SUMMARY: This position works to ensure the accurate submission of all claims to third party payers according to policy and billing regulations and the collection and posting of accounts from third party payers of the Flandreau Santee Sioux Tribal Health Center. The Patient Accounts Receivable Technician is responsible for making sure accounts are being reimbursed correctly and in a timely manner from all insurance companies. The Patient Accounts Receivable Technician secures revenue by verifying and posting receipts and resolving discrepancies when required.

EDUCATION AND/OR EXPERIENCE:

• High School Diploma or equivalent required

• Minimum of 2 years of medical billing experience required

• Provider Credentialing experience preferred

• RPMS and eProvider Solution experience is preferred

• Strong customer service background

• College Education/Vocational Training in Medical Billing is preferred

The Flandreau Santee Sioux Tribe (the “Tribe”) is in the process of taking bids to assess the needs and feasibility associated with the development of a regional transit program for Tribal community members Bids can be submitted starting Tuesday, April 9, 2024 until close of business Monday, April 29, 2024. Bids will be opened on Tuesday, April 30, 2024 at 10:00 A.M. at the FSST Tribal Office in Flandreau, South Dakota.

Project Description

The goal of the proposed Project is to assess and address the need and feasibility of a tribal transit authority to provide for the mobility needs of transit-dependent population residing within the service area(s) of the Tribe. These areas will include all of Moody and Brookings Counties and parts of Minnehaha County. The purpose of the proposed transit authority will be to provide transportation to connect dependent populations to healthcare, education, employment, shopping, recreation and cultural activities that will increase the quality of life and opportunities for families residing on or near the reservation. “On or near” is defined as within a 50 mile radius of the reservation. Families seeking education/training, employment and/or affordable housing and healthcare must travel off the reservation for the majority of these needs as they are not readily available in the Tribe’s rural community. The elderly, disabled, youth, and low-income represent the majority of the transit-dependent population groups. A rural/regional transit system will also provide a very much needed service to those who need daily transportation for work or post high

school education and training and can’t afford reliable private transportation and the additional costs associated with owning a vehicle (insurance, repairs, and maintenance and replacement parts).

Scope of Work

The awarded Contractor’s scope of work will consist of two phases:

(1) Phase I: to assess the potential of developing a tribal regional transit authority inclusive of need for service to identification and quantification of target populations(s) to be served by geographic location(s) within FSST service area (Minnehaha, Moody and Brookings Counties), number of routes needed, schedules, miles, locations, days/hours of service, etc.

(2) Phase II: to determine financial feasibility of sustaining an independent tribal region transit facility inclusive of equipment, infrastructure, workforce needs and regulatory requirements; or as a hybrid model that includes co-location options with other transit services in the region and/or memorandums of agreements, etc.

The final work product will be a comprehensive Tribal Transit Study inclusive of necessary draft transit ordinances, codes, policies and procedures for formal adoption that are based upon t he needs identified by all key stakeholders.

All Proposals will be sealed within one package and clearly marked as “Proposal for FSST Regional Transit Project – Market Study.” The contents of each sealed Proposal must contain the following:

(1) Cover Letter, including Company Profile and Point of Contact; and

(2) Statement of Company’s Understanding of the Scope of Work; and

(3) Statement of Company’s Experience with Performing the Work Requested; and

(4) Cost Proposal for Scope of Work; and

(5) Projected Timeline of Company’s Performance of the Scope of Work; and

(6) Statement of Company’s Connection/Affiliation to the Tribe or tribal community, if existing; and

REQUEST FOR PROPOSALS – TRIBAL LAWN CARE SERVICES

The Flandreau Santee Sioux Tribe (the “Tribe”) is seeking proposals from local lawn care professionals to perform lawn care services for Tribal Government and Campus properties located in Flandreau, South Dakota. Bids can be submitted starting Tuesday, April 2, 2024 until close of business Monday, April 15, 2024. Bids will be opened on Tuesday, April 16, 2024 at 10:00 A.M. at the FSST Tribal Office in Flandreau, South Dakota.

Sealed proposals with the contents as described herein must be sent to the following address and received by the appropriate officer no later than the deadline described above:

Late bids will not be considered, and costs for preparat ion of proposals will be borne by the applicants. Please note this Request for Proposals (“RFP”) does not constitute an offer of employment or contract for services the Tribe reserves the option to accept or reject any proposals. Any contract awarded pursuant to this RFP will incorporate the requirements and specifications contained in this RFP.

Scope of Work

The Tribe desires the awarded Contractor perform the following services at the locations as designated below for two (2) years:

(A) Mowing – weekly mowing or as necessary, as weather permits, to maintain an appropriate even height of grass, ensuring a healthy appearance; and

(B) Edging – edging on all tree rings, plant beds, buildings, sidewalks, fences, driveways, parking lots, and other surfaced areas bordered by grass with each mow; and

(C) Trimming – weekly trimming or as necessary around all street signs, lamp posts, fences, and any other obstructions to properly maintain healthy appearance of FSST campus grounds; and

(D) Pruning – pruning of shrubs and trees as needed; and

(E) Leaf Removal – removal and disposal of all leaves and other foliage collecting on the grounds during regularly scheduled mowings; and

(F) Clean-Up/Trash Removal – removal and disposal of any and all trash and other debris on the campus grounds; and

(G) All other generally related work associated with the completion of (A)-(F).

The awarded Contractor agrees to complete the aforementioned Scope of Work at the following locations as identified by the Tribe:

 FSST Pow-Wow Grounds;

 First Presbyterian Church & Cemetery;

 Tribal Courthouse;

 Eastman Hall;

 FSST Community Center;

 FSST Tribal & Finance Offices;

 Inkpa Duta and along road ditch on both sides of the road;

 Morning Sun Court;

 Old Tribal Office/Courthouse near Flandreau Indian School;

 St. Mary’s Episcopal Church;

 Elderly Community Member Homes by request (these must be approved in writing, in advance, by the Tribal Treasurer); and

 Any other ground as designated by the Tribe in Flandreau, South Dakota

Please note the awarded Contractor is not authorized to subcontract these services without the express written permission of the Tribe.

TERMS: Cash – A 15% non-refundable earnest money payment sale day and the balance on or before July 12, 2024 with full possession on the majority of the cropland acres and landlord’s possession on various parcels subject to the existing farm leases in place on for 2024 on approx. 100 acres in FARM #5, all of FARM #6, approx. 209 acres of pasture in FARM #7 approx. 70 acres in FARM #8 and All of FARM #9, although Fall possession for tillage will be allowed on the leased cropland acres subsequent to the harvest of the 2024 crops. Furthermore, the sellers will retain use of the Farmstead on FARM 1 & the Machine Shed, Bins and acres in the Farmstead on FARM 4 until Sept. 1, 2024, or until a Farm Equip. and Personal Property Auction Can be Conducted & Equipment removed. The total amount of the 2024 cash rents for parcels under lease will be credited to the buyer at closing.
