The Flandreau Santee Sioux Tribe (the “Tribe”) is seeking a contractor to hay certain parcels in Moody County, South Dakota through a crop share agreement. The following shall apply:
1. Bidders required to bid on the following services:
a. Mowing and raking of hay grounds for crop share with FSST.
b. Round bailing of the specified lands with bales required to weigh over 1,500 lbs.
c. Delivery of FSST’s share of round bales to designated storage site.

The City Council of the City of Flandreau, South Dakota, met in regular session on May 6th, 2024 at 6:30 p.m. at the City Council Chambers, 1005 W. Elm Avenue, Flandreau, SD.

Mayor Sutton reported to the Council that a punch list walk through took place at the new Fire Hall on April 23rd. A final walk through of the building will take place before the City takes over possession of the building on or around May 15th, 2024. An Open House Event will take place, so community members can tour the new building. The Boys and Girls Club Expansion project will begin on May 15th, with the construction expected to take approximately a year. Sutton, along with Administrator Turnquist and Electric Superintendent Sherman, will be attending the annual meeting for Missouri River Energy Services in Sioux Falls. Sutton and Turnquist also plan to meet with the FAA to discuss airport projects. Mayor Sutton and Administrator Turnquist will also meet with Todd Meierhenry about possible funding options for housing development in Flandreau.
City Administrator Cohl Turnquist reported that the new playground equipment at the City Park has been installed. Rubber chips will soon be installed to complete the project. The yard waste site will be opening on Wednesday, May 8th, with hours of 3:00-7:00 pm and Saturday hours are 9:00 am-5:00 pm. Testing has been completed at the Duncan Elevator and some asbestos has been found, but will be removed and disposed of properly. Turnquist is working on a Capital Improvement Plan and will hold a workshop with Council members to discuss a 5-year project plan for the City. Updates are happening at the pocket park on main street and there are tentative plans to build a stage in the area to be used for various community events. Public Works Staff will be filling the swimming pool this week, with a tentative opening date set for the end of May.

Stuart Zephier, Executive Director for the Flandreau Athletic Hall of Fame, presented information to the Council about an upcoming fundraising event. Zephier is proposing to hold a sports carnival and street dance in downtown Flandreau on Saturday, July 6th. The Flandreau Athletic Hall of Fame Banquet will be held Sunday, July 7th at the Royal Room at the Royal River Casino. There was no one present to speak about the upcoming Flandreau Rodeo. Administrator Turnquist informed Council that Ethan Hill, owner of Grizzly Meats Locker, is planning to host a rodeo on the grounds by the locker on Saturday, June 1st.

EGAN CITY MINUTES May 15, 2024
The Board of Trustees of the City of Egan, South Dakota met in regular session on April 25, 2024 at Egan City Hall, 110 W 3rd Street, Egan, SD.
Present: Board of Trustee: Dana Walters, Nancy Hansen, Cody Chamblin and Michelle Ten Eyck, with Jerome Olson. Also present: Randy Roiger, Cameron Burleson, Mike Hein, Diane Olson, Ron & Ginger Campbell, Don Hansen, Sharon Sorenson, Mr & Mrs Sidney Wilkerson, Amanda Walters, Lori VonEye, Harvey Donley, Norm & Donna Koehn, Barb Warborg and Thomas VarVais. Old Business: Bonnie Hemmer with the Egan American Legion gave an update on the Avenue of Flags dedication scheduled for June 14th, 2024. The Legion had asked for 14 flags and now have 90 that have been purchased due to donations. The flag ceremony will be held at the church in Egan. Legion is requesting volunteers to assist with putting up flags and transporting attendees from parking to event space. Motion by Ten Eyck, second by Walters for the city to provide 2 porta potties for event. All present voted “aye”. Clean up day for Saturday, May 18th was reviewed and volunteers were requested. Replacement of Egan City bridge was discussed. Questions and concerns brought up by city residents and board. Kevin Goff with IMEG was present to address concerns and answer questions. Motion made by Olson, seconded by Ten Eyck to not replace the bridge and to pay known to date incurred cost of $9,200.00 to IMEG. All present voted “aye”, with Walter’s voting “nay”. Speed limit signs on main street will be placed by IMEG as part of the Moody County sign replacement/placement grant. There are currently no speed limit signs on the main street that goes through downtown. Motion by Walters, seconded by Hansen to increase principal payment by $100.00 on the BSRW loan. All present voted “aye”. Senior Center improvements were discussed. Ten Eyck will continue to get quotes on roof as leaks have been found. New carpet quotes have been obtained. Roof is a priority. Old Business: Motion by Ten Eyck, second by Walters to submit, through a grant, 3 speed signs at approximate cost of $1,000.00 per sign. All present voted “aye.” Signs will be placed throughout the city to deter speeding. Wellman stated these are lower cost due to an 80/20 grant. The deadline for the grant to be submitted is May 15th. Once received, expected in 2025, council will determine placement. Police contract questioned by Ten Eyck. Wellman stated without a contract the sheriff’s department will only respond to felony calls. Ten Eyck questioned Skroch on why a fire department contract was needed. Egan either has a contract or residents can pay a tax levy. Skroch to email that tax levy information to Finance Officer so council can determine which option is best financially. Colman fire department contract is still unsigned. Colman Fire Department volunteers and the City of Egan insurance company are working together on contract. Ten Eyck brought up the brush pile burning that took place on Good Friday weekend. It was brought to the board’s attention by Ten Eyck that 3 concerned citizens had contacted her about the actions of those in attendance at said event. Ten Eyck did state it was hearsay as she was not there. She stated that we need volunteers for any city event to sign a liability waiver prior to participating to protect the city and board members should hold themselves to a high standard. Also, alcohol should not be involved when making board decisions, nor when participating in city responsible events. Corrected - Roiger disagreed with the hearsay conversation then abruptly left the meeting. Ballfield fence openings have been fixed as requested. Clean up day is set for May 18th and the schedule provided by Eng’s was reviewed.
New Business: Motion by Ten Eyck, seconded by Hansen to increase rental cost of the Senior Center to $75.00 per day with a $250.00 deposit. All present voted “aye.” A new Use Contract will be drawn up and implemented. Agreed that the Legion, Seniors, and the Cemetery group will continue to use it at no charge, although all will need to sign a liability waiver. Motion by Hansen seconded by Walters to approve 2024 Law Enforcement Contract. All present voted “aye.” Motion by Chamblin, seconded by Ten Eyck to table the USDA Water loan principal payment increase until an updated amortization schedule is received. All present voted “aye.” Motion by Hansen, seconded by Ten Eyck to abate $2,950.00 from a 2018 special assessment. All present voted “aye.”

Parks: Mike will put together a list of materials needed to repair bleachers and the dugouts at the ballfield, then get an estimate. Improvements will need to be made to bring more activity to the field. Utilities: Water Loss report was at 4%.
