The City Council of the City of Flandreau, South Dakota, met in regular session on Monday, April 3rd, 2017 at 6:30 p.m. at the City Council Chambers, 1005 W. Elm Avenue, Flandreau, SD. Donna Stenberg, Flandreau Flower Shoppe, addressed concerns regarding the appearance of the downtown area, indicating the pocket park is a mess with trash, the street needs to be swept regularly, and trash builds up in the alcoves of some of the buildings. Eng Services will be contacted to empty the downtown trash receptacles and bill the City for the service. The City could also clean the alcoves of trash and bill the property owner.

Chief Weber, FPD, informed Council that both new cars have arrived and are being used. He shared that Flandreau has the 4th busiest department in the state. He also presented NIBRS statistics for 2016.

Chief Krull, FVFD, indicated he will submit several firefighters applications for approval at the next Council meeting. The ladder truck is being reassembled. There was a house fire on West Prospect Avenue on Monday, March 27th that was contained to just the kitchen with a lot of smoke damage through the rest of the house.

Alderman Bjerke, Airport Board Liaison, informed Council that a pavement survey completed last year indicates some pavement is at the end of its life cycle. The Board would like to redo the runway and are working on a design to move the runway south and make it longer. Hangar expansion is also being examined. All projects are in the planning phases.

The Mayor had no report.

The City Administrator shared that the landfill will open for the season beginning this Wednesday; City residents may take leaves and yard cleanup to the landfill at no cost through the end of May. The scoreboard ordered from Daktronics for the main ballfield at the City Park has arrived. Brett Severtson obtained all of the sponsorships needed to help fund the purchase. A letter was mailed, along with the scoreboard invoice, to Sioux Valley Energy requesting payment of the $2,000 grant funds to be applied to the scoreboard purchase. Michelle Ten Eyck, Aquatic Center Manager, will be attending the National Recreation and Park Association Aquatic Facility Operations Course on April 25-26 in Sioux Falls. He informed Council of additional items placed in Council packets as follows: 2017 Cemetery Procedures that appeared in the newspapers; an article that appeared in USA Today regarding low head dams; an information sheet titled “Avoid Drain Pain” which will appear in the local newspapers this week; and the first quarter sales tax collections as compared to previous years.

New Business: Dave Burwitz of Clark Engineering, met with Council to review the bids from March 15th, 2017 for the Water and Wastewater Project Phases 2 and 3. Three bids were received as follows for the total project: H & W Contracting - Sioux Falls, SD $5,699,142.45 Carstensen Contracting - Pipestone MN $6,538,252.95 Duininck - Prinsburg, MN $6,917,533.40 There are enough funds remaining from Phase 1 to do the Base Bid as submitted by the lowest bidder in the amount of $3,991,860.40 which replaces water, sewer, and storm sewer lines on 1st Avenue from Veterans Street to the water tower on Lindsay Street. Bid Alternates 1a, 1b and 1c were also discussed. These alternates determine the type of hard surface placed on West Street from 1st Avenue to Bridge Avenue and will have to be funded by the City. The preferred Alternate is 1a, submitted by the lowest bidder, which is 6” of asphalt at a cost to the City of $53,576.25. Bid Alternates 2 and 3, which include replacement of additional water and sewer lines, were discussed. There is enough water funding to do bid Alternate 2 but not enough sewer funding without borrowing additional funds. Bid Alternate 2 is $712,474.40 as submitted by the lowest bidder; the City will have to borrow an additional $480,000.00 from Rural Development to complete this portion of the project. Bid Alternate 3 will not be done at this time but will be added to a future project.

Motion was made by Bjerke and seconded by Smith that the Base Bid plus Alternate 1a, as well as Alternate 2, be awarded to H & W Contracting in the amount of $4,757,911.05 for Water and Wastewater Phases 2 and 3, with Alternate 2 contingent on receipt of additional funding from USDA Rural Development. The bid awarded reflects deductions for Alternate 1b, Alternate 1c, and Alternate 3. The following members voted aye: Bjerke, Pesall, Sample, Smith, and Sutton. Nays: None. Absent: Tufty. Motion carried.

A motion was made by Sutton and seconded by Sample to allow Dakota Layers to use the City Park on Saturday, April 15th for an Easter Egg Hunt.

CHLORAMINES AND FISH A Change in Big Sioux’s water treatment will affect your aquarium treatment procedures.

Since the City of Flandreau purchases its water from Big Sioux, this change affects Flandreau residents.

