Brief Summary:
The Administrative Officer is responsible for oversight on all tribal management including administration and program managers. The Administrative Officer provides support and guidance to all tribal departments/programs including cultural, youth and education, emergency services, environmental protection, housing improvement, ICWA and social services, transportation planning, economic development and other contracted management staff. This will also include supervising and assigning tasks to staff, coordinating resources, reviewing and revising documents, conducting meetings, monitoring fiscal requirements, tracking work plan progress, and preparing oral and written reports.
Education and Experience: Minimum Qualifications
▪ Bachelor’s Degree in Business Administration, Public Administration or related field; Master’s Degree Preferred.
▪ Five to eight years of previous successful management experience providing effective leadership and managing in a tribal organization of at least 100 employees.
▪ The ability to work cooperatively within tribal government and program department structure.
▪ Demonstrated knowledge of federal funding requirements, rules and regulations applicable to a variety of programs and funding sources.
▪ Knowledge of the tribe; familiarity with tribal law and federal laws about Native Americans.
▪ Strong communication and computer skills.
▪ Must have a valid South Dakota Driver’s License.

This auction presents the opportunity to purchase a farm that has been in the Eide/Miller family for over 70 years. This surveyed +/-161.37 acre parcel of land will be offered as a unit. The City Council of the City of Flandreau, South Dakota, met in a special session on Monday, March 27th at 5:00 p.m. at the City Council Chambers, 1005 W. Elm Avenue, Flandreau, SD.
Present: Mayor Dan Sutton. Aldermen: Curt Ahlers, Brad Bjerke, Mark Ekern, Mike Fargen, Karen Tufty, and Tim Yeaton. Absent: None. Also present were City Administrator Cohl Turnquist, and Finance Officer Lori Kneebone.
Mayor Sutton asked to add an Executive Session for Personnel following the Fire Station Funding Discussion.

Mayor Sutton informed Council the reason for the special meeting was to discuss some recent changes in the Fire Station Funding Plan. Rural Development, one of the City’s funding sources, informed the Mayor and Administrator Turnquist that $202,640 funds the City presumed to be emergency or contingency funds, that was approved via Resolution 202308 at the previous Council Meeting, would actually need to be spent in its entirety before drawing on the funds available from Rural Development. Mayor Sutton thanked Bill Nibbelink and USDA Director Nikki Gronley for speaking with him and taking the time to review documents relating to Rural Development’s Loan Requirements.
Administrator Cohl Turnquist shared 2 funding plans with the Council. The first plan was to “stay the course” and continue using Rural Development as a funding option. The breakdown of this plan is Rural Development funding for $572,360 for 35 years at a locked-in interest rate of 2.50%; First Savings Bank funding $775,750 for 25 years at 3.77% interest rate, which is locked-in for 5 years; and an additional loan from First Savings Bank at $475,000 for 25 years at 4.9% interest rate, which is locked-in for 3 years. This plan would allow for a lower interest rate on part of the funds. The original amount USDA/Rural Development awarded the City was $775,000, but the contingency funds of $202,640 are subtracted from $775,000 as that would now be the City’s responsibility. If change orders are needed for the project, or the project goes over budget, the $202,640 of contingency funds could then be drawn from Rural Development after all the applicant contribution funds are spent.
The second plan is to completely fund the project through First Savings Bank. There would be 3 separate loans; $775,750 for 25 years at 3.77% interest rate, locked-in for 5 years; $775,000 for 25 years at 4.9% interest rate, locked-in for 3 years; $475,000 for 25 years at 4.9% interest rate locked-in for 3 years. This plan would allow the City to keep the $202,640 of funds allocated as contingency to only be spent in an emergency. This plan has a higher interest rate that could fluctuate in 3-5 years.
After much discussion, the Council decided to “stay the course” and utilize the funds available from Rural Development, along with the loans from First Savings Bank. Council members felt the savings in interest over the lifetime of the loan, and the lower locked-in interest rate would still be beneficial to the City, even with the challenges of working with Rural Development. No official action was taken on this item, as no changes to the funding project was made.

TREE TRIMMING & MAINTENANCE
In accordance with Title 14 - Tree Ordinance, Chapter 14.3.7:
14.3.7.1 The City will herein be responsible for the maintenance, trimming, and care of all park and street trees.
14.3.7.2 The landowner will be responsible for the maintenance, trimming, and care of all private trees situated upon their property, but said maintenance, trimming, and care shall be subject to City requirements regarding pest control or trimming when such actions are necessary to prevent hazards to life and property.
14.3.7.3 Overhanging Branches
a. Every owner of a tree which overhangs any sidewalk within the City shall trim such tree to a minimum of ten feet (10’) above the surface of the sidewalk.
b. Every owner of a tree which overhangs any municipal arterial street or right-of-way within the City shall trim such tree to a minimum of twelve feet (12’) above the surface of the street or right-of way.
c. Every owner of a tree which overhangs any county road or portion of the state trunk highway within the City shall trim such tree to a minimum of sixteen feet (16’) above the surface of the county road or state highway.

