Discussion was held with the following comments: the bridge is redundant as the Highway 13 Bridge was built in 1968 to replace the Crescent Street bridge; using the bridge as a bike path may be better; and the bridge is historic and should be repaired. The Mayor informed Council that he and the City Administrator will be meeting with Game, Fish and Parks on Wednesday, June 7th pertaining to the Flandreau dam. The City Administrator stated that a preconstruction meeting for the water and wastewater upgrade project was held on May 22nd with all but the utility companies present. Another preconstruction meeting was held today for the utility companies. First Avenue was milled last week and the work began today between Wind and Lindsay. A community meeting is scheduled for tomorrow, June 6th at the Community Center at 7:00 p.m. where the engineer and contractor will be present to describe the project and answer questions. The new ladder truck has arrived and is inside the building. The old truck is outside. In the near future, items for Council to declare as surplus will include the old truck. Council packets are currently mailed on the Thursday preceding the Council meeting. Discussion was held whether to mail or hand deliver the packets as they are sometimes received late; the consensus
was to continue to mail the packets as they are available online should it be delayed in the mail. Eng Services would like to begin curbside recycling in July on the 2nd and 4th Wednesday of the month with residents signing up for the service so they know where to schedule pickup. Special recycling bins may be purchased later but are not necessary to begin the curbside recycling service. A photo of the new scoreboard with sponsorship signs was provided by Randy Wilts for Council review. Motion by Smith and seconded by Sample to approve the Administrative Reports. Three bids were received as follows: Bob’s Electric - $88,355.00 - Flandreau, SD Tyler Electric - $88,831.00 - Tyler, MN Efraimson Electric - $97,270.87 - Bryant, SD Although the engineers recalculated the bids submitted and showed that Tyler Electric overstated their bid by roughly $5,000.00, the Council was still interested in awarding the bid to Bob’s Electric due to the fact that the City has a lot of experience working the business. A motion was made by Smith and seconded by Tufty to award the bid in the amount of $88,355.00 to Bob’s Electric for the Meter Cutover, Phase 3. A motion was made by Sutton and seconded by Smith to approve the Moody County Dispatching Services Agreement for 2018 in the amount of $51,500. SUMMARY: This position will perform a variety of patient care, office and laboratory duties, and often work chair-side as dentists examine and treat patients. Motion by Veldkamp, seconded by Miles to authorize Chairman Doyle to sign the County Striping and Continuing Maintenance Contract between Moody County and the State of South Dakota. All voted “aye”. Discussion was held on the Moody County Fair Board. Motion by Bruning, seconded by Veldkamp to place the Moody County Fair Board under the authority of the Moody County Commission. All voted “aye”.
