Izaak Walton 2017 final repairs are well underway. All that remains is trim work and to stucco the interior walls. Then the building will be ready for public use. Motion carried. Old Business: The City Administrator informed Council that the new ladder truck will be equally split between the City, the Tribe, and the Fire Department. The City Council, acting as the Local Board of Equalization for the City of Flandreau, Moody County, South Dakota, convened at 6:15 p.m. at the City Council Chambers, 1005 W. Elm Avenue, Flandreau, SD. Present: Mayor Mark Bonrud. Aldermen: Brad Bjerke, Bob Pesall, Bart Sample, Ron Smith, Dan Sutton, and Karen Tufty. Absent: None. Also present were Tom Stenger, Flandreau Public School Board; Donald Whitman, and Tammy Pitsenberger, City of Flandreau; Jason Unger, Park Days; Donald Elverud, property owner; Lowell Johnson, Cemetery Committee; and Hannah Koeller, Moody County Enterprise. Donald Elverud objected to the 2017 real property assessment of parcel 21.50.27.25, described as 27 CITY OUTLOT E NW-1/4 27-107-48 (4.95 ACRES). He believes the assessed value of $13,892 is too high and should be lowered to $5,380 because the parcel is not farmable, it is in flood plain, it is not buildable, and has a waterway running through the land. A motion was made by Sutton and seconded by Smith to recommend lowering the recorded property value from $13,892 to a value of $5,380 for the reasons stated. The following members voted aye: Bjerke, Pesall, Sample, Smith, Stenger, Sutton, and Tufty. Nays: None. Absent: None. Motion carried. Ryan & Steph Grengs are appealing the 2017 real property assessment of parcel 21.06.04.02 at 609 S. Crescent Street, described as SV 04 LOT 2 & N-1/2 LOT 4 BLOCK 4 SOUTHVIEW ADDITION. They believe the assessed value of $99,458 should be lowered to $60,000 because they do not have a garage, they have a gravel driveway, no sidewalks, and their house is not that big. A motion was made by Sutton and seconded by Smith to recommend lowering the recorded property value from $99,458 to $88,000 because they do not have a garage. The City of Flandreau is requesting public input or comment regarding the following 2017 Cemetery Procedures which are expected to be voted on for adoption by City Council on Monday, April 17th, 2017.
2017 CEMETERY PROCEDURES
1. Flags and service markers shall be consistent on all graves and must be placed within 18” of the stone. 2. Solar lights shall be allowed all year. Placement must be within 18” of the stone, not to infringe on plots on either side. 3. Benches are no longer allowed except for those already placed. Benches and statues that are used as a monument (grave marker) will be allowed and must be purchased and installed through a professional monument company. 4. Plot size is as follows - A lot measures 16’ x 14’ and consists of four adult graves. A single grave measures 4’ x 14’. 5. Memorabilia must be secured and placed within 18” of the stone. 6. Fences are not allowed. 7. Flowers and Plants may be planted on either side and within 18” of the stone. Decorative grasses must be in pots and placed within 18” of the stone. 8. Shrubs and bushes are not permitted. 9. Metal hooks are allowed all year as long as they are placed within 18” of the stone. Artificial flowers may be placed within 18” of the stone beginning May 1st and must be removed by July 10th. The City reserves the right to remove them after such time. 10. Tree planting, pruning, or removal is not allowed unless authorized by the City. 11. Weeds or grass are not to exceed the height of the flowers. The City reserves the right to mow off the flowers. 12. The City will contract for the mowing and trimming of the cemetery. The contractor will be provided the 2017 Cemetery Procedures. 13. The City will contact the grave site owner if contact information is available when out of compliance. 14. The 2017 Cemetery Procedures will be given with the purchase of any plot and will also be available at the City Office. Paul Lewis, State’s Attorney discussed Tax Properties with the Board. Also present Linette Christensen, Treasurer Jerry Doyle left the meeting. Motion by Veldkamp, seconded by Miles to authorize Lewis to prepare Notice of Eviction for occupants of property 24.02.03.14 taken by tax deed. All present voted “aye”. Kristina Krull, Auditor reviewed the 2018 fire and dispatch contracts with the Board. Motion by Bruning, seconded by Veldkamp to approve the 2018 fire contracts with a 3.9% increase from 2017 contracts. All present voted “aye”. The Board will review the law and dispatch contracts at a future meeting. Motion by Miles, seconded by Veldkamp to approve the following resolution with all present voting “aye”: RESOLUTION 17032101 WHEREAS, the Board of Commissioners designated operating transfers out of the General Fund to the 911 Fund and the Highway Fund for 2017.
I hereby certify that the above is a correct copy of the resolution duly passed by the County Commission, at a meeting held on the dated adopted.
NOW, THEREFORE, BE IT RESOLVED that the Operating Transfer out of the General Fund to the 911 fund for $25,000, and the Highway fund for $615,000 be approved as outlined in the 2017 Annual Budget.
