CHLORAMINES & FISH A Change in Big Sioux’s water treatment will affect your aquarium treatment procedures. Since the City of Flandreau purchases its water from Big Sioux, this change affects Flandreau residents. In the past the drinking water produced by Big Sioux Community Water was disinfected by using free chlorine. In the very near future the disinfectant will be changed to chloramines. Although chloramines help to make your water safe to drink, they are toxic to fish, reptiles and amphibians. Chloramines must be removed from the water these animals live in. Unlike free chlorine, chloramines do not dissipate rapidly from water, so you will need to take extra steps to remove them. Here are some facts you should know: What are chloramines? Chloramines are another form of disinfectant which is used to kill potentially harmful bacteria in water. Chloramines are a combination of chlorine and ammonia and both can be toxic to fish and amphibians.

Why are chloramines toxic to fish? Chloramines are a combination of chlorine and ammonia, both of which are toxic to fish. When people, animals or birds swallow water that contains chloramines, the chlorine and ammonia is neutralized by the digestive system before it reaches the blood stream. Fish and other marine life, however, don’t just swallow water – they breathe it. When the water contains chloramines, these substances enter directly into the blood stream and chemically bind to iron in the red blood cells, which makes it difficult for those cells to carry oxygen. Eventually, fish may “suffocate” from lack of oxygen.

Are chloramines toxic to both saltwater and freshwater fish? Yes. Chloramines affect saltwater fish in the same way that they affect freshwater fish.

How can I remove chloramines from the water? As chloramines break down, either naturally or through the use of dechlorination chemicals, ammonia is released. This ammonia must be removed from the water in the fish tanks or ponds prior to coming into contact with the fish or amphibians. Ammonia may be removed by specific agents to remove chloramines and ammonia, natural zeolites or a high grade granular activated carbon filter. Contact your local pet store to determine the best method for removing chloramines in your situation. Will letting water sit for a few days cause chloramines to disappear? No. Unlike free chlorine, which dissipates when water sits for a day or two, chloramines may take weeks to disappear. Do chloramines have to be removed if only a small amount of water is added to an aquarium or pond to make up for evaporation loss? To know for sure, you will have to monitor for total chlorine residual. Chloramine residuals in water used to keep fish should be kept below 0.1 mg/L. Total chlorine test kits are available from pet stores, pool supply stores and chemical supply houses. Make sure, however, that the kit is for “total chlorine” or “combined chlorine” not “free chlorine”. A free chlorine test of chloraminated water would read zero but still be toxic to fish. Will a carbon filter remove chloramines? Yes. To be effective, however, it must contain high quality granular activated carbon and you must permit sufficient contact time between the water and the carbon. Will reverse osmosis remove chloramines? No. Salts can be caught by the permeable membrane but chloramines pass through easily. Will boiling remove chloramines from water? No. Boiling is not an effective way to remove chloramines from water. The only practical methods of removing chloramines from water are using a water conditioner which contains a dechloraminator or by using granular activated carbon. Ask your pet supplier for instructions on how to use these products. The City Council of the City of Flandreau, South Dakota, met in regular session on Monday, May 15th, 2017 at 6:30 p.m. at the City Council Chambers, 1005 W. Elm Avenue, Flandreau, SD. Present: Mayor Mark Bonrud. Aldermen: Brad Bjerke, Bob Pesall, Bart Sample, Ron Smith, Dan Sutton, and Karen Tufty. Absent: None. Also present were Donald Whitman, City of Flandreau; Gail Gullickson, Grady Gullickson, Jaycie Pulscher, Elizabeth Hursey, Madeline Hursey, Happy Youngsters 4-H Club Swing Set Project; Jan Zephier, Flandreau Park Board Request; and Hannah Koeller, Moody County Enterprise. The proposed agenda was reviewed. Motion by Sutton and seconded by Sample to adopt the proposed agenda. The following members voted aye: Bjerke, Pesall, Sample, Smith, Sutton, and Tufty. Nays: None. The Happy Youngsters 4-H Club provided an update to Council on their progress in raising money through fundraisers and grants to replace the swing set behind the Community Center. To date, they have raised $6,678.23 which is $1,768.77 short of their goal of $8,447. They asked Council if the City could fund the shortfall amount. Motion by Smith and seconded by Sample to provide $1,768.77 in funding toward the replacement of the swing set behind the Community Center. The following members voted aye: Bjerke, Pesall, Sample, Smith, Sutton, and Tufty. Nays: None. Absent: None. Motion carried. Jan Zephier, Flandreau Park Board, made a presentation to Council requesting the Park Board be allowed to install a small playground at the northeast corner of the Japanese Garden Pavilion. The playground equipment will cost approximately $1,000 and will be totally funded by Park Board funds. The playground area will be fenced with a locked gate and will only be open during Cardinal games. The proposal was discussed at length. Council feels the playground should be available to everyone and requested it remain unlocked this first summer to see how well it works. Motion by Tufty and seconded by Sutton to allow the playground to be established and remain unlocked for at least this first summer. The Mayor reported that he has a meeting scheduled later in the week concerning the Crescent Street Bridge. The City Administrator reported that a pre-construction meeting on the next phase of water and sewer line replacements is scheduled for this Friday at 10:00 a.m.; the contractor hopes to start the project next Monday, May 22nd, according to the preliminary schedule submitted. A community meeting is being scheduled so the work that will be done can be explained prior to construction. The anticipated opening date of the Aquatic Center is Saturday, May 27th; there are enough certified lifeguards returning for the upcoming season. Most work is complete on the first phase of the water and sewer line replacements. The largest item left is the chain link fence around the lift station. The contractor is finished on the downtown streetlight project with a small amount of work remaining that is the responsibility of the City. The electric project previously budgeted to hook up the generator at the Community Center has been completed. The generator needs to be taken to the site, hooked up and tested. As advertised, a hearing was to consider the application submitted by Blue Jays for a temporary Beer License and Consuming/Blending License Permit for July 29, 2017. Motion by Bruning, seconded by Miles to approve the Library Subsidy Agreement with FSST and the City of Flandreau both contributing $10,000. All voted “aye”. Motion by Miles, seconded Bruning to move Erica Rorvik to Full Time salaried Librarian at $38,750/yr effective May 29, 2017. All voted “aye”. Skroch informed the Board the City of Colman is going to paint and carpet the Colman Library at no cost to the County. The Library will still be operating out of the Big Room at the Colman Community Center. Discussion was held on the Sheriff sidewalk project.