Open Aquatic Center Positions
The City of Flandreau is accepting applications for the positions of Lifeguard, Water Safety Instructor, and Clerk for the 2023 Aquatic Center season. Applicants for the Clerk position must be at least 14 years old. For the Lifeguard position, qualified applicants must be at least 16 years old and must be able to obtain CPR, First Aid, and lifeguard certifications. Applicants are encouraged to fill out an Aquatic Center application under the “Employment” tab at the cityofflandreau.com. Public and Private Nuisances:
Property owners must remove noxious weeds an unhealthful vegetation from the property within a reasonable time after the growth of the vegetation on any property within the City of Flandreau. (Chapter 5.3)
Notice is hereby given to property owners whose property within said City on which the height of the grass and/or weeds has exceeded the height of six (6) inches and that any grass or weeds that exceed said height shall be removed within forty-eight hours. The notice need not be given personally but may be given generally through the official newspaper annually. The published notice shall constitute notice as require by this Section. (Chapter 5.4)
If the owner or person in possession of property fails to abate the nuisance within the time specified, the City may take remedial action to abate the nuisance and to charge the cost thereof against the abated property. A separate charge will be incurred each time this action is initiated. (Chapter 5.4)
Exception. Property owners with parcels of land that exceed one (1) acre in size may petition the City Council for relief from the requirements of this Chapter. The Council may approve or disapprove the petition and establish other criteria that must be complied with. If the exception is approved, minimum upkeep standards shall require 1) the property, including boulevards, must be mowed at least twice a year, and 2) the control of noxious weeds (Chapter 5.4)

What is HuntSAFE?
HuntSAFE classes cover a wide variety of issues including different types and parts of guns, how to safely handle, load and unload a firearm, basic outdoor survival skills and how to be an ethical hunter. The class ends with a live fire exercise that combines all the skills that the students have learned throughout the session. Each student will earn their hunter certification card on successful completion of any HuntSAFE class.

Job Description: The Maintenance Administrative Assistant position will be responsible for organizing, updating, reviewing and correcting digital data, as well as assisting customers (in-person and electronically). Job Description: The custodian is responsible for the day-to-day cleanliness, house and grounds keeping of the Tribal buildings such as Tribal Courts, Tribal Childcare program, Wico Icaga Otipi Community Center, Natural Resources, and the Tribal Office building. The custodian will also take emergency clean up calls and maintain a daily log book. This position is responsible for scheduling weekly and/or monthly deep cleaning projects for all of the listed tribal buildings under the supervision of the Maintenance Facilities Manager. Performs routine checks for cleanliness, safety and repairs, and completes repetitive tasks on a continuous basis as needed.
Qualifications & Requirements:
• Possession of a valid SD Driver’s license and insurable by the FSST.
• Must submit to a pre-employment drug and alcohol screening and P.L. 101-630 background check.
• Must be able to lift up to 50lbs.

SUMMARY:Under general supervision, incumbent performs a variety of work in the general maintenance and repair of buildings, facilities, and equipment. Incumbent will exercise general maintenance and repair of buildings, facilities, equipment, and grounds. Incumbent performs a variety of work in the maintenance and repair of buildings and grounds at various facilities/sites including carpentry, electrical, plumbing, glazier, masonry, and painting tasks; repairs and treats structures such as floors, showers, sinks, walls, roofs, and carpets; cleans debris from roof gutters as necessary; performs minor troubleshooting, repairs, and adjustments of locks on doors, cabinets, desks, closets; repairs door hinges; cleans plugged key slots; changes filters on various ventilation units; hooks up and services kitchen appliances; reports mechanical malfunctions to appropriate party for action; moves and assists in moving furniture and equipment at various facilities/ sites; sets up and breaks down cubicle partitions; identifies projects requiring the services of a higher skilled crafts person; assists in obtaining quotes and arranging for services of outside vendors as directed; completes service requests and updates work logs for specific site requirements; maintains reports on pesticide use; activates and deactivates building alarms; as part of site support team, assists with special projects periodically as directed; maintains clean, safe, and orderly work sites.
QUALIFICATIONS/TYPICAL CONDITIONS OF EMPLOYMENT:
