Also present were Donald Whitman, City of Flandreau; Ron Koth, Barr Engineering; Jack Majeres, Moody County Conservation District; Adrienne Brant James, Elizabeth Wakeman, Roger Hurley, Brian Bergjord, Emily Pieper, and Reg Bauske, Flandreau Dam Project; Kayleen Bonrud, interested party; and Hannah Koeller, Moody County Enterprise. The City Administrator informed Council that the next meeting on March 20th will begin at 6:15 p.m. to meet as the Local Board of Equalization before the regular Council Meeting at 6:30 p.m. Bid openings for the Concession Stand at the City Park for the 2017 season and mowing/trimming the Cemetery for the 2017 season will take place this Wednesday, March 8th. In addition, bid openings for the next phase of the water and sewer line replacements and Phase 3 of the electric upgrade and burying project will take place the following Wednesday, March 15th. All four bid items will be on the agenda for award by Council at the March 20th meeting. The street light project is progressing with approximately four more lights to be moved and set up; the contractor still has to return and finish their work. The City Administrator shared that he met with Chief Krull earlier today who informed him that First National Bank is donating $10,000 to the FVFD sometime after January 1st, 2018. The FVFD would like to put $20,000 toward the purchase of the newer ladder truck with the City and Tribe splitting the balance or paying $12,500 each. Chief Krull would like to be on the agenda for the next Council meeting to discuss this and the ISO rating letter recently received. Motion by Smith and seconded by Sutton to approve the Administrative Reports. The following members voted aye: Pesall, Sample, Smith, Sutton, and Tufty. Nays: None. Absent: Bjerke. Motion carried. Old Business: Following a lengthy discussion regarding the Flandreau Dam and the possibility of having a study conducted by Barr Engineering which would show four options for making the dam safer, a motion was made by Tufty and seconded by Sample that the Mayor be authorized to sign an engineering agreement with Barr Engineering to conduct a study of the Flandreau Dam and that the City of Flandreau will pay $5,000 toward the total cost of the study ($47,145) with the balance to be paid by other interested parties. The following members voted aye: Pesall, Sample, Smith, Sutton, and Tufty. Nays: None. Absent: Bjerke. Motion carried. New Business: Motion by Sutton and seconded by Smith to approve the Moody County Highway Department and Flandreau City Joint Work Agreement. The following members voted aye: Pesall, Sample, Smith, Sutton, and Tufty. Nays: None. Absent: Bjerke. Motion carried. Motion by Sutton and seconded by Tufty to continue publishing weekly City business such as the City’s minutes and public notices in the Booster Shopper. Motion by Pesall and seconded by Smith to allow City Administrator Don Whitman to attend the Great Open Spaces City Management Association (GOSCMA) annual conference in Spearfish for three days at the end of April.
