The Flandreau Santee Sioux Tribe (the “Tribe”) is seeking a contractor to hay certain parcels in Moody County, South Dakota through a crop share agreement The following shall apply:

1. Bidders required to bid on the following services:

a. Mowing and raking of hay grounds for crop share with FSST.

b. Round bailing of the specified lands with bales required to weigh over 1,500 lbs.

c. Delivery of FSST’s share of round bales to designated storage site.

2. Bids will be accepted only on a percentage crop share to the FSST.

3. Length of Contract: 5 years.

4. Description of land subject to the Agreement:

a. Twenty-two (27) acres of pasture located in the Northeast Quarter (NE1/4) and the Southeast Quarter (SE1/4) Section Twenty-three (23), Township One-Hundred Seven (107) North, Range Forty-eight (48) West of the Fifth Prime Meridian, Moody County, South Dakota; and

Full-Time Grant Writer

The Grant Writer is a member of the business development team, responsible for conducting the full range of activities required to identify, prepare, submit, and manage grant proposals. The Grant Writer will perform prospect research to evaluate prospects for grants. The Grant Writer will work with finance and program staff to gather the needed information to apply for funding and ensure reporting compliance with funders on all grant programs. The Grant Writer is responsible to single out and seek funds for existing and future Flandreau Santee Sioux Tribe (FSST) projects. A Bachelor of Arts degree in business or Pubic Administration, community planning, or communications or combination of both education, training, and experience in tribal government, contract and grant writing, and community development proposals totaling three to five (3-5) years

Recreation Coordinator

The Recreation Coordinator is responsible for coordinating, planning, organizing, and directing year -round sport and non-sport related activities or programs for all ages, but primarily targeting the tribal youth within the community. Provides and promotes safety, encouragem ent, motivation, and wellness to all members of the community center. High School Diploma or 2-3 years’ experience in the Recreational department is required; a degree in Recreation and Community Programming with a strong background in youth mentorship is greatly preferred. Must pass be able to pass and maintain a PL 101.630 Character Background Check. Must pass a pre -employment drug/alcohol screen. Skill in First Aid and CPR Certification. Must be able to communicate effectively both verbally and in writin g to interface with a wide range of clientele, internal staff, external service providers, committee members, and community members as well as young people and parents; both publicly and meeting style. Must have extensive knowledge of Native American issues, customs, culture, and history; both in contemporary setting and historically. Possession of a valid driver’s license and insurable by the FSST.

Mayor Sutton reported to the Council that a punch list walk through took place at the new Fire Hall on April 23rd. A final walk through of the building will take place before the City takes over possession of the building on or around May 15th, 2024. An Open House Event will take place, so community members can tour the new building. The Boys and Girls Club Expansion project will begin on May 15th, with the construction expected to take approximately a year. Sutton, along with Administrator Turnquist and Electric Superintendent Sherman, will be attending the annual meeting for Missouri River Energy Services in Sioux Falls. Sutton and Turnquist also plan to meet with the FAA to discuss airport projects. Mayor Sutton and Administrator Turnquist will also meet with Todd Meierhenry about possible funding options for housing development in Flandreau.

City Administrator Cohl Turnquist reported that the new playground equipment at the City Park has been installed. Rubber chips will soon be installed to complete the project. The yard waste site will be opening on Wednesday, May 8th, with hours of 3:00-7:00 pm and Saturday hours are 9:00 am-5:00 pm. Testing has been completed at the Duncan Elevator and some asbestos has been found, but will be removed and disposed of properly. Turnquist is working on a Capital Improvement Plan and will hold a workshop with Council members to discuss a 5-year project plan for the City. Updates are happening at the pocket park on main street and there are tentative plans to build a stage in the area to be used for various community events. Public Works Staff will be filling the swimming pool this week, with a tentative opening date set for the end of May.

Stuart Zephier, Executive Director for the Flandreau Athletic Hall of Fame, presented information to the Council about an upcoming fundraising event. Zephier is proposing to hold a sports carnival and street dance in downtown Flandreau on Saturday, July 6th. The Flandreau Athletic Hall of Fame Banquet will be held Sunday, July 7th at the Royal Room at the Royal River Casino. There was no one present to speak about the upcoming Flandreau Rodeo. Administrator Turnquist informed Council that Ethan Hill, owner of Grizzly Meats Locker, is planning to host a rodeo on the grounds by the locker on Saturday, June 1st.

Motion by Bjerke and seconded by Tufty to table the 2025 Dispatching Agreement with Moody County for $73,501.80.
