Brief Summary:

The Administrative Officer is responsible for oversight on all tribal management including administration and program managers. The Administrative Officer provides support and guidance to all tribal departments/programs including cultural, youth and education, emergency services, environmental protection, housing improvement, ICWA and social services, transportation planning, economic development and other contracted management staff. This will also include supervising and assigning tasks to staff, coordinating resources, reviewing and revising documents, conducting meetings, monitoring fiscal requirements, tracking work plan progress, and preparing oral and written reports.

Education and Experience: Minimum Qualifications

▪ Bachelor’s Degree in Business Administration, Public Administration or related field; Master’s Degree Preferred.

▪ Five to eight years of previous successful management experience providing effective leadership and managing in a tribal organization of at least 100 employees.

▪ The ability to work cooperatively within tribal government and program department structure.

▪ Demonstrated knowledge of federal funding requirements, rules and regulations applicable to a variety of programs and funding sources.

▪ Knowledge of the tribe; familiarity with tribal law and federal laws about Native Americans.

▪ Strong communication and computer skills.

▪ Must have a valid South Dakota Driver’s License.

▪ Must successfully pass a pre-employment drug/alcohol screen and background investigation.

SUMMARY: Native Nations Cannabis Commission is seeking a Business Office Manager to join their team. This position is a full time or part time position. This individual will be responsible for managing the Commissioners day-to-day business operations, including accounting, and business management. The individual will play a key role in ensuring the business practices of the dispensary are aligned to ensure the Native Nations Cannabis Dispensary can continue to scale. You will be assisting in fingerprinting, background checks and issuing licenses for employees. Design and implement office policies and practices. Assist with special projects.

Education and/or Experience: High School diploma required or GED. Prior experience in the cannabis industry or a similar highly regulated industry. Moderate to advanced skills in Microsoft Office, Word and Excel with the ability to learn software applications.

Education and/or experience: Associates degree or equivalent experience, graduate of an accredited school of medical laboratory technician or sciences. Registered in accordance with an approved certifying agency (ASCP, NCA and AMT or CSMLS) or being in the process of acquiring such certification.

SUMMARY: This is a part-time position, three (3) days a week, 8am-5pm. Collect blood and non-blood samples on all age groups, pediatrics through geriatrics. Process all types of laboratory specimens including centrifuging, aliquoting and proper storage of samples. Stocking supplies and maintaining a safe work environment. Assist lab technician in collection, preparing and processing samples. Other duties assigned by the lab technician.

Education and/or Experience: national certification and completion of a formal phlebotomy program; 3-5 years of phlebotomy experience and some laboratory experience is preferred.

Qualifications:

Physical Requirements:

The Retail Assistant Manager is responsible to oversee the daily operations of the store. Monitor product inventory, purchasing and sales. Coordinate and determine the most cost-effective marketing and assemble the best possible sales team. Serve as a positive role model by providing extensive training of products and maintaining the skills and safety of current staff. Follow all laws and regulations provided by tribal state and local laws. Maintains accurate revenue records for reporting to upper management. Develops and updates standard operating procedures, evaluates and trains employees on a regular basis.

• Ability to move about the dispensary, handle various types of media and equipment, and visually or otherwise identify, observe, and assess.

Education & Qualifications:

• Minimum of a High School Diploma or equivalent.

• The ability to operate a point-of-sale computer system and cash register proficiently.

• Must be a minimum of 21 years of age.

• Must be able to lift and carry up to 50 lbs.

• Must pass a Pre-employment drug test and background check

• Must have a valid South Dakota Driver’s License.

• Must be able to stand for 8 to 10 hours per shift.

Visitors to Be Heard: Members of the Moody County 4H Robotics Teams presented information to the Council about their upcoming international competition that they qualified for. Erica Knippling, Robotics leader, along with team members Jillian Knippling, Amelia Pieper, Sierra Thielsen, Isabel Kulm, Rona Streitz, Creighton Hanson and Alex Nickel invited the Council and Flandreau Residents to attend their Open House on Sunday, March 26th at 1:00 at the William Janklow Community Center to learn more about their program and upcoming competition. The “Alpaca” Team will be competing in Arkansas in May and the “Burritos” Team will be competing in Massachusetts in June.

Mayor Dan Sutton reported that he has been in several meetings with Administrator Cohl Turnquist and Finance Officer Lori Kneebone regarding funding for the fire station. The Mayor also commended the young people involved with the Lego Teams and wished them well at their international competition, and recognized the Flandreau Girls Basketball Team and the Flandreau Wrestling Teams for their performances at the State Tournaments.

City Administrator Cohl Turnquist updated the Council on the demolition of the Elevator and stated Claflin Excavating will be starting on the project this week. Erickson Salvage will also be taking down the Quonset and Storage buildings and work should be completed by mid-April. Turnquist shared information with Council about a possible Cops Grant, which is a federal grant with funds available to hire an additional police officer. Administrator Turnquist told Council he has received the Dispatch Agreement with Moody County and updated the Council on the Electric Meter installation, which has been an ongoing project for the last years, and is now complete.

The additional funds will be taken from the Electric Department Reserve, which Turnquist stated will not impact daily operations of the Electric Department. The Contingency funds will show as restricted and if these funds aren’t needed, the money will revert back to the Electric Department.

The City will be implementing an upgrade to the water and sewer infrastructure that is located in the south eastern portion of Flandreau. The total project cost for this upgrade is $8,405,838, which will be funded by State Revolving Funds and American Rescue Plan Grant. The State Revolving Fund loans will be paid off through sales revenue bonds by approval of Resolution 2023-04 and Resolution 2023-05. Shane Waterman, with IMEG, stated he would “right size the project” if project costs come in over budget.

Helm’s and Associates has presented the City with an Engineering Proposal to design the reconstruction of the hangar taxi lane at the Flandreau Municipal Airport. The total cost of the proposal will be split between federal funding, state funding, and a local match. The federal portion of the project will be approximately $61,200. The state and local portions of the project will be approximately $3,400 each. Discussion was had on the Flandreau Airport and Alderman Ekern questioned how much the airport gets used. Alderman Fargen asked if the plan from Helm’s and Associates was to expand the hangar taxi lane to the west, but the plan before the Council is to redesign and fix the current hangar taxi lane.

Motion by Bjerke and seconded by Ahlers to approve Helms and Associates Proposal for Engineering Services for the Hangar Taxi Lane Redesign. The following members voted aye: Ahlers, Bjerke, Fargen and Yeaton. Nays: Ekern. Absent: Tufty. Motion carried.

Motion by Ahlers and seconded by Fargen to authorize the submission of AIP Grant Application with awarded funds designated for the design and reconstruction of the existing hangar taxi lane at the Flandreau Municipal Airport.
