The Board of Trustees of the City of Egan, South Dakota met in regular session on March 15, 2023 at Egan City Hall, 110 W 3rd Street, Egan, SD.

Present: Board of Trustee members John Steinhauer, Jerome Olson, Cody Chamblin, Nancy Hansen, and Brad Judstra. Also present were Cindy Menning and Clayton Rentschler.

Meeting was called to order by Chairman Steinhauer.

Brief Summary:

The Administrative Officer is responsible for oversight on all tribal management including administration and program managers. The Administrative Officer provides support and guidance to all tribal departments/programs including cultural, youth and education, emergency services, environmental protection, housing improvement, ICWA and social services, transportation planning, economic development and other contracted management staff. Education and Experience: Minimum Qualifications

▪ Bachelor’s Degree in Business Administration, Public Administration or related field; Master’s Degree Preferred.

▪ Five to eight years of previous successful management experience providing effective leadership and managing in a tribal organization of at least 100 employees.

▪ The ability to work cooperatively within tribal government and program department structure.

▪ Demonstrated knowledge of federal funding requirements, rules and regulations applicable to a variety of programs and funding sources.

▪ Knowledge of the tribe; familiarity with tribal law and federal laws about Native Americans.

▪ Strong communication and computer skills.

▪ Must have a valid South Dakota Driver’s License.

▪ Must successfully pass a pre-employment drug/alcohol screen and background investigation.

This individual will be responsible for managing the Commissioners day-to-day business operations, including accounting, and business management. The individual will play a key role in ensuring the business practices of the dispensary are aligned to ensure the Native Nations Cannabis Dispensary can continue to scale. Education and/or Experience: High School diploma required or GED. Prior experience in the cannabis industry or a similar highly regulated industry. Moderate to advanced skills in Microsoft Office, Word and Excel with the ability to learn software applications.

All students enrolling in kindergarten must have a copy of their state-issued birth certificate and immunization record on file by August 14, 2023.

All new preschool students starting in the fall of 2023 are encouraged to attend developmental screenings on Thursday, March 23rd. Preschool students must be 3 by September 1, 2023, and must be fully potty trained. The 4-5 year old MWF preschool classes are full.

Appointments are necessary for these screenings. Please call the school at 605-534-3534 to make an appointment by March 20, 2023.

Public Health Nurses will conduct health assessments. The South Dakota School for the Deaf will conduct hearing screenings and the South Dakota Lions Foundation will conduct vision screenings.

Child Find for the Colman-Egan School District #50-5 will also be conducted Thursday, March 23, 2023. The program is designed to identify all children birth to age 21 with special needs, children in need of 504 services, and homeless children.

Job Description: The Dispensing Associate is responsible for fulfilling orders behind the retail counter and issuing pre- packaged products that have been purchased to customers. The Dispensing Associate must have a complete understanding of the use and side effects of our products. Dispensing Associate will be given the task of preparing, dispensing, distributing, and administering cannabis-based products under the direct supervision of the Dispensary Lead, Supervisor or Manager.

Physical Requirements:

The Retail Assistant Manager is responsible to oversee the daily operations of the store. Monitor product inventory, purchasing and sales. Coordinate and determine the most cost-effective marketing and assemble the best possible sales team. Serve as a positive role model by providing extensive training of products and maintaining the skills and safety of current staff. Follow all laws and regulations provided by tribal state and local laws. Maintains accurate revenue records for reporting to upper management. Develops and updates standard operating procedures, evaluates and trains employees on a regular basis.

• Ability to move about the dispensary, handle various types of media and equipment, and visually or otherwise identify, observe, and assess.

Education & Qualifications:

• Minimum of a High School Diploma or equivalent.

• The ability to operate a point-of-sale computer system and cash register proficiently.

• Must be a minimum of 21 years of age.

• Must be able to lift and carry up to 50 lbs.

• Must pass a Pre-employment drug test and background check

• Must be able to stand for 8 to 10 hours per shift.

• Must have a valid South Dakota Driver’s License.

Education & Qualifications:

• 5 + years of successful retail management experience with profit and loss responsibility highly preferred.

• Must have demonstrated experience to manage a team, work evenings, weekends and/or holidays to meet store needs.

• Minimum two years of administrative customer relations/customer service experience; experience in the retail & health industry a plus.

• Proficient use and understanding of Point of Sale (POS) systems, inventory management practices, Microsoft Excel, Word and Outlook.

TERM CARE FACILITY

Business Office Manager/HR Generalist

Summary: this is a full-time 40 hours a week position located at the FSST Long Term Care Facility. This position provides support for the Nursing Home Administrator who is responsible for the strategic and day to day operations of the Care facility. BOM provides principal office management, principal accounting practices and Human Resource Generalist functions for the Care facility. Answers calls and inquiries directed to the business office. The HR Generalist position provides support to the FSST Human Resource department in ensuring smooth and efficient business operations. The HR Generalist will have both administrative and strategic responsibilities in coordination with the Tribal HR department. Must have working knowledge of HR laws, policies/procedures and employee relations experience and payroll.

Education and/or Experience: Business office Manager must have a minimum of 1 (one) year in bookkeeping or accounting practices; experience in health care accounting preferred but not required. HR Generalist

bachelor’s degree in Human Resources; PHR/SPRH and/or SHRM -CP or SHRM-SCP preferred. Six (6) years in a human resource role. Knowledge of current employment laws, theories and contemporary practices in all areas of human resources.

Summary: this is a full-time position with the FSST LTC Facility. The position will provide transportation for residents to appointment, clinics, hospital and other appointments and activities that may be scheduled. Assist the Director of Nursing and the Nursing Home Administrator in planning, organizing and developing the facilities’ transportation program and implementation. Use wheelchair lift when needed. Pick-up and deliver supplies as needed, etc.

Education and/or experience: high school diploma required or GED. Previous driving experience preferred.

Qualifications:
