The City Administrator stated that a preconstruction meeting was held for the Electric Distribution Project Phase 3 and work on the project has started.

Contractors for the Downtown Streetlight Project and the Water/Wastewater Project Phase 1 began working on the final stages of these projects. Both projects are expected to be completed soon. The Water/Wastewater Project, Phases 2 and 3 are moving ahead and once we receive approval from Rural Development, a preconstruction meeting will be scheduled. Flandreau and Egan will jointly publish an article regarding chloramines and fish to alert the communities of the changes that Big Sioux Water is making to their disinfection process. Alderman Sutton recapped a meeting that was held on April 20, 2017 regarding Flandreau’s 150th Anniversary.

Old Business: After discussing the Cemetery Procedures, it was recommended that they try a modified version of number eight by removing the language “on the east side and” because this could pose a problem for some gravesite owners with grave markers along the street. Motion by Sutton and seconded by Sample to approve the Cemetery Procedures with the modification to number eight as discussed. Notice is hereby given that sealed proposals will be received by the City Administrator of the City of Flandreau, South Dakota, at the City Office at 1005 West Elm Avenue, Flandreau, SD 57028 until 1:30 PM, on May 31, 2017, for the Electric Meter Cutover 2017 - Phase 3, for the City of Flandreau, Flandreau, South Dakota. At said time and place, proposals will be publicly opened and read. Proposals will be acted upon by the City Council at a meeting held June 5, 6:30 PM. The general nature of the work on which proposals will be received consists of the following: The project consists of furnishing and installing of meter sockets, meter packs, conduit, ground rods, ground wire and miscellaneous materials.

The project also consists of removal of existing meter sockets, secondary conductor, conduit and miscellaneous assemblies. This also includes the installation of meters. The project includes the cutover of new and existing electric meters at approximately one hundred and seven (107) residences and businesses to the new underground primary distribution system.

The Flandreau City Council reserves the right to defer acceptance of any proposal for a period not to exceed thirty (30) days after the date proposals are received and no proposal may be withdrawn during this period.

The City Council also reserves the right to waive any irregularities herein, and to reject any or all bids.

CEMETERY PROCEDURES 1. Flags and service markers shall be consistent on all graves and must be placed within 18” of the grave marker.

2. Benches are no longer allowed except for those already placed.

Benches and statues that are used as a grave marker (monument) will be allowed and must be purchased and installed through a professional monument company.

3. Solar lights shall be allowed all year. Placement must be within 18” of the grave marker, not to infringe on plots on either side.

4. Plot size is as follows - A lot measures 16’ x 14’ and consists of four adult graves and four infant/cremation graves. An adult grave measures 4’ x 10’ and an infant/cremation grave measures 4’ x 4’.

5. Graves on the east end of a lot must have grave markers flush with the ground. This would be graves 5 through 8 (infant or cremation). If not flush, they would block the grave marker on the next lot.

6. Memorabilia must be secured and placed within 18” of the grave marker.

7. Fences are not allowed.

8. Flowers and Plants may be planted within 18” of the grave marker. Decorative grasses must be in pots and placed within 18” of the grave marker.

9. Shrubs and bushes are not permitted.

10. Metal hooks are allowed all year as long as they are placed within 18” of the grave marker. Artificial flowers may be placed within 18” of the grave marker beginning May 1st and must be removed by July 10th. The City reserves the right to remove them after such time.

11. Tree planting, pruning, or removal is not allowed unless authorized by the City.

12. Weeds or grass are not to exceed the height of the flowers. The City reserves the right to mow off the flowers.

13. Pets, whether or not leashed or otherwise restrained, are not permitted in the Cemetery at any time.

14. The City will contract for the mowing and trimming of the Cemetery. The contractor will be provided the Cemetery Procedures.

15. The City will contact the grave site owner if contact information is available when out of compliance.

16. The Cemetery Procedures will be given with the purchase of any plot and will also be available at the City Office.

To receive title to vehicles on the day of the sale, buyers must pay with cash, certified check, or bank money order. Personal checks will be accepted, however, out-of-state checks will be accepted with bank letter of credit only. Buyer paying by check will not receive title until check clears the bank. Buyers will take immediate possession of all vehicles upon proper settlement. After vehicle has been sold it becomes the sole responsibility of the buyer. FULL TIME SENIOR CENTER COOK

SUMMARY: The cook shall prepare and cook meals for the Title VI participants five days per week according to prepared menus. This position will also be responsible for cleaning and sanitizing the kitchen area, helping with menu and meal planning, prepping food for future meals and assisting the elderly with any dining issues. This position will occasionally work odd hours for senior events and outings.

MINIMUM QUALIFICATIONS & EXPERIENCE: Education for the purpose of this position is not required; however, a High School Diploma or equivalent is desirable. Applicant must be able to demonstrate basic reading and interpretation skills.

Two (2) + years’ experience in cleaning, sanitizing, cooking and preparing meals in a professional setting is highly preferred. Applicant must be able to remain on your feet for several hours at a time, ability to lift and carry up to 45 pounds, withstand high temperature conditions, bend, kneel, and stoop.

EDUCATION COORDINATOR

Open: April 17, 2017 - Closes: Until Filled The Education Coordinator will perform the following tasks in compliance with two 638 BIA Contract Programs- Johnson O’ Malley, and BIA/AVT Higher Education. Oversees the implementation and supervision of grant programs awarded to FSST Education under the authority of the Flandreau Santee Sioux Tribe.

Provides assistance in the development, planning, evaluation and coordination of activities related to youth education and youth programs development. Coordinates Adult Learning, GED preparation classes and supervises one employee. Must have a Bachelors Degree and 2-3 years experience in education. Must be insurable and have a valid SD Driver’s license.

Must submit to a background check and pre-employment drug and alcohol screening.

PUBLIC NOTICE GARBAGE COLLECTION Garbage collection within the City of Flandreau is contracted to Eng Services. Under the terms of the contract, Eng Services collects all garbage and household refuse from all single-family and multiple-family residences, including mobile homes, within the corporate limits of the City of Flandreau. The monthly charge will provide for the collection and disposal of contents of not more than three containers (not less than ten gallons and not more than 30 gallons) for each domestic unit.

Garbage shall mean and include every accumulation of animal, vegetable or other matter that attends the preparation, consumption, display, use or storage of organic matter, including the can, container or wrapper wasted along with such matter.

Household refuse shall mean and include such items as garbage, sweeping, cleanings, trash, litter and domestic solid waste. Household refuse shall not include any household hazardous waste, as defined by any state or federal regulation.

Eng Services and other businesses will also collect yard debris for an additional charge to be negotiated between the contractor and the party involved. This additional service is at the option of the user of those services. Yard debris shall include such items as grass lawn clippings and leaves.

Other refuse and debris, such as appliances, tires, furniture, etc. may be disposed of for a fee. Please contract Eng Services or other contractors providing such service to make individual arrangements.

The City of Flandreau Restricted Use Landfill Site is also open.

Hours of operation are Wednesday – 3:00 p.m. to 7:00 p.m. and Saturday – 9:00 a.m. to 5:00 p.m.

Questions concerning routes, schedules and disposal of material not covered in the contract, should be directed to Eng Services at 997-5551.

PUBLIC NOTICE TREE TRIMMING & MAINTENANCE In accordance with Title 14 - Tree Ordinance, Chapter 14.3.7:

14.3.7.1 The City will herein be responsible for the maintenance, trimming, and care of all park and street trees.

14.3.7.2 The landowner will be responsible for the maintenance, trimming, and care of all private trees situated upon their property, but said maintenance, trimming,and care shall be subject to City requirements regarding pest control or trimming when such actions are necessary to prevent hazards to life and property.

14.3.7.3 Overhanging Branches Every owner of a tree which overhangs any sidewalk within the City shall trim such tree to a minimum of ten feet (10’) above the surface of the sidewalk.

Every owner of a tree which overhangs any municipal arterial street or right-of-way within the City shall trim such tree to a minimum of twelve feet (12’) above the surface of the street or right-of way.

Every owner of a tree which overhangs any county road or portion of the state trunk highway within the City shall trim such tree to a minimum of sixteen feet (16’) above the surface of the county road or state highway.

FLANDREAU CITY ORDINANCES REQUIRE THAT ALL DOGS OR ANIMALS OF THE DOG KIND, AND CATS ARE: To be licensed (Chapter 6.3). Licenses may be purchased at the City Office located at 1005 W. Elm Avenue.

Not allowed to run at large (Chapter 6.2) Not allowed to disturb the peace and quiet of the neighborhood or to become a Public Nuisance by destroying or defacing property or causing injury to persons or domestic animals (Chapter 5.3) Not allowed to defecate on public or private property other than on the property of their owners.

Owners, keepers, care-takers or attendants of said animals are required to immediately clean up the fecal material from such property (Chapter 6.2) To be immunized against rabies (Chapter 6.3) FURTHER, it is unlawful for any person to own on any premises more than four animals (except birds and fish) over the age of six months.

PUBLIC NOTICE

In accordance with Title 5 – Public and Private Nuisances: Property owners must remove noxious weeds and unhealthful vegetation from the property within a reasonable time after the growth of the vegetation on any property within the City of Flandreau. (Chapter 5.3) Notice is hereby given to property owners whose property within said City on which the height of the grass and/or weeds has exceeded the height of six (6) inches and that any grass or weeds that exceed said height shall be removed within forty-eight hours. The notice need not be given personally but may be given generally through the official newspaper annually. The published notice shall constitute notice as required by this Section. (Chapter 5.4) If the owner or person in possession of property fails to abate the nuisance within the time specified, the City may take remedial action to abate the nuisance and to charge the cost thereof against the abated property. A separate charge will be incurred each time this action is initiated. (Chapter 5.4) Exception. Property owners with parcels of land that exceed one (1) acre in size may petition the City Council for relief from the requirements of this Chapter. The Council may approve or disapprove the petition and establish other criteria that must be complied with. If the exception is approved, minimum upkeep standards shall require 1) the property, including boulevards, must be mowed at least twice a year, and 2) the control of noxious weeds.
