Brief Summary:
The Administrative Officer is responsible for oversight on all tribal management including administration and program managers. The Administrative Officer provides support and guidance to all tribal departments/programs including cultural, youth and education, emergency services, environmental protection, housing improvement, ICWA and social services, transportation planning, economic development and other contracted management staff. This will also include supervising and assigning tasks to staff, coordinating resources, reviewing and revising documents, conducting meetings, monitoring fiscal requirements, tracking work plan progress, and preparing oral and written reports.
Education and Experience: Minimum Qualifications
▪ Bachelor’s Degree in Business Administration, Public Administration or related field; Master’s Degree Preferred.
▪ Five to eight years of previous successful management experience providing effective leadership and managing in a tribal organization of at least 100 employees.
▪ The ability to work cooperatively within tribal government and program department structure.
▪ Demonstrated knowledge of federal funding requirements, rules and regulations applicable to a variety of programs and funding sources.
▪ Knowledge of the tribe; familiarity with tribal law and federal laws about Native Americans.
▪ Strong communication and computer skills.
▪ Must have a valid South Dakota Driver’s License.
▪ Must successfully pass a pre-employment drug/alcohol screen and background investigation.

Open Aquatic Center Positions
The City of Flandreau is accepting applications for the positions of Lifeguard, Water Safety Instructor, and Clerk for the 2023 Aquatic Center season. Applicants for the Clerk position must be at least 14 years old. For the Lifeguard position, qualified applicants must be at least 16 years old and must be able to obtain CPR, First Aid, and lifeguard certifications. Public and Private Nuisances:
Property owners must remove noxious weeds an unhealthful vegetation from the property within a reasonable time after the growth of the vegetation on any property within the City of Flandreau. (Chapter 5.3)
Notice is hereby given to property owners whose property within said City on which the height of the grass and/or weeds has exceeded the height of six (6) inches and that any grass or weeds that exceed said height shall be removed within forty-eight hours. The notice need not be given personally but may be given generally through the official newspaper annually. The published notice shall constitute notice as require by this Section. (Chapter 5.4)
If the owner or person in possession of property fails to abate the nuisance within the time specified, the City may take remedial action to abate the nuisance and to charge the cost thereof against the abated property. A separate charge will be incurred each time this action is initiated. (Chapter 5.4)
Exception. Property owners with parcels of land that exceed one (1) acre in size may petition the City Council for relief from the requirements of this Chapter. The Council may approve or disapprove the petition and establish other criteria that must be complied with. If the exception is approved, minimum upkeep standards shall require 1) the property, including boulevards, must be mowed at least twice a year, and 2) the control of noxious weeds (Chapter 5.4)

Mayor Dan Sutton reported that he and Administrator Turnquist and Finance Officer Kneebone are still working through the Rural Development Process and expects to have a final contract for the Fire Station Construction Project signed soon. Sutton also wanted the public to know that the location for the new Fire Station is not where the elevator was just torn down. The Fire Station will sit on the property adjacent to where the elevator stood.
Administrator Cohl Turnquist informed Council that Fall Cleanup for City Residents only will take place on September 9th and the focus will be on collecting wood items, such as furniture, etc. More information on Fall Cleanup will be shared at upcoming meetings. Turnquist shared that the Bike Path funding was not awarded at this time, and the FDC and the City will apply again next year. The Planning and Zoning Board met prior to tonight’s Council meeting and approved 3 Plats. Turnquist also encourages anyone interested in working at the Flandreau Aquatic Center to apply. The City is currently hiring for an Assistant Aquatic Center Manager, Lifeguards, and Clerks.

The proposed surcharges, which include a $10.40 water surcharge and a $11.00 sewer surcharge, will be implemented through a phased process, with 50% of the surcharge being charged in 2023, 75% of the surcharge charged in 2024, and 100% of the surcharge charged in 2025. Adoption of both surcharges are required by the Department of Agriculture and Natural Resources to receive project funding and surcharge amounts were calculated by the DANR to cover 100% of the debt service associated with the project.
Motion by Yeaton and seconded by Ekern to approve Resolution 2023-11, with reallocates the $202,640 additional applicant contribution to the Fire Station Project to now include $100,000 from the Electric Fund, $50,000 from the General Fund, and $52,460 from the Sewer Fund. Valley FiberCom Announces Flandreau, Colman, & Egan Town Fiber Projects
Valley Communications Inc., doing business as Valley FiberCom, has formally announced plans to bring ultra high -speed fiber-based Internet access and telephone service to homes and businesses within the towns of Flandreau, Colman, and Egan.
Over the last several years, Valley FiberCom has established a fiber footprint in the rural areas of Flandreau, Colman, and E gan To complete this project, Valley FiberCom has made use of $15 million in Federal USDA Rural Development Grants and $9.5 million in state grants to provide FTTH (Fiber-To-The-Home) services to the underserved areas of Moody, Kingsbury, Brookings, and some eastern parts of Beadle counties. With the addition of the above mentioned towns, this will cap off a 5 year investment by Valley FiberCom of over $23 million

1 FT Custodian
Job Description: The custodian is responsible for the day-to-day cleanliness, house and grounds keeping of the Tribal buildings such as Tribal Courts, Tribal Childcare program, Wico Icaga Otipi Community Center, Natural Resources, and the Tribal Office building. The custodian will also take emergency clean up calls and maintain a daily log book. This position is responsible for scheduling weekly and/or monthly deep cleaning projects for all of the listed tribal buildings under the supervision of the Maintenance Facilities Manager. Performs routine checks for cleanliness, safety and repairs, and completes repetitive tasks on a continuous basis as needed.
Qualifications & Requirements:
Possession of a valid SD Driver’s license and insurable by the FSST. Must submit to a pre-employment drug and alcohol screening and P.L. 101-630 background check. Must be able to lift up to 50lbs.
Ability to handle multiple and repetitive tasks on a routine basis as well as handle occasional clean up emergencies and deep cleaning scheduling/completion.
