The Wellness Center Technician position involves working within the Wellness Center to motivate clientele, maintain check-in & check- out procedures, and assist with Wellness Center operations including cleaning, maintaining and repairing exercise equipment. Minimum Education, Qualifications & Requirements: • Associates Degree in education, family studies or youth development fields and 1 year experience working with youth, tutoring or in the education field; and/or a combination of higher education and 5 years experience working with youth in tutoring or the educational field required. Bachelor’s degree preferred. • Must be able to tutor up to Algebra level and help with writing and grammar up to high school level. The City Council, acting as the Local Board of Equalization for the City of Flandreau, Moody County, South Dakota, convened at 6:15 p.m. at the City Council Chambers, 1005 W. Elm Avenue, Flandreau, SD. Present: Mayor Mark Bonrud. Aldermen: Brad Bjerke, Bob Pesall, Bart Sample, Ron Smith, Dan Sutton, and Karen Tufty. Absent: None. Also present were Tom Stenger, Flandreau Public School Board; Donald Whitman, and Tammy Pitsenberger, City of Flandreau; Jason Unger, Park Days; Donald Elverud, property owner; Lowell Johnson, Cemetery Committee; and Hannah Koeller, Moody County Enterprise. Donald Elverud objected to the 2017 real property assessment of parcel 21.50.27.25, described as 27 CITY OUTLOT E NW-1/4 27-107-48 (4.95 ACRES). He believes the assessed value of $13,892 is too high and should be lowered to $5,380 because the parcel is not farmable, it is in flood plain, it is not buildable, and has a waterway running through the land. A motion was made by Sutton and seconded by Smith to recommend lowering the recorded property value from $13,892 to a value of $5,380 for the reasons stated. The following members voted aye: Bjerke, Pesall, Sample, Smith, Stenger, Sutton, and Tufty. Nays: None. Absent: None. Motion carried. Ryan & Steph Grengs are appealing the 2017 real property assessment of parcel 21.06.04.02 at 609 S. Crescent Street, described as SV 04 LOT 2 & N-1/2 LOT 4 BLOCK 4 SOUTHVIEW ADDITION. They believe the assessed value of $99,458 should be lowered to $60,000 because they do not have a garage, they have a gravel driveway, no sidewalks, and their house is not that big. A motion was made by Sutton and seconded by Smith to recommend lowering the recorded property value from $99,458 to $88,000 because they do not have a garage. The City of Flandreau is requesting public input or comment regarding the following 2017 Cemetery Procedures which are expected to be voted on for adoption by City Council on Monday, April 17th, 2017.

2017 CEMETERY PROCEDURES

1. Flags and service markers shall be consistent on all graves and must be placed within 18” of the stone. 2. Solar lights shall be allowed all year. Placement must be within 18” of the stone, not to infringe on plots on either side. 3. Benches are no longer allowed except for those already placed. Benches and statues that are used as a monument (grave marker) will be allowed and must be purchased and installed through a professional monument company. 4. Plot size is as follows - A lot measures 16’ x 14’ and consists of four adult graves. A single grave measures 4’ x 14’. 5. Memorabilia must be secured and placed within 18” of the stone. 6. Fences are not allowed. 7. Flowers and Plants may be planted on either side and within 18” of the stone. Decorative grasses must be in pots and placed within 18” of the stone. 8. Shrubs and bushes are not permitted. 9. Metal hooks are allowed all year as long as they are placed within 18” of the stone. Artificial flowers may be placed within 18” of the stone beginning May 1st and must be removed by July 10th. The City reserves the right to remove them after such time. 10. Tree planting, pruning, or removal is not allowed unless authorized by the City. 11. Weeds or grass are not to exceed the height of the flowers. The City reserves the right to mow off the flowers. 12. The City will contract for the mowing and trimming of the cemetery. The contractor will be provided the 2017 Cemetery Procedures. 13. The City will contact the grave site owner if contact information is available when out of compliance. 14. The 2017 Cemetery Procedures will be given with the purchase of any plot and will also be available at the City Office. Bethel Foundation Celebrates A Community Woven Together for Caring Service The Bethel Lutheran Home Foundation will host its 21st Annual Bene-factor Dinner at Dakota Prairie Playhouse on Thursday, April 20th. This year’s theme is, “Generosity is woven together by grace, integrity and righteousness.” The night is filled with fun and celebration. Come and join us for this annual event. “Bethel is a community woven together for caring service,” says Rosie Jamison, the Foundation’s Resource Development Coordinator. “The Benefactor Dinner is a time to celebrate our growing community of supporters.” Last year nearly 370 people attended the event, raising just shy of $50,000. Proceeds were used to purchase improved equipment, increase services and continue to enhance resident comforts and quality of care. The evening kicks off with a Silent Dessert Auction at 5:30 p.m., followed by a delicious dinner at 6:30 then the live auction. Tickets are $30 each, or a table of eight costs $240. AVOID DRAIN PAIN

Just because packaging says flushable doesn't mean it's true. Many items marketed as disposable and/or flushable do not degrade like toilet paper, and they wind up clogging pipes, tangling pumps and causing messy sewer backups into streets, businesses and homes. Our sewers are designed to dispose of very specific things. Using your toilet for disposal of many modern products can result in blockages. The drains that connect your home to the main sewer are only big enough to carry water, toilet paper and human waste. Sewer pipes are often no wider than 4 inches.

ITEMS THAT SHOULD NOT BE FLUSHED:

• Baby Wipes, Disinfectant Wipes, Moist Wipes • Dental Floss and Q-tips • Egg Shells, Nutshells and coffee grounds • Fats, oils, and greases • Food containing seeds and peelings • Sanitary napkins, tampons, condoms or any non-organic material • Any kind of plastic

If you must use a "wet wipe" product rather than just toilet paper, dispose of them in the garbage, not down the toilet. While packaging on some "flushable wipes" says the product will disintegrate like toilet paper, that generally is not accurate and these items can cause messy sewage backups into your home or neighbors' homes, local businesses or the street. If you are concerned about odors, try a lined garbage can with a well-fitting lid, a "diaper genie" style of container, wrap your wipes in pet waste bags or reused plastic grocery bags. Unless the item disintegrates at the rate of toilet paper, it should be placed in the garbage and not down the toilet. Otherwise, you risk a blockage in your own pipes as well as clogging a pump station and causing a sewage backup for other homes and businesses The City is responsible for cleaning the City's pipes and they frequently clear blockages. However, home owners are responsible for maintaining side sewers which connect from your home to the City's main lines in the streets.

UNAPPROVED MINUTES OF MARCH 21, 2017

The Moody County Commissioners met in regular session on Tuesday, March 21, 2017 in the County Commissioners' Room in the Courthouse at 9:00 AM, with the following members present: Chairman Jerry Doyle, Rick Veldkamp, Tom Ehrichs, Dan Miles, and Carla Bruning with Kristina Krull, Auditor as Clerk of the Board. Also present Marty Skroch, Commission Assistant, Paul Lewis, State’s Attorney, and Hannah Koeller, Moody County Enterprise. Chairman Doyle called the meeting to order. Motion by Ehrichs, seconded by Miles, to approve the agenda. All voted “aye”. Motion by Miles, seconded by Veldkamp to approve the following plat resolution, with all members voting “aye”: County Commission BE IT RESOLVED BY THE COUNTY COMMISSIONER OF MOODY COUNTY, SOUTH DAKOTA, THAT THE PLAT OF TRACT 1 OF LEVI BROWN ADDITION TO THE NORTH HALF OF SECTION 32, TOWNSHIP 105 NORTH RANGE 48 WEST OF THE PRINCIPLE MERIDIAN, MOODY COUNTY, SOUTH DAKOTA, BE AND THE SAME IS HEREBY APPROVED. intervals not to exceed two years with the exception of reinforced concrete box culverts that meet specific criteria. These culverts are reinspected at intervals not to exceed four years. THEREFORE, Moody County is desirous of participating in the Bridge Inspection Program using Bridge Replacement funds. The County request SDDOT to hire Clark Engineering Corp. (Consulting Engineers) for the inspection work. SDDOT will secure federal approvals, make payments to the Consulting Engineer for inspection services rendered, and bill the County 20% of the cost. All voted “aye”. Motion by Bruning, seconded by Miles to authorize Chairman Doyle to sign the Utilities Certificate for BRF 6320(00) 16-1, PCN 05R7 (Ward Road Bridge). All voted “aye”. Motion by Miles, seconded by Veldkamp to authorize Chairman Doyle to sign the Right of Way easements for BRF 6320(00) 16-1, PCN 05R7 (Ward Road Bridge). All voted “aye”. Bart Sample, National Guard and Roger Hanson, Rolling Thunder met with the Board to discuss donating a Veterans Memorial Bench. Motion by Miles, seconded by Bruning to authorize Rolling Thunder to place a POW/MIA Memorial Bench at the Veterans Memorial. All voted “aye”. Scott Lewis, Custodian met with the Board. Motion by Ehrichs, seconded by Miles to approve the invoice from Ciavarella Design for $1620.00. All voted “aye”. Discussion was held on the Sheriff’s Office Sidewalk. Paul Lewis, State’s Attorney discussed Tax Properties with the Board. Also present Linette Christensen, Treasurer Jerry Doyle left the meeting. Motion by Veldkamp, seconded by Miles to authorize Lewis to prepare Notice of Eviction for occupants of property 24.02.03.14 taken by tax deed. All present voted “aye”. Kristina Krull, Auditor reviewed the 2018 fire and dispatch contracts with the Board. Motion by Bruning, seconded by Veldkamp to approve the 2018 fire contracts with a 3.9% increase from 2017 contracts. All present voted “aye”. The Board will review the law and dispatch contracts at a future meeting. Motion by Miles, seconded by Veldkamp to approve the following resolution with all present voting “aye”: RESOLUTION 17032101 WHEREAS, the Board of Commissioners designated operating transfers out of the General Fund to the 911 Fund and the Highway Fund for 2017.

I hereby certify that the above is a correct copy of the resolution duly passed by the County Commission, at a meeting held on the dated adopted.

NOW, THEREFORE, BE IT RESOLVED that the Operating Transfer out of the General Fund to the 911 fund for $25,000, and the Highway fund for $615,000 be approved as outlined in the 2017 Annual Budget.

Accept the bid from Jebro, Inc. Sioux City, IA for asphalt Cutback (MC-800) $498.79/ton. All voted “aye”. Motion by Veldkamp, seconded by Ehrichs to accept the Lake County Highway Department bid awarded to LG Everist, Sioux Falls, SD for the following item listed for Red Crushed Quartzite Chips in the minutes of Lake County dated March 7, 2017: $7.80/ton.
