30/each for the chance to win an Old Hickory Playhouse Shed or $3,000 cash. There will be an event at the Boys and Girls Club on Wednesday June 28 at 5:30 with a free meal, games, prizes, and other family activities, with the grand prize drawing to be held at 6:30. You do not need to be present to win. If you’re interested in purchasing a ticket to support the Boys and Girls Club, you can check local businesses or contact a member of the Boys and Girls Club Board of Directors.

Yancie Harris and other members from the Flandreau Fridays Committee were in attendance promoting the Annual Flandreau Fridays Event, which will be held on June 23rd from 5:00-9:00 in downtown Flandreau. There is a rain date scheduled for June 30th. Harris presented Council members with a tentative schedule of events, which includes live entertainment, several different vendors, along with specials from local businesses. Flandreau Fridays Committee Members thanked the City for their financial support of this event and encourages all residents to attend this fun evening celebrating the different cultures and diversities within the City of Flandreau. A street closure is being planned for portions of 2nd street between Center St. and Crescent St. and part of Wind St. between Second St. and Pipestone Ave. from 2:00 pm through 11:00 pm on the day of the event. Committee members are working with local business owners to ensure their businesses can still be accessed during business hours.

Motion by Fargen and seconded by Tufty to approve the proposed Street Closure Request for Flandreau Fridays. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen and Tufty. Nays: None. Absent: Yeaton. Motion carried.

Code Enforcement Officer Tim Austin spoke with Council Members about adopting the International Property Maintenance Codes, specifically chapters one through three. By adopting the International Property Maintenance Codes, Austin would have the authority to condemn properties and to more efficiently do his job. Austin and City Administrator Cohl Turnquist currently work together to determine Code Violations, which would not change if the new maintenance codes are adopted. Austin praised the citizens of Flandreau for being respectful and pleasant to work with. Austin told Council not to eliminate the City’s current Code Enforcement Ordinances, but to supplement the current ordinances by adopting the International Property Maintenance Codes. Alderman Bjerke expressed concerns about some of the Codes being too “heavy-handed”. Alderman Tufty agreed that adopting more codes, but not enforcing all of them, could lead to problems.

After much discussion, a motion was made by Alderman Bjerke and seconded by Alderman Fargen to consider adopting Chapters One through Three of the International Property Maintenance Code Manual, upon further Council Review. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen and Tufty. Nays: None. Absent: Yeaton. Motion carried. More discussion on adopting additional enforcement codes will take place at the next council meeting on June 20th during the Second Reading of Ordinance No. 613.

First Reading of Ordinance No. 613 was held. Ordinance No. 613 is an Ordinance for adoption of the International Property Maintenance Code Book.

First Reading of Ordinance No. 614 was held. Ordinance No. 614 is an Ordinance that amends existing Title 13 Traffic Code.

Motion by Fargen and seconded by Bjerke to approve Resolution 2023-16, Amending Resolution 2022-16. Resolution 2023-16 amends the principal borrowing amount from First Savings Bank for the Fire Station to include the additional $475,000, which will allow the City to issue bonds for a total principal mount of $1,950,750. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen and Tufty. Nays: None. Yeaton. None. Motion carried.

Motion by Ahlers and seconded by Ekern to approve the Step Increase for Police Officer Raleigh Burk, placing him at Step 4 of the certified Officer Scale at a wage of $24.80/hourly. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen and Tufty. Nays: None. Absent: Yeaton. Motion carried.

Motion by Ahlers and seconded by Bjerke to approve the placement of Trey Andrews at Step 3 of the Certified Police Officer Wage Scale at $24.62/ hourly. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen and Tufty. Nays: None. Absent: Yeaton. Motion carried.

Motion by Ekern and seconded by Tufty to approve the placement of Roy Bledsoe and Earl Decoteau at a wage of $11/hourly to assist the Parks Department with routine maintenance and other duties as assigned. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen and Tufty. Nays: None. Absent: Yeaton. Motion carried.

Motion by Fargen and seconded by Ahlers to approve the placement of Eshiah Morrow on the Aquatic Center Wage Scale at a wage of $11.33/ hourly. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen and Tufty. Nays: None. Absent: Yeaton. Motion carried.

Motion by Ahlers and seconded by Tufty to approve the placement of Lizzie Pavlis on the Aquatic Center Wage Scale at a wage of $11.94/hourly. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen and Tufty. Nays: None. Absent: Yeaton. Motion carried.

Motion by Fargen and seconded by Bjerke to go into Executive Session on a Personnel Matter at 8:10 p.m. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen and Tufty. Nays: None. Absent: Yeaton. Motion carried.
