17, 2023

The Board of Trustees of the City of Egan, South Dakota met in regular session on May 17, 2023 at Egan City Hall, 110 W 3rd Street, Egan, SD.

Present: Board of Trustee members John Steinhauer, Jerome Olson, Cody Chamblin, Nancy Hansen, and Brad Judstra.

Meeting was called to order by Chairman Steinhauer.

Motion by Olson, second by Chamblin, to approve the agenda. All present voted “aye.”

Motion by Judstra, second by Hansen, to amend and approve the April 19, 2023 meeting minutes as follows: delete John, Steinhauer, Chairman from the signature line and add Cody Chamblin, Vice Chairman. All present voted “aye.

Old Business: Motion by Judstra, seconded by Chamblin, to approve the 2024 Law Enforcement Contract with Moody County. All present voted “aye”. Discussion on clean up day success.

Motion to adjourn by Olson, seconded by Hansen. All present voted “aye”.

New Business: Meeting called to order by Finance Officer Duncan and Oaths of Office were given to Nancy Hansen, Trustee IV and Jerome Olson, Trustee V. Motion by Judstra and seconded by Olson to nominate Chamblin as Chairman. All voted “aye”. Motion by Chamblin and seconded by Hansen to nominate Steinhauer as Vice-Chairman. All voted “aye”. Committee assignments are as follows: Cody Chamblin - Parks & Maintenance; Nancy Hansen - Compliance & Personnel; Brad Judstra - Compliance & Parks; Jerome Olson –Compliance & Personnel; John Steinhauer – Maintenance & Streets. Summary: The Grant Writer is a member of the business development team, responsible for conducting the full range of activities required to identify, prepare, submit and manage grant proposals. Summary: Performs the following tasks in compliance with the 638 BIA Contract Program - BIA/AVT Higher Education and the Johnson O’Malley Program. Oversees the implementation and supervision of grant programs awarded to FSST Education under the authority of the Flandreau Santee Sioux Tribe. Provides assistance in the development, planning, evaluation and coordination of activities related to community education and program development. Targets FSST enrolled youth and FSST members to recruit into higher education programs and universities, adult education programs, or other related assistance. May supervise temporary Summer Youth Coor dinators when the Summer Youth Program is active.

Education/Experience:

• Bachelor’s Degree required with Education focus preferred, 2 -3 years of experience with higher education programs, grant writing, scholarships or other similar related duties str ongly preferred.

• Possession of a valid SD Driver’s license and insurable by the FSST. Willingness to use personal vehicle in the course of employment. Must submit to a pre -employment drug and alcohol screening and P.L. 101 -630 background check.

• Ability to handle multiple tasks and/or projects and occasionally work odd hours.

• Must be able to communicate effectively both verbally and in writing to interface with a wide range of stakeholders, internal staff, advisory/school boards/parent boards, committee members and community members as well as young people and parents.

• Direct experience with native youth and cultural sensitivity and knowledge education program planning, development, implementation and evaluation strongly preferred.

Summary: The Behavioral Health Case Manager is a liaison for clients with mental health and/or chemical dependency conditions in an effort to coordinate services and resources needed to meet their recovery goals in a culturally competent manner. The case manager will work to provide strength based psychiatric, social, nutritional, educational, vocational, employment, housing, transportation, recreational, legal, and advocacy needs of clientele. The Behavioral Health case manager will also support the administrative tasks of the Behavioral Health Department with duties not limited to coordinating care with substance use treatment facilities; provide transportation to various appointments when appropriate and administrative duties as needed.

Experience and/or education: Bachelor Degree in the Behavioral Science field. 1-2 years’ experience in case management with scheduling, project management and coordination functions. Experience with multi-tasking. Customer service skills preferred.

FSST Health Clinic Accounts Receivable/Billing Specialist

Summary: This position works to ensure the accurate submission of all claims to third party payers according to policy and billing regulations and the collection and posting of accounts to third party payers of the Flandreau Santee Sioux Tribal Health Center. The Accounts Receivable Billing Specialist is responsible for making sure accounts are being reimbursed correctly and in a timely manner from all insurance companies. The ARB Specialist ensures revenue by verifying and posting receipts resolving discrepancies when required.

Education/Experience: High School diploma or GED required. Minimum of two (2) years of medical billing experience required. Vocational training in medical billing a plus. Provider credentialing experience preferred. RPMS and eProvider Solution experience preferred; working knowledge of medical terminology and knowledge of basic medical coding practices.

Mayor Dan Sutton informed the Council that he had been to several city meetings, including a tour of the Issaac Walton building and the Japanese Gardens at the City Park. City Officials are waiting for an update on the remodel project at the Japanese Gardens. Sutton contacted JLG Architect Firm regarding additional fees for the Fire Station, which have been pulled at this time. The Mayor reminds property owners to abide by the City’s compliance rules as the Code Enforcement Officer will be making periodic visits to Flandreau in the upcoming months. Sutton observed a court hearing on behalf of the City regarding outstanding code violations. Sutton informed the public and Council that those Code Violations are still ongoing. Mayor Sutton also reported that there will be a clean up day for City residents in Flandreau on September 9th and that wood items only will be collected at this time. City Administrator Cohl Turnquist informed Council that the Code Enforcement Officer has been through the City and there are still several properties with code violations. Turnquist stated the new police officer Austin Thielke, who was recently hired, has put in his 2 weeks resignation. Amelia Knuth, another recent hire for the Police Department, is in her last week of field training. City Crews have been working on the Aquatic Center and the tentative opening date of June 5th has been scheduled. The Aquatic Center is still looking for a few more employees. Turnquist has been working on the Grant Agreement from The Wellmark Foundation and wants to thank the Riverside Park Days Committee for agreeing to donate funds to this project, along with contributions from FDC and the City. Old Business: None. New Business: April Buller and Tucker Trout, from IMEG, presented information to the Council about an upcoming County Signing Project. This project comes at no cost to the City. Buller and Tucker will be doing a signage inventory for the City and the goal is to have all City signs replaced by the summer of 2025. Shane Waterman, Engineer with IMEG, also gave the Council an update on the Chip Seal Project and reported that contract information has been given to Administrator Turnquist and the project timeline is on track. In late May or early June, there will be a Utility Project Kickoff Meeting regarding the upcoming Water/Sewer Project and surveying is expected to begin soon. Corey Helms and Brooke Edgar from Helms and Associates informed Council members on the updates at the Flandreau Municipal Airport and the possible expansion project that has been in the planning stages for several years. Edgar stated Flandreau is nearing the end of the Environmental Assessment Period and the next step for the City is to approve the hiring of an appraiser for Land Acquisition of approximately 50 acres, along with 16 acres of easement for land needed for expanding the runway and reconstructing the current Hangar Taxilane. Funds for this project will be reimbursed with 90% Federal Grant Funds, 3.5% State Grant Funds and 6.5% City Funds. Aldermen Ekern and Fargen shared concerns about funding an airport that is rarely used. Both Helms and Edgar stated the importance of having an airport and listed reasons of economic development and safety with air ambulance access as some of the top benefits of implementing the expansion project. Alderman Bjerke said the Airport has not been a burden to the City, as it has been self-sufficient due to farm-land rent and hangar rental fees.