In the past the drinking water produced by Big Sioux Community Water was disinfected by using free chlorine. In the very near future the disinfectant will be changed to chloramines. Although chloramines help to make your water safe to drink, they are toxic to fish, reptiles and amphibians. Chloramines must be removed from the water these animals live in. Unlike free chlorine, chloramines do not dissipate rapidly from water, so you will need to take extra steps to remove them. Here are some facts you should know:

AVOID DRAIN PAIN

Just because packaging says flushable doesn't mean it's true. Many items marketed as disposable and/or flushable do not degrade like toilet paper, and they wind up clogging pipes, tangling pumps and causing messy sewer backups into streets, businesses and homes.

Our sewers are designed to dispose of very specific things. Using your toilet for disposal of many modern products can result in blockages. The drains that connect your home to the main sewer are only big enough to carry water, toilet paper and human waste. Sewer pipes are often no wider than 4 inches.

ITEMS THAT SHOULD NOT BE FLUSHED:

• Diapers - Cloth Disposable flushable • Facial Tissues • Toilet Bowl Scrub Pads • Swiffers • Napkins - paper or cloth, paper towels • Vitamins, Medicines or other pharmaceuticals • Hair

• Baby Wipes, Disinfectant Wipes, Moist Wipes • Dental Floss and Q-tips • Egg Shells, Nutshells and coffee grounds • Fats, oils, and greases • Food containing seeds and peelings • Sanitary napkins, tampons, condoms or any non-organic material • Any kind of plastic

If you must use a "wet wipe" product rather than just toilet paper, dispose of them in the garbage, not down the toilet. While packaging on some "flushable wipes" says the product will disintegrate like toilet paper, that generally is not accurate and these items can cause messy sewage backups into your home or neighbors' homes, local businesses or the street. If you are concerned about odors, try a lined garbage can with a well-fitting lid, a "diaper genie" style of container, wrap your wipes in pet waste bags or reused plastic grocery bags.

Unless the item disintegrates at the rate of toilet paper, it should be placed in the garbage and not down the toilet. Otherwise, you risk a blockage in your own pipes as well as clogging a pump station and causing a sewage backup for other homes and businesses The City is responsible for cleaning the City's pipes and they frequently clear blockages. However, home owners are responsible for maintaining side sewers which connect from your home to the City's main lines in the streets.

What are chloramines?

Chloramines are another form of disinfectant which is used to kill potentially harmful bacteria in water. Chloramines are a combination of chlorine and ammonia and both can be toxic to fish and amphibians.

Why are chloramines toxic to fish?

Chloramines are a combination of chlorine and ammonia, both of which are toxic to fish. When people, animals or birds swallow water that contains chloramines, the chlorine and ammonia is neutralized by the digestive system before it reaches the blood stream. Fish and other marine life, however, don’t just swallow water – they breathe it. When the water contains chloramines, these substances enter directly into the blood stream and chemically bind to iron in the red blood cells, which makes it difficult for those cells to carry oxygen. Eventually, fish may “suffocate” from lack of oxygen.

Are chloramines toxic to both saltwater and freshwater fish?

Yes. Chloramines affect saltwater fish in the same way that they affect freshwater fish.

How can I remove chloramines from the water?

As chloramines break down, either naturally or through the use of dechlorination chemicals, ammonia is released. This ammonia must be removed from the water in the fish tanks or ponds prior to coming into contact with the fish or amphibians. Ammonia may be removed by specific agents to remove chloramines and ammonia, natural zeolites or a high grade granular activated carbon filter. Contact your local pet store to determine the best method for removing chloramines in your situation.

Will letting water sit for a few days cause chloramines to disappear?

No. Unlike free chlorine, which dissipates when water sits for a day or two, chloramines may take weeks to disappear.

Do chloramines have to be removed if only a small amount of water is added to an aquarium or pond to make up for evaporation loss?

To know for sure, you will have to monitor for total chlorine residual. Chloramine residuals in water used to keep fish should be kept below 0.1 mg/L. Total chlorine test kits are available from pet stores, pool supply stores and chemical supply houses. Make sure, however, that the kit is for “total chlorine” or “combined chlorine” not “free chlorine”. A free chlorine test of chloraminated water would read zero but still be toxic to fish.

Will a carbon filter remove chloramines?

Yes. To be effective, however, it must contain high quality granular activated carbon and you must permit sufficient contact time between the water and the carbon.

Will reverse osmosis remove chloramines?

No. Salts can be caught by the permeable membrane but chloramines pass through easily.

Will boiling remove chloramines from water?

No. Boiling is not an effective way to remove chloramines from water. The only practical methods of removing chloramines from water are using a water conditioner which contains a dechloraminator or by using granular activated carbon. Ask your pet supplier for instructions on how to use these products.
