SUMMARY: This position works to ensure the accurate submission of all claims to third party payers according to policy and billing regulations and the collection and posting of accounts from third party payers of the Flandreau Santee Sioux Tribal Health Center. The Patient Accounts Receivable Technician is responsible for making sure accounts are being reimbursed correctly and in a timely manner from all insurance companies. The Patient Accounts Receivable Technician secures revenue by verifying and posting receipts and resolving discrepancies when required.

EDUCATION AND/OR EXPERIENCE:

• Provider Credentialing experience preferred

Project Description

The goal of the proposed Project is to assess and address the need and feasibility of a tribal transit authority to provide for the mobility needs of transit-dependent population residing within the service area(s) of the Tribe. These areas will include all of Moody and Brookings Counties and parts of Minnehaha County. The purpose of the proposed transit authority will be to provide transportation to connect dependent populations to healthcare, education, employment, shopping, recreation and cultural activities that will increase the quality of life and opportunities for families residing on or near the reservation. “On or near” is defined as within a 50 mile radius of the reservation. Families seeking education/training, employment and/or affordable housing and healthcare must travel off the reservation for the majority of these needs as they are not readily available in the Tribe’s rural community. The elderly, disabled, youth, and low-income represent the majority of the transit-dependent population groups. A rural/regional transit system will also provide a very much needed service to those who need daily transportation for work or post high

school education and training and can’t afford reliable private transportation and the additional costs associated with owning a vehicle (insurance, repairs, and maintenance and replacement parts).

Scope of Work

The awarded Contractor’s scope of work will consist of two phases:

(1) Phase I: to assess the potential of developing a tribal regional transit authority inclusive of need for service to identification and quantification of target populations(s) to be served by geographic location(s) within FSST service area (Minnehaha, Moody and Brookings Counties), number of routes needed, schedules, miles, locations, days/hours of service, etc.

(2) Phase II: to determine financial feasibility of sustaining an independent tribal region transit facility inclusive of equipment, infrastructure, workforce needs and regulatory requirements; or as a hybrid model that includes co-location options with other transit services in the region and/or memorandums of agreements, etc.

The final work product will be a comprehensive Tribal Transit Study inclusive of necessary draft transit ordinances, codes, policies and procedures for formal adoption that are based upon t he needs identified by all key stakeholders.

All Proposals will be sealed within one package and clearly marked as “Proposal for FSST Regional Transit Project – Market Study.” The contents of each sealed Proposal must contain the following:

(1) Cover Letter, including Company Profile and Point of Contact; and

The City Council of the City of Flandreau, South Dakota, met in regular session on April 15th at 6:30 p.m. at the City Council Chambers, 1005 W. Elm Avenue, Flandreau, SD.

Present: Aldermen: Curt Ahlers, Brad Bjerke, Mark Ekern, Mike Fargen, Karen Tufty, and Tim Yeaton. Absent: Mayor Dan Sutton. Also present were City Administrator Cohl Turnquist; Finance Officer Lori Kneebone; and Shane Waterman, with IMEG Engineering, and Dale Eng.

Council President Brad Bjerke called the meeting to order at 6:30 p.m.

City Administrator Cohl Turnquist updated Council on current city projects. Renovations to the front of the City Office building have begun and are expected to be complete by late April. The new playground equipment at the Flandreau City Park is currently being installed. Updated brushed aluminum electrical poles have been installed at the City park, replacing the old electrical wooden poles. New concrete has been poured by the bath house at the Aquatic Center. Turnquist reported that he had attended the annual meeting of the Flandreau Development Corporation, along with Mayor Sutton and Finance Officer Kneebone. Conversations have also been had with Road Guy Construction on the City’s dissatisfaction with the chip seal project that was completed last fall.

Motion by Ahlers and seconded by Fargen to approve the Administrator’s Reports. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.

Old Business: The Second Reading of Ordinance No. 620 was held. This is an Ordinance Amending the Official Zoning Map. Motion by Yeaton and seconded by Ekern to approve Ordinance No. 620: Amending Official Zoning Map. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.

New Business: Shane Waterman, engineer from IMEG, presented information to Council about the timeline for the upcoming water and sewer project. It was decided by the Council to move forward with the bid process this spring, so work could still be done in 2024. Waterman informed the Council that they would right-size the project, depending on how the bid comes in. The project is expected to come in between 8-10 million dollars.

Administrator Turnquist gave Council Members an update on the first quarter sales tax, which is up 2% compared to the first quarter of 2023, but down 17% compared to 2022. First quarter figures for first and second penny are currently $224,626.98 and bed, booze and board tax is $9,617.49.

Motion by Ahlers and seconded by Tufty to approve pay request No. Ten (10) for Series 2023 Water Improvement project for professional fees for IMEG for $26,600. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.

Motion by Ekern and seconded by Yeaton to approve the aquatic center wage scale for the 2024 season. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.

Motion by Fargen and seconded by Yeaton to approve the placement of Tanner Christenson and Bruce Jensen on the Seasonal Employee Wage Scale at $17.05/hourly. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.

The City entered into a contract with Banner Associates for engineering services associated with the 2024 Chip Seal Project. Staff has identified the area to be subject to chip seal and fog seal, which includes 3rd Avenue, spanning from Industrial Road to Center Street and 13th Street from 3rd Avenue to Pipestone Avenue. Sealed bids will be received at the office of Banner Associates at 409 22nd Ave S., Brookings, SD 57006 and will be publicly read at 1:00 p.m. on April 30th, 2024.

Motion by Ahlers and seconded by Tufty to approve the advertisement for Chip Seal Project. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.

Motion by Ekern and seconded by Yeaton to approve the lease with Pitney Bowes for the City’s postage machine, which will be billed at $499.59 quarterly. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.

Motion by Fargen and seconded by Ekern to authorize the signature of the statement of work, memorandum of understanding and letter of commitment with Missouri River Energy Services to pursue grant funding through the Grid Resilience and Innovation Program. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.

Council Comments: Alderman Ekern shared an idea of placing roll-off dumpsters at the City Office parking lot as another option for city cleanup. Turnquist mentioned the possibility of doing this along with the fall cleanup day. More information will be shared as details are finalized.
